Minutes 1944/05/08 748 Gilroy,California. May 8,1944. This regular adjourned meetlng of the Common Council is called to order by His Honor Mayor George C.Milias,.Jr. Present: Councilmen George M.Mason,Nat Heiner,.J.H.Wentworth,David V.Stout. Absent: Councilmen George A.Martin,James Battersby. The Mayor now instructs the Clerk to proceed with the canvassing of the ballots for t he General Municipal election held May 1,1944. and appoints Counallmen Mason and Heiner as tally clerks and Coubcil- v..c.....lc.~ man Stout as Judge. The City Clerk advises the Mayor and Council that there are no ahsent voters ballots. The Ma yor no w discusses the tent mee tings. The Clerk is instructed to write to Mr.Wi111am G.Smeltzer and 74n auvise him that all future applications for a cirous will be thorough- ly investigated before a permit is granted; that it is not the policy of the Counoil to permit "rackets" in the communlty;that upon investig- ation it lIlas been found that the oircus coming May 11th is a sDill cirous and Council member believe that the children should be enter- tained; that the Council feels that his letter is in order and to convey the Council's thanks for his letter. The Mayor states that the tent meetings will be cheoked to see if everything is in order and if not the permit will be revoked. Poundmaster .John Glover now appears before the Council and describes oertain difficulties he has had in capturing dogs whioh are running on the public streets. The Counoil Einst-ruots t)le:AJlerkto obtain Isgal informat ion from the City Attorney as to tne powers and authority of the Poundmaster; if a dog 1s seen 011 the stJreet"btcths'Poundmaster and the dog runs into a olosed yard oan the Poundmaster go into the yard and capture the dog and take it to the pound; has the Poundmaster the legal right to swear out a warrant against a dog running at large on the streets.
