This regular monthly meeting of the Cormmon Council is called to
to order by Eis Honor Mayor George C.Milias.
Present:Councilmen George A.Martin,George M.Mason,Nat Heiner,
.J.H.Wentworth,David V.Stout,Henry J.Schilling. Absent:Councilmen
None.
The Mayor now di scusse~ the s:il.tuation on,-8outh Monterey Street
between 7th and 8th streets.
Mr.William G.Werner now appears before the Council to discuss
the situation on South I'Ilonterey Street between 7th and 8th streets.
It is unanimously agreed that the matter of licensing card rooms
on South Monterey ,-,street be placed in the hands 0 f the ord inance
committee for investigation and report.
Minutes of the meeting of .July 5,1944 and minutes of the Board
of Equalization meetings of .July 17,24 and 25,1944 are read and
approved.
The audit report for the fiscal year 1943-1944, by Logan,and
Frazer, city auditors, is presented and the letter of transmittal
is read.
A communication is read from Logan and Frazer,city auditors,
stating t hat certain ci ty bonds funds and street improvements bond
funds, for which no liability now exists, should be transferred to
the General ]und; also offering their services as city auditors
for the fiscal year 1944-1945 for the sum of ~250.00 under the same
terms and conditions as prev~6us contracts.
A communicat ion is l' ead from the Gilroy Recreat ion Commiss ion
requesting a donation of $300.00 to carryon their program for the
year.
A communication is ltead from the National Housing Agency stating
that they did not believe it wise to consider a program for
additional housing until the 15 privately finamed F.H.A.Title VI
houses are completed,giving the reason why the houses are not
oompleted and asking that the council appoint some centralized
committee or spokesman 0.0 *inte;.d for the purpose of dealing
with their office.
A communication is read fran the Gilroy City Planning Commission

~iving an estimated assessed value of real estate and improvements
in the area bounded on the east by Princevalle Street on the west by
1liller Avenue on the north by First Street and on the south by Fifth
street, setting forth costs for placing of various neoessary facilities
and recommending: '(l)That the entire section from Fifth Street to
First Str~et,between Princevalle Street and Miller Avenue, be annexed,
providing, !;the majority of the residents so desire and are willing to
form an improvement district to assume the cost of construction or
sewer lines,water lines,street improvements,the necessary fire
hydrants and fire alarm extensions. (2) If a smaller unit,not less t1
than a city block, however, desires to be annexed, that the same
consi deration be given as recommended as above.
A communication is read from H.C.Haselback offering to purchase
the 1928 Model A, Ford truck owned by the city.
A cOmITlunication is read from La Socieded Funeraria Mexicana
asking permission to hold dances for the benefit of members.
\ comJunication is read from Messers.Germain & Kavanagh stating
that they are the General Contractors on the defense houses being
built in Gilroy and that all wor k was be ing d one by the ir firm.
A communication is read from Mr. Tom Sifton,Harley-Davidson
motorcycle agent, San Jose, California, qu.oting th e cost of
placing the city's present motorcycle in first class condition~
and quoting cost of a new machine and offering to take the old
1938 machine in on a trade for a new a944 machine.
r.iotion by 80uncilman Stout,seconded by Councilman Martin and
carried that the sum of ~300.00 be given to the Gilroy Recreation
Comraission to carryon their 1944 program.
I~otion by Councilman Stout, seconded by Councilman Heiner and
carried that the recommendation of Logan and Frazer, city auditors
to transfer ~616.35 from the 1931 Water Bond Fund to the General
Fund; $1,264.42 from the Street Tax Fund to the General Fund;
$616.77 from the Series F Bond Fund to the General Fund and
$970.93 from the Advance Series B-E-F Funds be transferred to
tha Genera 1 Fund, be Ga-dered,..
Motion by Councilman Stout, seconded by Councilman Mason and

carried that the sub-contraotors license/pai~ by Frank M.Booth
be refunded in view of the statement by Germain & Kavanagh that
they are the general co ntractors on the defense hous ing project.
The matter of the offer of Mr.H.C.Haselback to purchase the

1928 Ford Model A. truck is orde~ed tabled until a new truck is
purchased.
The Clerk is instructed to write to La Sociedad Funeraria
Mexicana to ascertain when, where and how many dances they desire
a ~ rmi t for.
The letter ~rom the Gilroy City Planning Commission is discussed
and it unanimously decided to give the contents publicity. No further
action is taken.
Mot ion by Counc Hman Stout, seconded by Councilman Heiner and carried
that the Clerk be instructed to make out the necessary forms to
purchase a new 1944 Earley-Davidson motorcycle for the Police Depart-
ment, that if priority is given that the cost price of the new
maoine be $273.90 plus the old 1938 machine, that the deal be made
through Tom Sifton, 580 S.First Street,San Jose,California, it being
understood that the radio equipment on the old machine be placed on
the new machine at no addi t ional cost.
Mr.William G.Werner now appears before the Council to discuss the
need for more houses in the city and asks that the Council urge the
National Housi ng Agency to make a survey.
Mr.Gus Brodersen,president of the Chamber or Commerce, now ap~ars
before the Council to discuss an expanded housing program.
The Clerk is ins tructed to wri te to the National Housi ng Agency
urging the completion of the present housing program and urge further
survey for additional houses.
Motion by Councilman Stout,seconded by Councilman Heiner and carried
t hat the Gilroy [ti ty Planning Commission be designated as the 0 fficial

representative body of the Council for any program of housing, that
the commiss ion work in harmony with the housing cormni tee of the Gilroy
Chamber of Commerce and together make every effort to secure additional
housing.
The Clerk is instructed to write a letter to the Gilroy City Plann-
ing Commission advising them that they have been appointed the official
body representing the city to the National Housing Administration and
ask that the commission work with the Chamber of Commerce committee to
secure more houses.
The City Attorney is instructed to take the necessary steps to sell
p~perty delinquent for more than five years as given on the list
submitted to him by the City Clerk.

Mation by Councilman Stout, seconded by Councilman Martin and carried
that the Clerk be instructed to advertise for bids to recondition
Wheeler Civic Auditorium according to specifications presented by
Messrs.Binder and Curtis,architects.
The matter of sale of 5 cares of land bwb.ed by the city and lying
south of Ninth Street, is laid over until the next payment of rent
by .Joe Buzzini,present renter.
Motion by Councilman Heiner, seconded by Councilman Stout and

carried that the 1944-1945 assessment rol! as prepared by the
Ci ty Clerk am Ex-officio Assessor, be accepted.
The Water Committee is instructed to take charge of necessary
repairs to the ca~etakers house at Owsley Park.
The Mayor now discusses the night police force and states that
Traffic Officer Ernest Barozzi and state Highway Patrolman Norman
Goodrich are available to serve as extra officers during nights off
for the regular officers.
The patrolling of the Gymkhana grounds during the night baseball
season is discussed and it is decided that some arrangement should
be made among the ball players to take charge of this work.
ORDINANCE NO.444 is now presented and read.

The matter of the Coast Counties Gas and Electric Company renting
a portion of the Old Septic tank property at the northeast corner of
Old Gilroy and East streets is discussed.
Motion by Councilman Wentworth, seconded by Councilman Mason and
carried that the matter of renting a port ion of the Old Septic tank
pro IE rty at the northeast corner 0 f Old Gilroy a nd East streets to
the Coast Counties Gas and Electric Company be placed in charge of
the Buildings and Grounds Committee with power to act, it being
understood that the rent for this piece of property mould be $00.00
pe r year.

Councilman Heiner now discusses a schedule of pay for volunteer
firemen.
Motion by Councilman Wentworth,seconded by Councilman Mason and
carried that the following schedule of pay for voaunteer firemen
be adopted and that the Chief o~ the Fire Department submit a
report to the City'.Clerk. at the end of each month,giving the names
of the members of the department answering calls during the month,
the amount of time and the amount of pay each one is entitled to:
$1.50 per hour per man hour; $1.00 per hour for each additional ,hour
on s truc tura1. fires or other fi re s requiri ng the use of Ii" or 2i"
lines; $1.00 per hour for grass fires,chimney fires ar any other fires
or emergencies that they may be called out for; 50~ flat for false
alarms; $1.00 for drills ,which may be from one to two hours; $1.00
for loading hose on trucks; $1.00 per hour for standing fire guard.
Paid on call for volunteer firemen will not include the Chief and
the full-time driver, or any other city employee, that is a member
of the Gilroy Volunteer Fire Departmen~, except, when the city
~Jployee answers fire calls after his regular working hours. The
full-time driver will rate the same as the volunteers, if he is
called upon in an emergency by the Chief to go Gn calls during his
time off.
Councilman Heiner discusses the condition of the clock which
operates the fire alarm system.
It is unanimously agreed that the Eatter of the clock be placed
in the hands of the Fire Committee with power to act.
The City Attorney now discusses the matter of his salary. This
matter is laid over until a later date.
Mr.Gabriel ChaYtra now appears before the Gouncil to request
permission to open a tire repair shop at 39 South Ro sanna Street.
This matter is referred to the Gilroy City Planning Commission.
Counc! lman St out now discusses the estab lis hing 0 f an offi ce here
by the motor vehicle department for t he purpose of issuing license
plates during the coming renewal period.
The Clerk is instructed to write a letter to Captain E.Tressler,
California Highway Patrol,1280 The Alameda,San .Jose ,California,
asking that an office be established here for the issuing of license
plates and calling his attention to the large trading area that would
be served by such an office.
Councilman Stout discusses the matter of playgrounds for children

suggesting the possibility of use of the Severance School grounds for
this purpose. The Mayor states that the Gilroy War Memorial Association
bas had the matter of acquiring this property under discussion.
Councilman Stout now requests permission to leave the state for a
period of thirty days, commencing August 15,1944.
Motion by Councilman Mason,seconded by Councilman Martin and carried
that Councilman Smut be granted permission to leave the state
from August 15 to September 15,1944.

Motion Councilman Heiner, seconded by Councilman Stout and carried
that bills as presented be allowed and warrants ordered on the Treas-
urer.
Motion by Courto1nman Martin, seconded by Councilman Wentworth and
carried that City Clerk P.A.Cox be granted permission to leave the
state for a period of four days.
