This regular adjourned meeting of the Common Counoil is called to
order by His Honor Ma yor George C.Milias.
Present:Oouncilmen George A.Martin,George M.I~son,Nat Heiner,.J.H.
Wentworth,David V.Stout. Absent:Oouncilman Henry .J.Schilling.
Minutes of the meetings of October 2nd and 6th are read and approved.
A communication is read from Logan and Frazer,city auditors,stating
that they had comp.a.eted the audi",' of the city's books to the period
ended September 30th,1944, and found them in good order.
A communication is read from Mrs.Virginia Steinmetz, complaining
about the flood water oonditions in and around the Eliot school.
A communication is read from the Superintendent of Schools re-
questing permission to install a 1500 gallon gasoline storage tank
on school property.
A communlcation is read from Filice and Perrelli Canning Company
requesting permisslon to oonnect a six inch pipe to the city water
main to act as a standby water supply. The Olerk is instructed to
advise the writer that their application should contain a statement
to the effect that the,~pplicant wll1 assume all costs of labor and
material connected with the installation and will also purchase a
6 inch C.I. tee to be installted at the main take-oft~.
A oommunicatjon is read f rom the State Board 0 f Equalization
giving information as tocthebasis on which they would refuse to
issue liquor permits. This communication is ordered placed on file.
A petition signed by nine olty employees requesting a 15% increase
in salary, is ];r esented and read.
A communication is read from the Gilroy Community and War Chest
requesting the oitysannual donation to the Community Center.
The matter of flood waters in and around the Eliot school is turned
over to the Street Oomm~ttee and the Clerk is instructed to write
to the Division of Highways requesting that they send an engineer
to Gilroy to discuss with the Oity Engineer the best possible
way to handle this f~ood water situatuon, the State being asked
to participate due to the fact that Old Gilroy street is a second-
ary highway.
The matter 0$ the request of the Superintendent of Schools to

placed in the hands of the Public Health & Safety Committee,with
authority to issue the necessary permit.
Motion by Councilman Stout,seconded by Councilman Martin and carried
that the sum of $200.00 be doaated to the Gilroy Comnunity Chest.
The petition by bity employees for an increase in salary is dls-
cussed and referred to the Finanoe Committee for study and report to
the Council.
The matter of the lease of .Joe Buzzinl of 5.01 acres of city land
is discussed.
Motion by Councllman Martin>>seconded by Counoilman Mason and oarried
that the 5.01 acres of land bounded N. by land of Buzzini,East by
right of way, South and Wast by land of Thomas>> be advertised for
sale with the provisQ that the Council has the right to reject any
and all bids.
Mr.Sydney .Johnson, representing the Gilroy High School Board of
Trustees, now appears before the Council to discuss the project
for eliminating storm waters from around the high school property
and in the northeast section of the city. Iillr..Johnson discusses a
co,ntraot which he has drawn up, providing, among other the things,
the distribution of e~pense between property owners>>the school
district and the city.
It is unanimously agreed that Mr..Johnson meet with the City
Attorney to discuss the contract>> the Council to meet Friday night,
November 17th, to further discuss this matter.
N~.Ed.Piedmont now appears before the Counoil to discuss the ne-
newal of his garbage franchise.
Motion by Councilman Stout,seconded by Councilman Wentworth and
carried that the franchise of Ed. Piedmont, for the collect ion of
garbage, be extended for 5 years from May ~.,1944, at $115.00 per
month, the city to pay $40.00 per month for maintenance of the garbage
dump and garbage service, and that provis ions for a bond be eliminated.

The Clerk is instruct~d to advise Mrs.Virginia Steinmetz of the
action taken by the Council in regard to alleviating the flood
conditions in and around the Eliot school.
Applications for liquor l~censes from Fung Ling Wong, d.b.a.State
Market,9 N.Monterey Street and Eliseo S.Filex,d.b.a.El .Jalisco Cafe,
69 S.Monterey Street, are presented. No objection is made to the
application of the State Market.

The Clerk 1s imtructed to present the application of El .Jalisco
Cafe to the City Marshal, his recommendation to be accepted. (Nov.
14th-City Marshal states that he opposes the issuance of any more
11quor licenses in this seotion of the city and requests the City
Clerk to advise the State Board of Equalization.)
Motion by Councilman Stout ,seconded by Councilman Wentworth and
carried that the sum of $3,000.00 be transferred from the Water
Fund to the 1934 Water Main Replacement Bond Fubd.
The Mayor now'"disausses the c ond it ions prevalli.ng at the Pac ific
Greyhound Bus depot on Old Gilroy Street, stating that he,,;.be liewed
something should be done to relieve the hazardous situation.
It is unanimously decided that the Clerk write a letter the State
Railroad Commission and request that they send a representative here
to investigate the ~acific Greyhound Bus facilities.
The Mayor now discusses the matter of the speed of trucks through
the city and it is unanimously agreed that the sp~ed law of 25 miles
per hour must be rigidly enforced
It is unanimously agreed that the Traffic Officer be instructed
to tag oars that are parking on Monterey street longer than the
one hour period prOVided. It is agreed to give one weeks notice
in the Gilroy Dispatoh that starting November 20th cars will
tagged that are parked more than one hour on Monterey Street.
Reports of the city officers are presented and read.
Motion by Councilman Stout, seconded by Councilman Martin and
oarried that the reports of city officers be accepted as read and
placed on file.
Councilman Mason,chairman of the Water Co~~ittee, is instructed
to purohase a pipe outter for the Water Department.
