This regular monthly meeting of the Common Council is called to
order by His Honor ~yor George C.Milias.
Present:Counoilmen George A.Martin,George M.Mason,Nat Heiner,
.J.H.Wentworth,David V.Stout. Absent:Councilmen Henry .J.Schillmng.
Minutes of the meetings of November 6th,13th and 17th are read
and after correcting the minutes of November 13th (page 7?3)"that
the franchise of Ed.Piedmont,forthe collection of garbage,be
extemed for five years from November 13,1944",etc., are approved.
A communication is read f'rom the State Board of Equalization
stating that the appli~ation ~or a liquor license from Eliseo S.
Filex,d.b.a. El .Jalisco Cafe,69 S.Monterey Street, had been with-
drawn.
The matter of an application for an On Sale Beer licehse by
Eulalia T.Filex,d.b.a.El .Jalisco,69 S.Monterey Street, is discussed.
The Mayor states that this application was presented to the City
Marshal and he requested the Clerk the advise the State Board of
Equalization that the issuing of this license is objected to for

the same reason a previous application for the same location was
objected to, and that he instructed the Clerk to advise the State
board of t he Marshal's request.
A Notice 0' Hearing on Protest directed to the City Marshal in
the matter of his protest against the issuance of an On Sale Beer
li cense to Eulalia T. Filex, d. b. a .El .Jalisco, 69 S .:Monterey street,
from the State Board of Equalization, is presented, the notice calling
for a hearing to beheld at the Court .I....ouse in San .Jose, California,
December 8th,1944 at 10:00 A.M.
A communication is read from Mr.Thelo Perrott stating that He
accepts the invitation to appear before the Council,city employees
and interested citizens, on December 11th, to explain the State
Employees' Retirement System.
A cOI.IDlunicat ion is read from E'ilice and Perrelli Canning Company
stating that they agree to assume all costs of labor and material,
including the purchase of a six inch tee at the main take-off, in
the im tallation of a standpy water service for the cannery. This
matter is turned over to the ~ater Committee for action,it being
understood that Filice and Perrelli Canning Company will be billed
for all expense connected with this installation.
A communication is read from Mr.August A.Piedmontrequesting a
letter from the Council to read,"this will authorize the Travelers
[nsurance Company to apply for special rates on our liability
"
insurance.
Ii/:otion by COULC ilman Stout, seconded by Counci Iman Wentworth and
carried that the request of August A.Piedmont for the Travelers
Insurance Company for permission to figure special rates for
liability insurance, be granted, it being understood that any survey
to be made to be done at no expense to the city.
The Claerk is instructed to advise the State Board of Equalization
that the protest on issuance of an On Sale Beer license to El
.Jalisco, 69 S.M:onterey street, is withdrawn, that the Council unan-
imously agrees that the~e are more than enough places selling alQoholic
beverages in Gilroy and that this city has more of th.scharacter of
of business than the surrounding comrnunities; also, that they feel
the board knOViS of the number 0 f licenses issued here and should feel
that the present number is sufficient and no new lioenses should be
issued.
The Clerk is instructed to advertise for bids for comprehensive

liability vDverage,automobile fire, theft and collision insurance,
bids to be opened the first regular meeting in .January,1945.
Counc ilman Heiner discusses changing;: the fire alarm from a bell
to the diaphone system and the Clerk is instructed to write to the
Gamewell Company for the necessary priorlty papers.
The Clerk is instructed to send invitations to bid on the city's
gasoline requirements for the period .January 15,1945 to .Jaunary 15,
1946, to the following oil companies: Standard Oil Co.of Calif.,
Union Oil Co.of Calif. ,'T'ide Water Associated OilCompany,Seaside
Oil Company,Shell Oil Company,General Petroleum Corporation of
California,Gilmore Oil Company,Richfield Oil Corporation and
Mohawk Servi ce Station. bids to be opened .January 2,1945.
The matter of painting several rooms at the Fire House in placed
in the hands 0 f the Fire Committee.
The matter of flood water control in the vicinity of the Eliot
school is placed in the hands of the Street Committee.
The cha~man of the Finance Committee requests further time before
reporting on recentrequests for salary increases.
Resolution No.140 "that all persons of .Japanese Anecestry be now
and forever hereafter excluded from the City of Gilroy", is read.
The matter of abandoning or re~ording this resolution ls placed
in the hands of the Ordinance Committee for study and report.
Reports of city officers are p:-eeented and read.
Motion by Councilman Heiner, seconded by Councilman Stout and
carried that the reports of city officers be accepted as read and
pIeced on file.
Motion by Counoilman Stout,seconddd by Councilman Martin and carried
that bills as presented be allowed and warrants ordered drawn on the
Treasurer.

No objection is made.
