A communication is read fr am. the Planning Committee 0 f the Gilroy
V;ar Memorial Committee stating that during their study of a suit-
able war memorial it had been brought to their attention the need
for a Recreational Park.
A communication is read from Norman B.Goodrich stating that six -,.
telephone operators and Traffia Officer James Sturla had completed
a course of study in radio laws and had taken the examinat ion for Et>'
Restricted Radiotelephone Operators License.
The annual repor t 0 f the Gilroy Free Publio Libaray for the fisc~1.
year ended June 30,1945, is presented and read.
A cor'lLlunication is read from the Division of Ir;migration and
Hous ing making certa in nacomme ndat ions in regard to safety of
occupants of the Southern Pacific Hotel.
A petition signed by nine property owners requesting an alley be
be opened from Third Street to Fourth street between Monterey and
Eigleberry streets, is pr esented and read.

FOR E:XPENDITURE OF 1/4 CEI\T GAS TAX ALLOCATED FOR STATE
HIGHWAYS
V.'HEHEAS, the State of' California, through it s Department
of Publie Works, Division of Highways, has p~esented a
memaranium of agreement in accordance wi th a project state-
ment submitted by the City for expenditure of the 1/4 cent
gas wx for the 1945-47,bienniwa allocated for State High-
ways in the City of Gilroy; and
WHEREAS, the Common Council has heard read said agree-
ment in full and familiar with the contents thereof;
THEREFORE, be it resolved by the Common Council of the
~
City of Gilroy that said agreement for expenditure of the
1/4 cent gas tax allocated for State highways be and the same
is hereby approved and the Mayor and the City Clerk are
directed to sign the same on behalf of saad City.
ADOPTED and PASSED this 2nd day of July,1945 by the following
vote:
AYES:Councilmen George A.Martin,George M.Mason,J.H.Wentworth,
David V.Stout.
NOES: Counc ilmen None.

Motion by Councilman Stout,seconded by Councilman Martin and carried
that the annual report of the Gilroy Free Public Library be accepted
and the Clerk instructed to write a letter to the library board
comrllending them for the excellent manner lln.::whica they are conducting
the business 0 f thi s insti tut ion.
It is unanimously agreed that the report and recommendat ion 0' the
the Planning Committee of the Gilroy War Memorial Commission be olaced

on file with the understanding that the recormnendation for a Recreational
Park will be considered as a post war project. The Clerk was im tructed
to write to the Planning COTIEittee and thank them for their suggestion.
The Clerk is instructed to write a letter to Hr.LJorman B.Goairich
thanking him for his efforts in securing licenses for the Radio~ " ~;
teleohone Operators.
The coml'1unication from the Division of Immigration and Eousing in IIIIIlI\
regard to the Southern Pacific Hotel is turned over to the Building ...
Inspector fo r reference.
The petition for an alley from Third Street to Fourth Street between
Monter~r and Eigleberry streets is dis cussed. All prop::; rty owners
except M.r.Andrew '3attagin had signed the pe ti tion.
Mr.H.E.Robinson now appears before the Council the discuss the
IE ti t ion and agrees the talk to I,lr.Battagin to ascertain what he
expects in the way of compensat ion for seve ranee damages.
The Clerk is im tructed to ~rite to the Geo.R.Louis TIealty Company
to clarify a' statement made in a letter to Llr.Robinson in regard to
the proposed alley.
The ldayor now presents and readsa communicat ion from Porter T.

Peabody and Elmer Chesbro offering the purchase approximately 4000
feet of pipe which annnected the old C.C.C.Cmap on Burchell Road
with the city water supply at the fifth green on the Gilroy Golf
Course, for the sum of $200.00. A Cashier's Check in the amount ~f
$200.00 acoompanied the letter.
Mot ion by Counc ilman Stout, seconded by Counc ilman I,las on and carried
that the Clerk be instructed to write to the United States Engineers
Office,San Francisco, offering a bid of $200.00 for approximately
4000 feet of pipe lying along Burchell Road between the f1fthe green
of the Gilroy Golf Club and the old C.C.C.Camp, said pipe to be resold
to Messers.Peabody and Chesbro for the sum of $200.00.
Postmaster R.M.Martin now appears before the Council to discuss the
matter of stray dogs in and around the post office building.
Dick Christensen ,North Chestnut Street, now appears before the
Council to complain about certain dogs in the vicinity of Martin ~nd
Chestnut streets.
The Clerk is instructed to wri te to Poundrnaster J .G.Glover and urge
him to take immediate act ion in the matter of stray dogs throughout the
tre city and that he present a r~port at the regular meeting in August
showing the number of dogs impounded,etc. ,during the month of .JUly.

A gentleman representing a group of palmists,claravoyants,etc.
now a,ppears before the Council to discuss the license fee charged
by the city for persons practicing this profession.
The ordinance calling for a license of ~25.00 per day for palmists,
etc. is discussed and it unanimously agreed that this matter of lowering
the li cense be turned over to the Ordinance Committee of discussion and
re port.

Mot ion by COUllC ilman Stout ,seconded by Counc ilman Mason and carried
that a committee of the Council meet as a Board of Equalization for
the equalization of assessments on Friday,July 13; Friday July 20th
and Tuesday,.July 24th,1945, in the office of the City Clerk,City Hall,
Gilroy,California and the Clerk be instructed to make the necessary
publication of notice of these meetings.
The condition of the clock at the Fire House is discussed and this
matter is turned over to the Fire Corrrmittee for action.
Councilman Martin discusses the condition of the pickup truck used
by the street Department. The possibility of obtaining a new truck
is to be investigated by the Street Coramittee.
Dr.E.J.Chesbro,chairman of the Gilroy City Planning Commission now
appears be fore the Counc il to discuss the extension of Churbh street
through the Gurries Subdivison am continuing on north to meet Monterey
highway north of the Gilroy City Limits. This matter is laid over for
future discussion.
The Mayor now presents the report of estimated receppts and expend-
i tures and actual receipts and exp endi tures for the fiscal year ended
June 30th and urges Council committees to return their budgets for
tte fiscal ye ar 1945-46 to the Clerk as soon as possible.
Reports of trn City officers are presented and read.

carried that the reports of' ci ty 0 ffi cers be acce pted as readlll: and
placed on file.
Motion by Councilman Stout,seconded by Councilman Wentworth and
carried that bills as presented be allowed and vlarrants or dered
drawn on the Treasurer.
Motion by Councilman Martin,seconded by Councilman rientworth and
carried that Helen Bettencourt be allowed a salary of $20.00 per
month as Clerk of the Police Court,effective July 1,1945.
