This regular monthly meeting of the Common Counoil is called to
order by His Honor Mayor George C.Milias.
Present:Councilmen George A.Martin,GeorgeM.Mason,Nat Heiner,
David V.Stout. Absent:Councilmen .J.H.Wentworth,Henry J.Bohilling.
Minutes of the meetings of November 5th and 16th are reai and
approved.
A co~~unication is read from Byers Eros.relative to the new car
purchased for the police department.

A cOmflunication is read from the Business and Professional Women's
Club thanking the Council for the free use of Wheeler Aud1 tcr ium
tclJr for the Community Halloween Children's Party.
A communication is read from the Gilroy Business and Professional
Woments Club requesting Wheeler Auditorium free-gratis for a dance
given November 24th,proceeds to be used to purchase wheel chairs
for veterans.
A communication is read from the Division of Drivers Licenses
stating that as soon as manpower became available an examiner would
be assigned to give motorists additional time.to secure licenses.
A communication is read from the Division of Highways stating that
the traffic stripe on Hecker Pass highway had recently been repainted
and was considered by the department to be in good condition.
A communication is read from the Gilroy Progressive Group asking
if the "Council has a plan in mind for providing a recreational park
for Gilroy and it so if you would care to disclos~ such plans".
Communications from the Miro~Flex Company and Lyle Signs,Inc.,
relative to prioes on signs, are read.
The Clerk is instructed to advise the City Marshal of the contents
of the letter from Byers Bros. ,and to file the letter of thanks from
the Business and Professional Women's Club and the letter fram the
Depar~ment of Public Works.
Motion by Councilman Stout,seconded by Councilman Martin and
carried that the auditorium be donated free-gratis to the Business
and Professional Women's Club for their dance held on November 24th.
The matter of a recreational park is now disoussed by the Mayor.
The Mayor states that he recently had a visit from representatives
of the late Henry Miller with reference to the 6 aore hospital site
and the money left to construct a hospital on the site. The question
was raised as to whether or not this money could be used for other
purposes due to the fe,.ct that the community now has a hos pi tal. The
Mayor stated that the Miller representatives would take the matter
up with the other heirs.
With reference to the trcreational park the Mayor stated that he
had discussed this matter with the chairman of the Gilroy City
Planning Commission and that he had agreed to bring the matter before
the commission; alee that he would suggest to the chairman that
representatives of the Progressive group be invited to attend suoh
a meeting. __

Mrs.Theresa Pavese,president of the Gilroy Business and Profess- ..
ional Women's Club, now appears before the Council with a letter
regarding the establishing of a Youth Center.
Mrs.Margaret Jensen,representing a delegation from the Business
and Professional Women's Club, now appears before the Counoil to,
to discuss the contents of the letter stating that the community
is in need of a place for Gril Scouts,Camp Fire Girls,Boy Scouts
and other youth organizations,to meet.

Motion by Councilman Stout,seconded by Councilman Heiner and carried
that the Clerk be instructed to write letters to the Gilroy progress-
i;e Group and the Business and Professional Women's Club advising
them that the matter of a recreational center and Youth Center would
be 'placed in the hands of the Gilroy City Planning Commission for
discussion and that they would be invited to sent representatives to
the commission meeting at which these matters would be discussed.
The Clerk is instruoted to write to the Division of Drivers Licenses

in another six weeks,requesting additional time here for dri~ers license
examiners.
The Clerk is instructed to write to the Division of Highways requesting
information as to when the traffic survey would be made and if no
answer was received within two weeks a night letter should be sent.
The Clerk is instructed to write to the California State Automobile
Association requesting prices on signs 24 inches by 36 inohes,"TRAFFIC
LAWS STRICTLY ENFORCED".
A letter from Binder and Curtis,architects, relative to the re-
finishing of Wheeler Auditorium, is now read.
,Mr.George C.Renz,contractor for the refinishing work, now appears

before the Council to discuss the recommendations made by the archi-

Mr.Renz is instructed to send 8 letter to the Council agreeing to
follow the reconmendat ions of the architects.
Motion by Councilman Stout,seconded by Councilman Martin and carried
that the sum of $987.80, the balance due on the contract of George C.
Renz, for construction of ~beeler Auditorium, be paid.
Motion by Councilman Heiner,seconded by Councilman stout and carried
that Seorge C.Renz be paid the sum of $3,200.00 on account for re-
tinishing Wheeler Auditorium; the sum of $300.00 of the total contract
of $3,600.00 be withheld until certain recommendations made by the
architeots be complied with.
Mr.E.E.Eustice,representing local insurance agents carrying insurance

~ on oity properties now appears before the Council to discuss the need
for additional fire insurance due to the fact that an apprsial had been
made and it was found that the present insurance was $22,125.00 short
of the present appraisal figures.
Motion by Councilman Stout seconded by Councilman Heiner and carried
that the fire insurance Qn city properties be inoreased $22,125.00,
the additional premium to be $57.12 per year.

Traffic Officer .James Sturla now appears before the Council to discuss
the traffic situation at 5th and Monterey streets.
The Street Committee is instructed to place a sign in the alley ~ext
to the Bank of America,reading "NO LEFT TURN1 and to place a like sign
on Fifth Street near the intersection of Monterey and Fifth Streets.
The Clerk is instructed to write to the Division 0 f Highways calling
the ir a tten tion to the c ond it ion of the cross wa lks on Monterey Street

and to urge their repainting.

Mr.Ed.Hanna ,surveyor , now appears before the Council to discuss
the extension of Welburn Avenue to the westerly city limits. Mr.
Hanna is asked to obtain the names of the property owners along the
right-of-way for the proposed extension and present these names to
the Council.
City Inspector Weppener now appears before the Council to discuss
the installation of underground pipe at the sewer farm to facilitate
irrigation operations of the present lesseei
A letter from the Concrete Pipe and Construction Company is read
giving the figures of cost ~1rthe, necessa:r'~'.pipe and",ttlstaJz~lition.
Motion by Counc ilman Stout, sec onded by Councilman Martin and carried
th~t irrigation pipe be installed at the sewer farm in accordance '; ~
with the Concrete Pipe and Constructions Company's bid of $360.16.

Councilman Heiner now discusses the installation of the new air
horn fire alarm.

oarried that the bill of the Pacific Fire Extinguisher Company for
the air horn fire alarm in the amount of $1153.12 be paid upon the
receipt of an O. K. from the cha irman of the Fire Committee.
Reports of the city officers are presented and read.
Motion by Councilman Stout,seconded by Councilman Heiner and
carried that the reports of oity officers be accepted as read and

The matter of the ;ype of tree to plant in various sectionsof

the city now being improved, is discussed.
The Clerk is instructed to request the chairman of the Forestry
Board to write a letter to the Council giving the boards recommend-
ation as to the proper type of tree to p~ant.
