Minutes 1946/01/07 8IB Gilroy ,California January 7,1946. This regular monthly meeting of the Common Council is called to order by His Honor Mayor George C.Milias. Present:Councilmen George A.Martin,George M.Mason,J.H.Wentworth, David V.Stout. Absent:Councilmen Nat Heiner,Henry J.Schilling. Minutes of the meeting December 3rd,1945 are read and approved. A communication is read from Jack Thomas applying for a license to hold Mexican dances for the coming year of 1946. A communication s1gned:.,by.Mrs.Leonard Moniz,Mrs.Ethel Martines, Mrs.Donald Thome,Mrs.Norma Harley and Mrs.H.Foster, complaining about the water standing in the wading pool located on the Sever- ance school grounds,is read. The Kayor referes this communication through the Clerk to the Gilroy Kiwanis Club,the organization that sponsored and constructed the pool. A cO~lunication is read from the California Automobile Association stating that permission would have to be obtained ~rom the state H~ghway Department to erect signs on main entrances to the city- "TRAFFIC LAWS STRICTLY ENFORCED"- the writer stating further that he believed all motorists are conscious of the 'fact that all laws are strictly enforced where sufficient enforcement is available. A communication is read from the Gilroy Rotary Club inviting the Mayor and members of the Council to attend their lunoheon meeting,January lOth, at which time Mr.Feederick K.DuPuy,Airport Engineer, would address the club. The Clerk is instruoted to obtain the names of the Councilmen who would attend and inform the olub secretary. A communication signed by members of the several panels of the Gilroy Rationing Board, thanking the Council for past favors, is read. A comaunication is read from the Division of Highways stating that a number of cities had requested a traffic survey by the Safety Council and that the Gilroy survey would be made as soon as possible, also that the pedesrtian crosswalks on Monterey Street would be repainted as soon as conditions permit. A rpport on water samples taken by the Santa Clara County Health Department is read and ordered placed on file. 820 Letters from the California Automobile Association,the Gilroy Rationing Board and the Division of Highways are' ordered filed. Motion by Councilman Martl~~seoonded by Councilman Stout and carried that Jack Thomas be granted a license to hold Mexican dances for the calendar year 1946. This being the time specified,in letter sent to the several oil companies, calling for bids to furnish the city's gasoline require- ments for the period January 14,1946 to January 15,1947-e:1ght bids .., I ..... are p resented and read: Seaside Oil Company-12i~ per gallon;General Petroleum Corporation- 13~ per gallon;SUell Oil Company-13~ per gallon;Union Oil Company of California-13)1 per gallon;Tide Water Assooiated Oil Company- 13)1 p,er gallon;Standard Oil Company 0 f California-13~ per gallon; Richfie~d,Oil Corporation-ll 6/10~ per gallon; Lomas Oil Company- l2t)l per gallon. Motion by Councilman Stout ,seconded by Councilman Martin and carried that the Richfield Oil Corporation be awarded the contract to furnish the city with it's gasoline requirements for the period January 15,1946 to January 15,1947 at the bid price of 11 6/10~ per gallon. .... The matter of the annual banquet for the telephone operators is discussed and placed in the hands of the Traffic Officer to - make all necessary arrangements. The matter of the condition of the broadcasting transmitter is discussed and the Clekr is instructed to write to the Kaar "1-, Engineering Company,Palo Alto,California, asking that they send a man here to check over the station and place it at it's maximum efficiency. The Mayor states that Night Officer Walsh is going to the hospital for am operation and it will be necessary to have another officer on duty. It is unanimously agreed that Officer Dan Lemos be asked to ,- assume Officers Walsh's duties,tenporarily. The Mayor now discusses the problem of ventilation in the Clerk's -- Office. This matter is referred to the Building and Grounds Commi tte~ for",1nvestigati on and report. The Clerk is instructed to call Harold Crow,chairman of the Forestry Board,and ascertain the type of tree the city should recommend that p~operty owners plant in the parkway.areas. The Clerk iax instructed to write a letter to Mr.H.P.Atkinson ,. 821 asking him to remove the log cabin-type house from the sidewalk in front of the Builders Supply Company,Northe Monterey Street, as several oomplaints had been made about this structure to members 0 f the CounciL Mr.Ed.Hanna, surveyor, now appears before the Council to discuss the opening of a'20 ropt alley in the Renz Subdivision from Hanna Street to Carmel Street,between First Street and Broadway. The Clerk is instructed to write to the several property owners along the proposed alley route to ascertain if they would be willing to give the necessary footage for the proposed alley. The matter of extending the sewer lines north of the city limits is discussed. It is unanimously agreed that the property owners interested submit ~igures and information with respect to having this area brought into the city. Mr.Hartman,representing the Paramount Pest Control Service,now appears before the Council to discuss rat control at the city garbage dump. It is unanimously agreed that the matter of a contract for pest control at the garbage dump be investigated by the Sewer Committee and report their findings to the Council.
