Minutes 1946/06/03 841 Gilroy,Callfornla. June 3,1946. This regular monthly meeting of the Common Counoil is called to order by His Honor Mayor George C.Milias. Presen~:Councilmen George A.Martin,George M.Mason,J.H.Wentworth, David V.stout. Absent: Councilmen Nat Heiner,Henry J.Schilling. Minutes of the meetings of May 7th and 13th are .ead and approved. ,A oommunication is read from the Bureau of Census stating that the special census had been completed. Anoffioial certificate signed by J.C.Capt,Director,Bureau of Census, 6aowing the total population to be 4,388, is presented and read. Motion by Councilman Stout, seconded by Bouncilman Martin and carried that the census as certified be accepted. Reports of the city officers are presented and read. Motion by Councilman Stout ,seconded by Councilman Wentworth and carried that the reports of city offioers be accepted as read aad placed on file. Motion by Counoilman Stout,seconded by Councilman Martin and carried that bills as presented be allowed and warrants ordered drawn on the Treasurer. The Mayor now PaYs tribute to Councilman Stout ,thanking him for his four years of service to the oity. Councilman Stout responds thanking the Mayor for his words or appreciation. The Mayor now presents Councilman Stout with a smoking set. Motion by Councilman Stout,seconded by Councilman Martin and carried that this meeting of the Common CoUncil adjourn sine die. The Mayor now calls the meeting of the new Council to order and the Council is s.ern in by the City Clerk. $' P~esent:counc1lmen George A.Martin,George M.Mason,J.H.Wentworth, Ray L.Stevens,James B.Thomas. Absent:Couno.ilman Nat Heiner. The Mayor now greets the new members of the Council-Ray L.Stevens problems and James B.Thomas and outlines briefly the immediate/facing the Council, urging the new members to give wareful consideration to all matters coming before them. Each member of the Counoil is called upon for words of weloome to the new members. 842 Councilmen Stevens and Thomas respond each stating that they will do their utmost to we.rrnt the confidence placed, in them. 1 The Mayor states that two very important matters,namely jhe Coast Counties Gas and Electric Company franchise and the repair of city streets, are Doming before the Council and urges careful consideration of both of these matters. A resolution by the Board of Supervisors of the County of Santa Clara ...... is presented, the resolution requesting that the city turn over the ..... maintenance of Leavesley Road ,from MbBterey Street tot he east city limits, tot he county. The City Attorney is instructed to draw up the necessary resolution accepting the county's proposal. A communication is read from Night Officer Joseph M.Walsh,resigning his position from the Police Department. A report signed by Councilman Nat Heiner,chajrman of the Fire Committee, setting forth a number of buildings which he believes should be condemned, is presented and read. A communication is read from the Gilroy Meat Company stating that they are planning to erect a new plant and asking to be connected with ci ty sewerage and water, is presented and read. ... Motion by Councilman Martin, seconded by Councilman Wentworth and carried that the resignation of Night Officer Joseph M.Walsh be - accepted,with regret and the Clerk instructed to write a letter to him thanking him for- his many years of servicecto the city. The Mayor now discusses the report of Councilman Heiner and states that be believes the old Southern Pacific Hotel should be included along with other buildings included in the report. It is unanimously agreed to delay action on Counciman Heiner's report until he returns. The letter from the Gilroy Meat Company is referred to the Gilroy City Planning Commission for recommendation. The City Engineer snggests investigation of the physical poss ibili ty of sewer conneot- ion for the froposed new plant. The Clerk is instruoted to request the Gilroy Meat Company to submit a map,drawn to scale,showing the exact location of the proposed plant. The matter of a police officer to replace .Officer Joseph Walsh is discussed and it is uD8~mm~u8ly agreed to continue the services off John Fillyaw for the present. It is unanimously agreed that the Council :_~; c;:);.d. meet June 17th to consider applications for Night Officer-two applications-one from William Twitchell and one from , Harold Sturla-having been pr esented and read at this meet ing. - i ..... 843 Motion by Councilman Martin,seoonded by Counoilman Stevens and carried that James S.Byers be appointed City Attorney for the ensuing two years,June 3,1946 to June 3,1948. Motion by Councilman Thomas,seconded by Counoilman Wentworth and oarried that Leon Thomas be appointed Police Judge for the en~uing two years,June 3,1946 to June 3,1948. Motion by Councilman Mason,seconded by Councilman Wentworth and oarried that the Councilor a committee of the Council sit as a '-"'" Board or Equalization between the hours of 7:30 P.M. and 8 o'clock P.M.,in the City Clerk's office on July 5,12 and 17,1946. An application for a building permit by Ernest Pavese to erect a business building on the south side of Old Gilroy street,betwwen Alexander and Forest streets, is discussed and it is unanimously agreed to refer this matter to the Gilroy City Planning Commission. The Clerk announces that the governing boards of the Gilroy Elementary and High school distriots have asked to meet with the Counoil on June 10th. It is unantbmously agreed to discuss this matter on Monday night June 14th. SuperintendBBt of Street C.J.Weppener reports that he has been un- ,~... ..;a , ahle to secure any information as to when the War Assets Corporation i \,....., will have any graders for sale. Frank Lee~,chairman of the Gilroy Recreation Commission,now appears before the Council to request that a police officer be assigned to Wheeler Field during the progress of night baseball games.It 1s unanimousl~ agreed to instruct one of the night officers to be on duty at Wheeler Field during baseball games. Counoilman Martin reports that the air horn fire alarm is not 844 funotioning properly and the Clekr ins instructed to call the Pacifio Fire Extinguisher Company to ascertain when the necessary part can be expected. Mr.Ralph Pillman now appears before the Counoil to oomplain about a ohurch located at the southwest corner 0 f 8th & B'Qsanna streets using a loud speaker during the evenings.
