This regular adjourned meeting of the Common Council is called to
order by His Honor Mayor George C.Milias.
Present:Councilmen George A.Martin,George M.Mason,J.H.Wentworth,
Ray L.Stevens,James B.Thomas. Absent:Counoilman Nat Heiner.
The Mayor announces that the purpose of this meeting is to select,;.,
a Night Officer to replace Offioer Joseph M.Walsh,resigned.
The following applications are presented and read: Sid Rasmussen,

William Twitchell,Harold Sturla and Watt Moore.
Motion by Counci~man Martin,seconded by Councilman Mason and
oarri ed that Harold Sturla be appointed Night Officer to serve at
the will and pleasure of the Council at a salary of $187.00 per month,
subject to any increase in salary that may be voted by the Council.
Forms and information on the Construction and'Employment Act are
presented and the Mayor calls upon Ed. Hanna to discuss them.
The Clekk is instructed to write to the the State of California,
Department of Public Health,Bureau or Sanitary Engineering and
request that an inspection be made of the city's sewage disposal plant
and outfall sewer for the purpos.e of ascertaining if any of the
monies to be allocated under the Construction and Employment Act
should be spent on the outfall sewer and the disposal plant.
Fire Chief Modesto J.Ramezane is now called before the Council by

the Mayor to discuss fire hazards in the community. The fire chief
relates what seemed to be attempted arson at the Southern Pacific
Hotel,Sollth Monterey street,early Monday morning,July 17th, and states
that there are no fire escapes and recommends that the building not
be occupie d as a rooming house. He also re.ports that Ifhe Palms, 63
North Eigleberry Street has only one stairway, no fire escapes; Cook's
Apertments,76 S.Eigleberry Street-no fire extinguishers,one very
narrow hallway and no fire escape,s;St.Mary's Convent-has fire escapes
but he believes that the children do not understand what they should
do in case of a fire and there are no fire extinguishers in the
building.

The Mayor states that Mr. Ben Levin,one of the owners of the Southern
Pacific Hotel had called him recently and gave his consent to having

the Southern Pacific Hotel building torn down.
The Clerk is instructed to write to the Division of Immigration and
Housing and request that thelJ send a man to accompany the Fire Chief
on an inspection of buildings in the community used as publio lodging
houses.

Motion by Councilman Stevens seconded by Coubcilman Wentworth and
carriedcthat the Sputhern Pacific Botel building be condemned and the
City Attorney instructed to prooeed with the necesaary legal steps
and the Department of Immigration and Housing be requested to send
a representative to accompany the Fire Chief on a tour 01' inspection
of p\lblic lOdging houses and make recommendations.

Mr.Ed.Banna now appears before the Council to discuss the possibility

of drawing up a Master Plan for the city.
Motion by Councilman Thomas,seconded by Councilman Wentworth and
carried that the matter of wlMaster Plan for the city, be referred to
the Gilroy City Planning Commission.
Mr.Hanna also asks that something be done with respect to codifying
the. oity ordinances. This matter is held over for discussion at the
next meeting of the Council.

that fourteen full time city employees and the City Marshal and the City
Clerk be granted an increase in salary of $30.00 per month,effective

Motion by Councilman Thomas,seconded by Councilman Martin and carried
that the monthly salaries of the following be raised,effective,June 1.
1946-Leon Thomas-$lOO.OO to $125.00;J.E.Pruett-$66.00 to $75.00;James
S.Byers-$50.00 to $75.00.
The Clerk is instructed to write to Mr.Mitohell,Agricultural Adjust-

ment Administration,San Jose, to ascertain if temporary housing fatillties
are available for local farm workers.

that City Attorney James S.Byers be granted permission to leave the State
for a period of thirty days.
