Minutes 1946/07/01 848 Gilroy, Cali fornia July 1,1946. This regular monthly meeting o,f the COInn.on Council is called to order by his Honor Mayor George C.Milias. Present: Councilmen George M.Mason,Nat Heiner,J.H.Wentworth,Ray L. Stevens,James B.Thomas. Absent:Counoilmen George A.~artin. A cOIn.,'nunication is read from the Gilroy City Planning Commission stating that the matter of a Master Plan for the City would be up for discussion in the future. Two cO~lunicationsfrom the Division of Immigration and Housing -- are read. The Department stated that Mr.R.PiBarry would oall at an ......., early date to make a tour of inspection of public lodging houses in the city. A communication is read from the Farm Labo r Office ,San Jose, stating that the recent communication from the city relative to hosing for farm labor would be referred to Mr.Santarta upon his return to his office. A commuijication addressed to the City Engineer from the Division of Highways relative to resurfaoing oertain streets in the city is read. A cOmL~unication is read from the California r!ission Trails Association,Ltd., requesting a donation of $50.00 to carryon their .llii'IIlI\ rork. A communication is read from the Southern Pacific Company request- ing the city to rescind its ordinance governing the speed of trains through the city. i """"'" A communication is read from the Gilroy City Planning Commission stating that they were forwarding the report of the Youth Authority of the State of California relative to recreation facilities and possibilities for improvement in the city. 84B A Memorandum of Suggestions, requested by the Gilroy City Plann- ing Commission, signed by Karl Holton,Director, is now presented and read. A communication is read from the Coast Counties Gas and Electric Company submitti~ drafts of ~pp~1cations for electric and gas franc hi se s . ~ The report of the Santa Clara County Health Department on the ; i L result s of water samples ta ken is presented aand read and referred to the 'IVater Coromi ttee fo r investigat ion. Motion by Councilman Mason,seconded by Counoilman Heiner and carried that the reoommendation of the Gilroy City Planning Commission to grant a building permit (N8.No.450~>to Ernest Pavese to erect a plumbing supply building on hi s property located on the south side of Old Gilroy Street,between Aleaander and Forest streets,be acoepted. Mr.William Weener now appears before the Council to discuss the Southern Pacific Company~s request to rescind the e'dinance limiting the speed of tra ins through the city and urges the Council to request more modern signals at some of the crossings. It is unanimously agreed that the railroad crossing situation be r- I studied by the Street Committee and a report of their findings be ! ......... made to the Council. The matter of trmcks parking on Monterey street at the intersection of Monterey street and Leavesley Road is discussed. The Mayor cites the danger 0 f aotomobiles coming on to Monterey street from Leaves ley Road and urges that the police officers be more strict in keeping trucks from pl.;rking in the area. Motion by Councilman Wentworth,seconded by Counoilman Mason and carried that alldonation of $25.00 be made the California Mission 'rrails Association,Ltd., to earn on their work. Motion by Councilman Thomas,seconded by Councilman Stevens and carried that Kenneth Petersen be granted a permit to erect a temp- orary building on his property located opposite First Street on North Monterey Street said permit to be issued upon recepit by the City Clerk of a letter from him stating that he will remove the I] temporary building when materials are available for construction a new building.whc~ Motion by Councilman i\lason,seonced by Councilman Wentworth md oarried that the sum of $10,000.00 be transferred from the Water Fund to the Genera 1 Fund. Mr.Frank Leef,chairman of the Trecreation Commission now appears before the Council tidtlLk;e,n~Elllest that the city pay Mr.E.J.Zamzow $5.00 per night for the sixteen nights he has been speoial police office at Wheeler field. The Mayor suggests and the Council concurs that on Saturdays, Sundays ,Tuesdays and Thursdays, \~,.,t thrBe Police Officers be on rIIIlIIII\ I W duty and that on Sundays ,Tuesdays and Thursaays,during the night baseball season one of the officers should be on duty at Vfueeler Field from ~;30 P.M. to 10:30 P.M. Motion by Councilman Heiner,seconded by Councilman Stevens and carried that E.J.Zamzow be paid the sum of $5.00 per night for the 16 nights he has been special police officer at Wheeler Field. Counoilman Heiner,ohairman of the Fire Comraittee,reports on a visit he and Fire Chief Ramezane made to all buildings used as lodging houses on South Monterey Street. Councilman Heiner is instructed to contact the City Sttorney ilndLmap a course of action to be taken against places used a public loding houses that are not safe. Councilman Mason discusses a complaint made by Mr.Bonito through whose property the overflow water from the reservoir. finds its way to the Uvas Creek. It is suggested that concrete pipe be laid through the property and the Water Committee is instructed to proceed. Councilman Wentworth states that he has had a complaint from Henry Ii U Gurries relative to the condition of an alley in the rear of the apartments north of Gurries Drive. The Superintendent of Streets iaa instruoted to.clea! the alley of the excess dirt. Ed.Hanna Mow apperas before the Council an~ presents a tentative plan for a three year budget for a new water well,repairs to the outfall sewer and the rppair amd surfacing of oertain streets. The Mayor urges the Councilmen to study this tentative buget carefully and announces that a meeting will be held July 14th for the purpose of disoussing the street program. 852 Reports of the City officers are presented and read. Applications for transfer of liquor licenses from Clarenoe:H. & Vera F.Pyle, 309 S.Monterey Street, to Peter Martin and J.C. ';'10 Bray,30 Old Gilroy Street to Harry W.Perry and Carl Sorensen,Jr., are presented. No objection is made.
