Minutes 1946/09/03 857 Gilroy,California September 3,1946. This regular monthly meeting of the Common Counoil is called to order by His Honor Mayor George C.Milias. Present:Councilmen George M.Mason,Nat Heiner,J.H.Wentworth,Ray L.Stevens,James B.Thomas. Absent: Councilman George A.Martin. Minutes of the meeti~ of August 5th are read and approved. A communication is read from Mr.Harry a.Scholten requesting that something be done to curb the dust nusiance at the corner of Carmel and First streets. A communication is read from J.J.Jordan,Superintendent of the Southern Pacific Company requesting information on a previous request to cancel the city ordinance relative to the speed of trains through Gilroy. 858 A communication is read from the Division of Highways stating the the traffic check on Monterey Street had been completed and that the city would be advised on the results of the check as soon as the work is completed. A communication is read from the War Assets Administration relative to the purchase of a maintainer. and ordered placed on file. A report 04 the public health nursing and sanitary survey for the month of JUly is presented and read and ordered placed on file. Results of Water samples taken for analysis on August 14th are presented and read and ordered placed on file. Gilroy City Planning Commission resolutions numbers 6 to 10 inc- lusive, are presented and read and by unanimous consent referred to the ordinance committee. The matter of the speed of trains is discussed and the Clerk is ins tructed to wri te to the League 0 f California Cities to ascertain what other cities have done With respect to the speed of trains. The Clerk is instructed to advise Mr.J.J.Jordan that the Council will make a survey of other cities and advise him of their action at a later date. The matter of care of streets is discussed and several suggest~QBS are,:':gmde. This matter is turned over to the StTeet Committee tor action. The grade on Railroad alley is discussed and the City Engineer is instructed to study the poss ibili ty 0 f correct ion and report to the Council. Councilman Heiner pr esents an Appli cat ion fo r a Build ing Permi t for Ray Raynes. This matter is referred to the Gilroy City Plann- ing Commission. Liquor license transfers from Harry W.Perry and Carl Sorensen,Jr, to Julius C.Bray,30 Old Gilroy Street and Joseph & Robert Elia and James A.Parra to Joseph & Robert Elia,7 N.Monterey Street are presented No.objection is made. Councilman Mason discusses the purchase of additional water pipe. .. The Water Committee is instructed to purchase the quantity of pjpe they deem necessary. Councilman Thomas discusses the matter of oil companies increasing the underground storage capacity 'or gasoline at service stations. The Clerk iB instructed to write to the League of California Cities to ascertain what other cities have done to regulate the storage of gasoline at service stations-the maximum capacity allowed also the 1 I n - i I the number of tanks allowed and the maximpm gallonage allowed for each tank. The Clerk is also instructed to write to the Board of 85B Fire Underwriters of the Pacific to ascertain their attitude on underground storage 0 f (!j3. soline at service stations 10 ca ted 'n the business district of cities. City Engineer Hanna reports on the visit of Professors Sullivan and Hyde to the sewage disposal plant and states that these men complimented the Superintendent of Sewers for the manner in which the pl ant is cared for.. The Sewer Committee is instructed to investigate the charge being made by the owners of the garbage franchise for the dumping of pits from the Filice and Perrelli cannery, in the garbage pit. The Mayor discusses the matter of trucks unloading on Monterey Street and states that he believes a great deal of the parking trouble and traffic condition on Monterey street could be eliminated if trucks were required to do their unloading from the alleys, where alley en- trances are available. It is also suggested that green unloading spaces ,permitting ten minute parking for the purpose 0 f unloading passengers or freight, ne provided. The matter of tickets for overparking is discussed and it is agreed that all violatclll'B'ishould be fined. The matter ofthe alley between the Bank of America building and the property of Dr.Leon Melkonian is discussed. and it is suggested that t~othe Odd Fellows lodge will agree this alley should be closed. Traffic Offi cer James Sturla discusses the use of his car for his work. The Clerk is instructed to ask Mr.G.S.Johnson,in charga of maint- enance for the Division of Hgghways, if it is possible to paint large 25~s at the various intersections along Monterey Street . Motion by Councilman Heiner,seconded by Councilman Stevena and carried that bills as presented be allowed and warrants crdered drawn on the Treasurer. Reports of the city officers are tresented and read. Motion by Councilman stevens,seconded by Councilman Thomas and carried that the reports of the city officers be accepted as read and pla. ced on file.
