This regular monthly meeting of the Common Council is called to
order by His Honor Mayor George C.Milias.
Present:Councilmen George A.Martin,George M.Mason,Nat Heiner,
J.H.Wentworth,Ray 1$ Stevens,James B.Thamas~ Absent:Councilmen None.
Minutes of the meetings of September 2nd and l6th,1946 are read
and approved.

Cpuncliman Heiner, chairman of the Odrinance Cormnittee, reports that
his committee is still working on the taxi-cab ordinance and it will
be ready in about two weeks.
Steve of Steve's Tax-Cab service now appears before the Council to
discuss the matter of taxi stands at the Greyhound buss depot.
1ITs.Silacci of Bill's Taxi Service now ap~ars before the Council
to discuss the matter of cruising taxi-cabs.
The Mayor states that TIhen the ordinance is ready all taxi-cab<<
owners and othersx interested will be invited to attend the Council

The report of water samples taken,September 30,1946, by the Santa
Clara County Health Dept. , 9s presented and read and ordered

A cor.~unication is read from the League of California Cities
relative to the transportation andstorage of gasoline at service
stations.
A communication is read from State Fire Marshal Joe Yockers,
stating that his department was holding conference with oil
companies relative to transport gasoline trucks and that proposed
legislation was in the making.

These three communicat ions are placed in th e hands of the
Ordinance committee for study.
A communication is read frQ~ Mr.Harold P.Huls,President of the
Railroad Commission of the State of California relative to the
Southern Pacific Comapny's request to have the speed limit of
trains removed. Mr.Huls offers to a cooperate and suggests that
a conference be arrangedk~tww~ between representatives of the
city,Southern Pacific Company and the Commission's Transportation
Department. It is unanimously agreed that the Clerk be instructed
to write to ntt.Huls and ask that one hf his engineers be assigned

A Report,Findings and Recomnlendations of the Gilroy City Planning
Commission, with reference to the change from Zone "B" to Zone "C",
the following described property : Coramencing at a point on the North
side 0 f First street distant 281.86 feet West 0 f the intersect ion of
Monterey and First Streets,thence West 1005.70 feet and to a depth
of 150 feet from the North side of First Street,being a portion of
Lot 1 and all of Lots 38 to 46 inclusive of Tract 232,Gurries Addition
to the City of Gilroy,map of the same being on file in the City Clerk's
office, is presented and read; the Cornnission, from evidence presented,
recommending that the petition for rezoning be denied.
Motion by Councilman Martin,seconded by Councilman Heiner and carried
that the Report,Findings and Recomnlendations ofthe Gilroy City Plann-
ing Commmission ,with reference to rezoning a portion of Tract 232,
Gurries Addition to the City 0 f Gilroy, be accepted and.ap.proved as
read.

Mr.William Derner now appears before the Council to discuss the
matter of plac ing a 9-uni t Spanish type court in Zone "An. It is
unanimously agreed that the person desiring to erect such a structure
in Zone "An present his plans and specifications to the Council;that
the Council agrees to support the establishing of the court on Carmel St.
This being the time specified in a published notice calling for
bids for seal coating certain streets and portions of streets, one
bid is presented and ready the Granite Construction Company of
Watsonville,California, bidding $4,553.00.

The Mayor now states that Mr.H.E.Robinson,member of the Gilroy City
Planning Commission, has requested that he be relieved of hisduties on
the Commission.
The Mayor now recomnlends thex reappointment of Mr.Ormond Rector as
a member of the Gilroy City Planning Commission for a period of four
years from 3anuary 15,1946 and the appointment of 3erome D.Chappell

as a member of the Gilroy City Planning Co:mmiss ion for four years.
from January 15,1946, in place of Mr.H.E.Robinson.
Motion by Councilman Iiartin,seconded by Councilman Councilman
stevens and carried that rur.Ormond Rector be appointed a member of
the Gilroy City Planning Commission for a term of four years frcm
January 15,1946 and that Mr.Jerome D.Chappell be appointed a member
of the Gilroy City Planning Coramission for a term of four years from
January 15,1946.

The Mayo r now recommends the reappointment of the present members

of the Forestry Board- Harold Crow, Carroll Wentz and Kirby McAtee-
for a terms of two years from June 5,1946.
Motion by Councilman Heiner,seconded by Councilman Stevens and
carried that Harold Crow, Carroll Wentz and Kirby McAtee be re-
appointed members of the Forestry Board for a term of two years from
June 5,1946.

sum of $1,143.90 be transferred from the General Fund to the Lihr~ry
Fund said amount to be returned to the General Fund when Library
Fund money becomes available.

carried that the sum of $5,000.00 be transferred from the Water

Traffic Officer James Sturla now appears before the Council to
discuss the use of his car for city bus iness.
Motion by Councilman Thomas,seconded by Councilman Stevens and
carried that Traffic Officer Jarr.es Sturla be allowed the sum of
'50.00 per month from October 1,1946 and gasoline for use of his

Councilman Stevens reports the Gilroy LOdge No.154,I.0.0.F. has
agreed to the colsing of the alley between the Bank of America and
the property of Dr.Leon Leon Melkonian,located in Block 2 North,
Range 1 East, reserving the right of ingress and egress to the

Councilman Heiner announces that the annual banquet for the Fire
Department and city employees will be held Friday,October 11,1946,
7 P.M. at the Milias Hotel.
The Clerk is,~ instructed to advise the Library Board that payment
o f ~~60. 00 per month to Miss. Pearl Lavin as an emergency allowance
will be discontinued as of November 1,1946.
