Minutes 1946/11/04 866 Gilroy,California November 4,1946. This regular monthly meeting of the Common Council is called to order by His Honor Mayor George C.Milias. Fresent:Councilmen George A.Martin,George M.Mason,Nat Heiner,J.H. Wentworth,James B.Thomas. Absent: Councilmen Bay L.Stevens. Minutes of the meetings of October 7th and October 16th are read and ~hecfollwoing correction is ordered in the minutes of Ootober 7th: on page 863- It is unanimously agreed that the person desiring to erect such a structure in Zone "Aft present his plans and specific- ations;to the Council ant the matter will be passed through the proper channels. After this correction this mi.utes of October 7th and October 16th are approved. A communication is read from the Santa Clara County Health Dep- artment asking that they be permitted to use a room in the Wheeler Auditorium two Wednesday mornings a month for child health con- ferences. A communication is read from Logan and Frazer,city auditors, stating that they had examined the city'S books and recolds tor the quarter ending September 30th and had found them in good order. A communication is read from the Division of Highways relative to funds allocated by the State to the cities on a matching basis for certain types of work and advising that t? gas tax funds are avaliable to the city under this program. A report of water samples taken by the County Health Department dated September 4,1946, is read;the report showing the results as satisfactory. A communication is read from the City Engineer stating that the seal coating of certain streets had been completed by the Granite Construction,contractors, and that the sum of $5,334.09 is due and pavable to the contractor within thirty-five days of acceptance by the Council. The final report of the City Engineer on the seal coating of certain streets is presented and read showi,ng that the unexpended balanoe over and above the engineer's estimate is $1,887.90. Motion by Counoilman Wentworth, seconded by Councilman Thomas and carried that the notice of completion by the Granite Construotion Company of the seal coating of certain streets,as stated by the City Engineer in his communication, be aocepted. .... The report of the Santa Clara County Health Department on water samples is ordered filed. The Clerk is instructed to forward the communication from the Santa Clara County Health Department relative to use ot a room in the Wheeler Auditorium, to the Adjutant General of the State of California for his comment and decision. The communication from the Division of Highways is ordered filed. The Mayor states that the Gilroy High School has asked permission to use the Wheeler Auditorium for their annual Christmas party. Motion by Councilman Martin,seconded by Councilman Mason and carried that the Gilroy High School be granted permission to use the Wheeler Auditorium for t heir annual Christmas party, free of charge. The City Attorney reports that the taxi-cab ordinance has been prepared but he would like to consult the Ordinance Committee on certain provis ions. It is agreed the t the Coromi ttee would meet with the city attorney during the week. The Mayor states that the Gilroy Community Concert Association had made a request for use of Wheeler Auditorium tor four concerts at the non-commercial rental of $15.00 per night. Mr.William Werner now appears before the Council to discuss the use 0 f Wheeler Auditorium by the Concert Ass ociation at:t the non-commercial rental of $15.00 per night stating that he believed the concert association should pay the same rent as is paid for dances and other attractions..r iCcommercial nature. The matter ot securing a back-drop for the stage in Wheeler Aud- itorium is placed in the hands of the Buildings & Grounds Committee. Motion by Councilman Heiner,seoonded by Councilman Thomas and carried that the Gilroy Community Concert Association be charged .15.00 per night for use of Wheeler Auditorium. The Mayor announces that a maintainer had been secured ,,:bIIRt;.he Surplus Commodities Corporation. Motion by Councilman Martin, seconded by Councilman Heiner that the city purchase from the Surplus Commodites Corporat1on,one Galion road grader for the sum of $2,550.00, and the Clerk instructed to secure a Cashiers' check in this amount payable to the War Financ e Corpo ra t ion. 8G8 Mr.Barney Brown,spokesman for a group, now appears before the Council, statinggthat the group is interested in providing a dwelling "tor:~:'l~lily.1na(;Heuse to replaoe the one recently destroyed by fire andto ascertain what type of building would be permitted. This matter was referred to the Building Inspector. Councilman Heiner suggests that thecity should have an ordinance governing trailer courts. The Mayor instructs Councilman Heiner to proceed with the drawing of such an ordinance. Motion by Councilman Heiner,seconded by Councilman Martin and carried that the sum of $136.14 be paid out of the General Fund for improvements made to the Gilroy Free Public Library building. -- ! I ..... Mr.John Kallas,representing the Latin-American club now appears before the Council to request use of Wheeler Auditorium for public dances. After some discussion it was unanimously agreed to permit the Latin-American Club to hold public dances in Wheeler AuditoriBm. Motion by Councilman Heiner,seconded by Counoilman Mason and carried that Councilman Wentworth be granted permission to absent hnnself from the state for a period of forty-five days starting November 22,1946. The City Engineer reports that the resurfacing of Seventh Street had been completed by the city at a cost of $.02 6/10 per square .... ..... foot. It is unanimuusly agreed to meet November 18,1946 to discuss,with the City Engineer, the matter of annexation to the oity of a portion of the land west of Princevalle Street and East of Miller Avenue. Councilman Thomas states the he has read all the information secured on the storage and transportation of gasoline. The matter of chang- the present ordinance is disoussed. Motion by Councilman Heiner,seconded by Councilman Martin and carried that bills as presented be allowed and warrants ordered drawn on the Treasurer. Reports of the City Officel'l are presented ani read. Motion by Councilman Wentworth,seconded by Councilman Martin ad carried that the reports of oity officers be aocepted as read and ordered placed on file.
