Minutes 1947/01/07 874 GilroY,Ca11fornia .January ?, 1947. This regular monthly meeting of the Common Council is called to order by His Honor Mayor George C.Milias. Present:Councilmen George M.Mason,Nat Heiner,.J.H.~entworth,Ray L.Stevens,cTamesB.Thomas. Absent:Councilmen George A.Martin. Minutes of the meetings of December 2nd and 16th are read and approved. A portion of a letter ~rom the National Housing AgencY,Federal Housing Administration, San Francisco,California'- relative to oertain street work on South Dowdy Street, between Sixth Street and Seventh Street ani stat ing that the work shall be completed before June 1,1947, is read. The' Clerk is instructed to refer the agency to the copy of a letter writ~en July 13,1945 and signed by the Mayor stating that -j ! - ~ 8'75 "the City of Gilroy agrees to grade,gravel and oil, full width,Dowdy Street,Carmel Street and Prinvevalle Street from Sixth Street to Eighth Street and will instal necessary water mains and sewer mains to serve dwellings to be constructed on these streets.~ TSe Clerk was further instructed to advise the agency that the City will main- tain these streets, but the work will not be completed until August l5,1947,providing the weather is favorable. This being the time specified in letters directed to local gasoline distributors, calling for bids to furnish the city's gasoline require- ments for the period .January 14,1947 to .January 15,1948, bids from the following companies are presented and read:Standard Oil Company, Tide Water Associated Oil Company,Seaside Oil Company,Union Oil Company,Shell Oil Company,Richfield Oil Corporation. Motion by Councilman Thomas,seconded ey Councilman Wentworth and carried that the bid of the Richfield Oil Corporation of $0.126 per gallon to furnish the city with its gasoline requirements for the period January 14,1947 to January 14,1948, be accepted as the lowest and best bid. WHEREAS, the State of California, through its Depart- ment of Publio Works, Division of Highways, has presented a third -.ullpiemeuUal memoranium of agreement in aocordance with a project statement submitted by the City for expend- iture of the 1/4 cent gas tax for 1945-47 biennium all- ocated for State Highways in the City of Gilroy; and WHEREAS, the Common Council has heard read said agree- ment in full and is familiar with the contents thereof; ~ II THEREFORE, be it resolved by the Common Counoil of the City of Gilroy that said agreement for exnepditure of the 1/4 oent gas tax allocated for State highways be and the same is hereby approved and the Mayor and the City Clerk are directed to sign the same on behalf of said city. It is unanim- ously agreed that the city will affix the proper signatures upon rece ipt from the owner of deeds for the pr opo sed alley. Mr.C.P.Davison now appears before the Council to disouss the v&cating of an alley right of way given to the oity but never used looated in Block 5 North,Range 2 West. It is unanimously agreed that any right the city has to an alley in this block be vacated except,that the right of way for the sewer line should be main- tained and the City Engineer and City Attorney are instructed to prepare the necessary papers. ~ - Mr.Davison requests xkat a letter directed to the Federal Housing Administration stating that ChurBh Street,Gurries Drive and Hanna Street,lying within the GurriesSubd1vision, will be graded,gravelled oiled and maintained. Mr.Lowell Hof~er of Salinas,California, now appears before the Counoil to d:is cuss the establishing of a Merchants Patrol in the City. Motion by Councilman Stevens,seconded by Counoilman Heiner and carried that Mr.Lowell Hoffer be granted the privelege of operating a Merchants Pairo1 in the city such privelege to remain in effeot at the will and pleasure of the Council. The Mayor disousses the cod~ing of oity ordinances and elimination of those ordinanoes out of date or rescinded by later ordinanoes and requests that the Clerk be granted the privelege of hiring extra help for this work. Motion by Councilman Heiner,seconded by Counoilman Mason and carried that the City Clerk proceed with the codifying of city ordinances and that he hire any extra help needed. The Clerk in instruoted to contact Councilman Martin to ascertain what has been done vnth reference to investigation of lighting at the Gilroy Free Public Library. A representative of the Petrol Corporation,San .Jose,California,now appears before the Council to request additional storage capacity for gasoline at their service station located on North Monterey Street. It is unanimously agreed the per.mit the P.D.Q. Servioe Station, looated on North Monterey street,additional storage capacity for gJ. soline. Motion by Councilman Thomas,seoonded by Counoilman Heiner andt carried that Traffic Officer James Sturla be granted expenses to attend the Traffic School at the Univers ity 0 f California for a period of twelve days. It is unanimously agreed that the Traffic Offioer arrange the details for a dinner to be given to the local telephone operators. The Mayor discusses the report of the State Youth Authority and recommendations made by the authority with respect to playgrounds and recreational facilities. A model ordiaance attached to the report is turned over to the Ordinance Committee for disoussion and recommendations. The Mayor states that he has instructed the traffic offioers to slow down the traffic on Monterey Street . The matter of the agreement with Gentry,Ino. to use the city garbage 880 dump is discussed,the agreement having expired June 12,1946. The Mayor instructs Councilman Wentworth to disouss this matter with the manager of Gentry, Ino. The matter of dust on the streets recently seal-coated is discussed and it is unanimously agreed that arrangements should be made with the Granite Construction Company to rent or borrow their power-driven broom and clean up all streets that have been seal-coated. Repo rts of the city officers are presented and read. Motion by Councilman Wentworth,seconded by Councilman Thomas and oarried that the reports of the city officers be accepted as read and plaoed on file.
