This regular adjourned meeting of the Common Council is called to
order by His Honor Mayor George C.Milias.
Present: Councilmen George A.Martin,George M.Mason,Nat Heiner,.T.H.
Vlentworth,Ray L.Stevens,James_B.Thomas. Absent:Councilmen None.
The l.Iayor announces that the purpose of this meeting i~ to discuss
the applications of the Coast Counties Gas and Electric Company for
a gas and electric franchise.
Application of Coast Counties Gas and Ele ctric Company for an
Electric Franchise pursuant to the provisions of the Franchise Act
of 1937 and Application of Coast Counties Gas and blectric Company
for a Gas franchise pursuant to the provisions of the Franchise
Act of 1937,are presented and read.
After considerable discussion all present were of the nnanimous
opinion that any franchise granted should contain conditions not
contained in the offer,viz:
1. A franchise should run for a time certain,preferably for not
longer than 25 years.
2. That the City should receive at least 2% of the gross annual
receipts from any gas or electric ~ranchise.
3. That the City is operat ing under a charter and is not subj eat
to the general laws of cr to the franchise act of 1937;therefore
the franchise would be a matter of contract between the City and
the company;that the franchise act of 1937 is not ap)licable to the
si tuat ion.
4. That the Coast Counties Gas & Electric Company should purchase,
install and roointain new type electroliers on I~onterey Street,the
10 cat ion and numb er of each should be agreed upon between the Oi ty
and the Company.
5. That the present electroliers be removed by the Company and
be installed in new locations throughout the City as agreed.
The Clerk andlDity"Attorney,'arlik,instructed to wri te a letter to
the Coast Counties Gas & Electric Company containing the foregoing
and to advise the Company that the Council is now prepared to meet
with them to further discuss the matter.
