This regular monthly meeting of the Common Council is called to
order by His Honor Mayor George C.Milias.
Present: Councilmen George A.N~rtin,George M.Mason,Nat Heiner,
J.H.Wentworth,Ray L.Stevens,.James B.Thomas. Absent:Councibnen None.
Minutes of the meetings of February 3rd,10th and 24th are read
and approved.

A oommunication from the Public Utilities Commission of the State
of California and a memorandum-"Conference at Gilroy on October 22,
1946 regarding the removal of speed restrictions on Southern Pacific
trains and improvements necessary in crossing protection", are read.
A communication from the Gilroy Union High School requesting use
of wneeler Auditorium for coming graduation exeruises,is read.

A communication is read from the Division of Highways relative to
the balance that should be in the Special Gas Tax Improvement Fund.
A cOIIl.i:lunication f:r1om the Eledtrica 1 Products Corporat ion relat ive
to an increase in co st of maintaining and renting illuminated "Gilroy"
signs, is read.
A petition signed by thirteen city employees;requesting a $25.00
per month increase in salaries is presented and read.
A report from the Gilroy Telephone Company on its earnings and
franchise tax payment is presented and read.
A report from the Coast Counties Gas and Electric Company on its
earnings and franchise tax payments for gas and electricity is
presented and read.
The Mayor now discusses the request for salary increases and it

is unanimuusly agreed tb turn this matter over to the Finance
Committee to inestigate and report at t.he.meeting March 10th.
Motion by Councilman Stevens,seoonded by Councilman Thomas and
oarried that the sum of $2,051.37 be transferred from the Special
Gas Tax Improvement Fund to the General Fund .
1.1ot ion by Counc ilman He iner, seconded by Counc ilman Martin and
carried that the city enter into a contract for three years with
the Electrical Produots Corporation for the maintenance and rent
of two "GILROY" signs, for' the sum of $14.'00 per month.
Motion by Councilman Stevens,seconded by Counoilman Wentworth and
carried that the report of earnings and franchise tax of the Coast
Counties Gas and Eleotrio Company, be accepted.
F'"' Motion by Councilman Martin,seconded by Councilman Thomas and
l_ carried that the report of earnings and franchise tax of the Gilroy
Telephone Company, ae accepted.
The Clerk is instructed to write a letter to the Southern Pacific
Company advising them that the report of the Public Utilities
Commission of the State of California regarding thossing protection
had been presented and read to the Council and that the company
take steps to follow the recommendations made in the report.

Motion by Counoilman Thomas,seconded by Councilman Heiner and oarried
that the Gilroy Union High School be perrni tted free use 0 f vVheeler
Auditorium for Baccalaureate program, rehearsals and graduation exercises.
Notification of Alcholic Beverage License Applicat ions are presented
from the following: Off Sale General-Al Bettancourt transferred to Alfred
Roy Bettencourt and Louis .T.Desimone,address 211 North Monterey Street;
On Sale Beer & Wine-Mary Deanda & Vicente Deanda transferred to

3 cabs.
Motion by Councilman Thomas,seconded by Councilman Heiner and
carried that applications for taxicab licenses be granted the

Taxi-2 cabs; Woodworth's Taxi Service-3 cabs.
The Clerk now discusses Assembly Bill No.449 relative to change
in dates for filing veterans exemptions and requests permission of
the Council to write to Senator Beryl Salsman and Assemblyman John
Thompson and request their support of this bill.This request is
unanimously g,ranted.
Councilman Mason states that the pumping plant on North Monterey
Street requires overhauling and he instructed to proceed with this
work.
The matter of a location for a new pumping plant is discusses

and the Clerk is instructed to write a letter to the Board of
Trustees of the Gilroy Elementary School District calling their
attenjion to the fact that the Council has c ollSented to the cihilsing
of Dowdy Street from Third Street to First Street amd Second Street
from Hanna Street to Carmel Street and ask that the board consider
donating a space approximately forty feet by eighty feet at the
Southeast corner of Carmel and First Streets as a site for the
contemplated water well.

The Mayor now discusses street work and states that work on all
streets should proceed this year.
Ed.Harma now appears before the Council to di scuss the matter of

to the City for plans and specifications. Mr.Hanna is instructed to
proceed with the drawing up of plans and specifications on two projects
immediately.
The Mayor now submits the following names as members of the new
Recreation Commission: Dr.E~ner J.Chesbro,chairman of the Gilroy City
Planning Coramission,80 be ex-officio member;Councilman .T.E.Wentworth,
to be ex-officio member;Dr.Russel1 R.Crane to represent the Gilroy
Union High School Distriot and members .T.W.Jepsen,.TeromeD.Chappell,
Mrs.Virginia Steinmetz and Frank Leef.
Motion by Councilman Heiner,seconded by CouncilmaDMartin and
oarried that the fOllowing members be named to the new Recreation
Commission, Dr.Elmer J.Chesbro,ex-officio member;Councilman J.H.
Wentworth,ex-offioio member;Dr.Russell R.Crane,r,preserrting Gilroy
Union High School Distriot; and members J. W. Jepsen,.Terame D. Chappell,
Mrs.Virginia Steinmetz and Frank Leef.
Councilman Martin submits specfications and recommendations for
new lighting at the Gilroy Public Library. It is unanlllously agreed
that the speticifations be: used is calling for bids for installat ion
of new lighting a the library.
It is unanimously agreed that the Clerk write a letter to Henry
Allemand,lessee of sewer fa~l acreage, and commend for the excellent
manner in which he has be en farming this land.
Reports of the city officers are presented and read.
Motion by fJouncilman Wentworth,seconded by Councilman Hei.ner and
carried that the reports of city officersbe aocepted as readand ordered
placed on file.
Motion Hy Councilman Martin,seoonded by Councilman Wentworth and
carried that bills as presented be allowed and warrants ordred drawn
on the Treasurer.
