This regular monthly meeting of the Common Council is called to
order by His Honor Mayor George C.Milias.
Present:Councilmen George A.Martin,George M.Mason,Nat Heiner,J.H.
Wentworth,Ray L.Stevens,James B.Thomas.
Minutes of the meetingos ot May 5th"and 26th are read and approved.
A communioation is read trom the Gilroy City Planning Commission
relative to action taken at their meeting ot May 13th on an Application
for a Building Permit by the Standard Oil Company to ereot a t~ok
service station on the East side of North Monterey Street, between
oopy of a
Casey Street and I.O.O.~.Ave. A/letter from the Division of Highways
on this subject is is also read. The Commission's letter also reo-
ommended that the city acquire the necessary land for easing the
corner ot First and Hanna streets and consideration be given to future
set baok lines along both sides of First Street fram Hanna Street to
the West City Limits and also recommended a set baok line be established
on North Forest Street,between Leavesley Road and the High Sohool
property.

Relative to the building permit for the Standard Oil Companj the
Commissionts letter stated that they did not look with favor on the
granting of the permit in view of the letter from the Division of
Highways.
A communication .igneEldbfrl4m:.Harry Bannister and Mr.J.B.Soherrer,
relative to dust from the extension of Churbh Street in the Gurries
Addition, is read.
A corrmunication is read from the local I.D.E.S. lodge requesting
permission to hold a parade on Monterey Street,Sunday,June 8th.
A oommunication is read from the Coas~ Counties Gas & Electric
Company ~elati.~eftot~he erection of new eleetroliers on Monterey
Street and the disposition to be made of the old electroliers .
A oomminication is read from the Mission Trails Association
requesting a donation of $100.00.
A communioation is read from the Board of Supervisors of Santa
Clara County offering to sell the county tax title to property
known as Lot 3,Block 1 South,Range 4 East, for the sum of $50.00;
requesting that an agreement be mgned if the offer is acceptable
to the Counc il.
The cha :irman of the Street Committee is instruated to oil the
~rt of Chur.. Street oomplained of in the letter from Messers,
Bannister and Soherrer, with a penetrating oil to lay the dust.
Motion by Councilman Stevens,seconded by Councilman Heiner and
carried that the local I.D.E.S. lodge be granted a permit to hold
a parade on Monterey Street,Sunday,June 8th.
The letter from the Coast Counties Gas & Eleotric Company is now
discussed and the letter is ordered filed until the night the
bid for the franchise is made.
Motion by Councilman Thomas,seconded by Councilman Heiner and
carried that the city donate $50.00 to the Mission Trails Associa-
tion for the fisoal year 1947-1948.
Mr.Sydney Johnson representing Mary Gurr1es ,owner of the property
upon which is is propsed to establishB~ a truok service station,
now appears before the Council and discusses the letter from the
from the Division of Highways relative to the traffic hazard at
the proposed location of the truok serv ice stat ion and requests
that Council action on the Planning COnIDlissionts recommendation
be deferred for one month.

1. WHEREAS, the State of California,under akapter 20,Statutes of 1946,
(First Extra Session),as amended, has appropriated funds for allot-
ment to provide for financial assistance to Local Agenoies,defined
therein as counties,oities and counties,or cities, so that they may
engage in a ]a rge publio works ,onstruot ion program in order to
alleviate unemployment; and
2. WHEREAS,the Connnon Council of the City of Gilroy hereinafterdes-
ignated "Looal Agenoy~ desires to apply for an allotment of State
Aid for vonstruction a a public works project under said Aot;and
3. WHEREAS,an application to the State Director of Finance for such
an allotment has been prepared and presented to this Legislat ive Body
fo r cons iderat ion; and
4~ WHEREAS,Local Agenoy has Dade provisions for paying for that portion
of the oost of the projeot not request ad as an allotment tram the State;
5. NOW THEREFORE BE IT RESOLVED, that Lo oal Agenoy submit the aforesaid
application for State Aid for oonstruction of a pUblio works projeot
to the Direotor of Finanoe,requesting an allotment of Four Thousand
and Thirty-One and 40/100 Dollars ($4,031.40) or an allotment of suoh
amount as may be alloted by the St~te Allocation Board;
6. BE IT FURTHER RESOLVED, that Loc,l Agency hereby certifies that the
to tal est imate of cost to be paid tor the oonstruct ion of the Improve-
ment of Eigelberry and Ninth Streets for which Looal Agenoy is making
application under said Aot is Eight Thousand and Sixty-Two and 80/100
Dollars ($8,062.80); and ,
7. BE IT FURTHER RESOLVED, that Looal Agency hereby requests the State
to the the State's ,share of the total actual oost of Construotion
of the projeot for .hich Local Agency is making applioation for aid;
8. BE IT FURTHER RESOLVED,that for the purpose of the request W.J.
Hanna,City Engineer of the City of Gilroy,be, and he is hereby is,
designated as the wuthorized agent of Local Agenoy,and is hereby
authorized and direoted to sign the herein mentioned application of
Looal Agenoy and to submit the same to the State Director of Finanoe
together with a certified statement of thetotal estimated cost to be
paid for oonstruction of project herein mentioned and suoh other inf-
ormation as may be required; and said authorized agent is further
authorized and direoted as representative of Looal Agency to conduot
all negotiations and oonolude all arraggements with either the State
Allocation Board or the Director or Finance,inolnding all requests

WHEREAS, the Divison of Highways of the Department of Public Works of
the State of California, the assignee in said Resolu'ions,has now
requested the City of Gilroy to resoind said Resolutions and to apply
directly to the State Department of Finance for the funds so assigned;
NOW THEREFORE BE IT RESOLVED that the Common Counoil of the City of
Gilroy does hereby order and declare Resolutions No.lo9 and Resolution
No.170 of said Counoil resoinded,vaoated, and set aside; and
BE ITFURI'HER RESOLVED that certified copies of this Resolution be
filed with the State Department of Publio Works ,Divis ion of Highways,

purpose of defraying not to exoeed one-halt the oost ot' preparing
engineering field surveys,engineering or a.chitettural des~s,and
working and detailed drawings and specifioations (hereinat'ter called
"Plans~) required for postwar and public works projects described as
"speoifio projects" in said Act; and
2. WHEREAS, the City of Gilroy,hereinafter des :igna ted as ttLocal Agency",
desires to apply to the Director of Finance and70r the Post War
Publio Works Review Board,as the case may be,for an allotment of the
State's share of the estimated cost of preparing the completed plans
hereinafter mentioned and there has been prepared and presented to
this Legislative Body for consideration an application for such
purpos e s ; and .
3. WHEREAS,Local Agenoy has provided,or will make available upon
approval of the aforementioned applioation,sufficient funds to prepare
the oompleted plans herein mentioned;
4. NOEW THEREFORE BE IT RESOLVED,that Local Agency submit the afore-

the Mayor and the City Clerk direoted to sign the same on behalf of

Councilman Wentworth discusses the control of rats at the cit7
Sewer Farm. Itx is agreed that the County Rodent Control man Should
be contacted.
Motion by Councilman Heiner,seoonded by Counoilman Stevens that
the sum of $10,000.00 be transferred from the Water Fund to the
General Fund.
Reports of the city officers are pt'esented and read.
Motion by Counoilman Stevens,seconded by Councilman Thomas and
carried that the reports of theoity officers be acoepted as read and
placed on t11e.
Mr.William Werner discusses the possibility of establishing a
public dumping ground in conjunction with the county. It is unanimously
agreed to invest<lgate this matter and confer with the county supervisor
fran this district.
Motion by Councilman Heiner,seconded by Councilman Martin and
carried that the bills as Iresented be paid and warrants ordered
drawn on the Treasurer.
