Minutes 1947/11/03 - .~ - ....~ - _.,,'~ 94B Gilroy, California November 3,1947 This regular monthly meeting of the Common Council was called to order by his Honor, Mayor George C.Milias. , Present:Counoilmen George A.Martin, George M.Mason, Nat Heiner, J.H.Wentworth, Ray L.Stevens and James B.Thomas. Minutes of meetings of October 6,1947, October 20,1947, October 22,1947 and October 27,1947 were read and approved. A communication was read from Logan and Frazier, City auditors, stating that they did the quarterly audit to September 30,1947 and found everything in good order. A communication was read from the Department of Public Health, Bureau of Sanitary Engineering with reference to the condition of the city sewerage disposal plan. A communication was read from the Fortier Transportatlon Co. statlng that they have instruoted their drivers to use the Leavesley- Ferguson Road in their trips to and from San Joaquin Valley. A oommunlcation was read from the Adjutant's Office relative to placing a quonset hut on the Auditorium property. A communication was read from Steve's Taxi requesting taxicab stand space in front of the Lucky Club, South Monterey Street. A oommunication was read from O.A.Woodworth stating that he has discontinued the operation of one of their cabs during the winter months. A communication from the Bureau of Reclamation.was read wherein they stated that a public hearing will be held in San Jose on November 20,1947. It is unanimously agreed to permlt O.A.Woodworth to discontinue the use of one taxicab and the Clerk is instructed to so notify him. The matter of the request of Steve's Taxi for a parking space in front of the Lucky Club was referred to the Street Committee for investigatlon. It is unanimously agreed that the National Guard be permitted to plaoe a quonset hut on the Auditorium property, and the Adjutant Generals Offioe to be advised to contact the Chairman of the Buildings and Grounds Committee of the Council before any definite location is selected. The Clerk is instructed to write to Mr.Gennero Filice of the Filice and Perelli Canning Company asking him to attend a day 950 meeting with the Council to dlscuss the sewerage disposal' problem at the oannery. The report of Logan and Frazier is ordered filed. Mr.Frank Borelli of the Gilroy Meat Company now appears before the Council and discusses his recent request to oonnect his proposed new plant to the City's sewerage system. After considerable discussion Mr.Borelli agrees to contact the prop- erty owners between the South City Limits and the proposed Ideation of his property to discuss the possibility of annex- ing thls area to the City. Mr.James Hicks of the Gamewell Company is now called be- fore the Council to discuss the report and recommendations he has made wlth reference to the condition of the City's fire alarm system. It is unanimously agreed that the Fire Committee go over the recommendations made and report at a later date. It was unanimously agreed that the Fire Committee take immediate steps to have all lines in need of immediate repair to be re- .... .... paired at once. The Gilroy Volunteer Fire Department now presents a list of thirteen recommendations. It is unanimously agreed that the Counoil meet Monday evening, November 10,1947, to discuss these .. lIIIlil recommendations. Resolution NO.184 is now presented and read. Motion by Councilman Martin, seconded by Councilman Stevens, and carried, that Resolutlon No.184 be adopted. RESOLUTION NO.l84 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY APPROVING MEMORANDUM OF AGREEMENT FOR EXPEN- DITURE OF 1/4 CENT GAS TAX ALLOCATED FOR STATE HIGH- WAYS. ViliEREAS, the State of California, through its Department of Public Works, Division of Hlghways, has presented a memorandum of agreement in accordance with a project statement submitted by the City for expenditure of the 1/4 cent gas tax for the 1948 fiscal year allocated for State highways in the City of Gilroy; and WHEREAS, the City Council has heard read said agreement in full and is familiar with the contents thereof; .. IIIIIllI THEREFORE, be it resolved by the City Council of the City of Gilroy that sald agreement for expen- diture of the 1/4 cent gas tax allocated for State . highways be and the same is hereby approved and the Ma~or and the City Clerk are directed to Sign the 951 same on behalf of said city. The Clerk is instructed to advise the City Attorney of th~s in order that proper legal publication can be made to call for bids. The matter of the extension of Dowdy Street between r- 7th and 8th Streets was discussed and the Clerk is instructed to l- write a letter to the Federal Housing Administration statlng that this extension will be set up, graded and graveled at once, the oiling will be done when materials are available. The Resolution to annex property bounded on the north by Hecker Pass Highway. on the west by Miller Avenue, on the south by 3rd Street and on the east by Princevalle Street is read. It is unanimously agreed to take up this matter at the meeting on November 10,1947. Notification of alcoholic beverage license applications from Charles E.Leach, 460 North Monterey Street, Charles E.Leach, 741 North Monterey Street, Dan Lemos, I.D.E.S.Hall, Angelina Cotarello, 81 South Monterey Street and Martin Martinez. 171-73 -""'.... I : - The Mayor now recommends that Harold B.Long, Superin- tendent of Schools, be appointed to the Gilroy Parks and Recreation Commission for the unexpired term of Dr.Russell R.Crane. Motion by Councilman George A.Martin and seconded by Councllman Wentworth, and _carried, that Harold B.Long be appointed a member of the Gilroy Parks and Recreation Commission for the unexpired term of Russell R.Crane. 952 The Mayor presents the request from the Baptist Church to use the auditorium of the City Hall for church services on Sunday. It was unanimously agreed to grant the Church the use of the auditorium temporarily. Councilman Mason reports that the new water well Is belng tested and all tests to the present date have proved very satisfactory being estimated that the pump was delivering over one thousand gallons per minute. Also that drilling of the well was stopped upon getting to the hard rock formation and that 460 feet casing has been placed ln the well. Reports of the City officers are presented and read. Motion by Councilman stevens, seconded by Councilman Thomas, and carried, that the reports be accepted as read and placed on file. Motion by Councilman Heiner, seconded by Councilman Martin, and carried, that bills as presented be allowed and warrants ordered drawn on the Treasury.
