This regular meeting of the Common Council of
the City of Gilroy was called to order by his honor, George
C.Milias.
Councilmen present: Nat Helner, J.B. Wentworth,
Ray L.Stevens, George A.Martin, James B.Thomas and George M.
Mason.
The minutes of the regular monthly meeting of

November 3,1947 and the adjourned meetings of November 10,1947
and November 18,1947 were read and approved.
A communication from G.A.Filice of the Filice and
Perelli Canning Company requesting an appointment with the
Common Council on Wednesday, December 3,1947, to discuss the
cannerys sewerage disposal problem was read.
A communication from Vincent 'J.McGovern. attorney

for the Henry Miller trust fund asking for a reduced assessment
on property assessed to J.Le Roy Nickel was read.
A communication from the Gilroy Chamber of Commerce
recommending that school crossings be painted on 101 Highway
at I.O.O.F.Avenue and st.Mary's Convent and that the Common
Council continue its efforts in securing traffic signals on

Monterey street was read.

A recommendation from the Gilroy Planning Commission
stating the conditions under which property bounded on the north
by Hecker Pass Road, on the west by Muller Avenue, on the south
south by Third street and on the east by Princevalle street
should be annexed was read.
A request from the California Mission Trails Executive
Committee for the Common Council to appoint one of its members
to the Mission Trails Board of Directors was read.

A request from the Gilroy Union High School for use
of the Auditorium on Thursday, December 18,1947 for its annual
gift program to the community was read.
A report from the County Health Department stating
that the water samples taken for analysis were satisfactory
was read and ordered filed.

The Deputy City Clerk was instructed to write a letter
to Mr.Robinson of the Division of Highways requesting that
school crossings be painted on 101 Highway at I.O.O.F.Avenue
and at St.Mary's Convent and to inform him that this request
had been made to the Common Council by the Gilroy Chamber of
Commerce.

It was unanimously agreed that the request of Vincent
J.McGovern, attorney for the Henry Miller trust fund for a
reduced assessment on property belonging to J.Le Roy Nickels
be placed on file and brought to the attention of the COUilllon
Council at the next assessment period. The Deputy City Clerk
was instructed to write to Attorney McGovern and inform him

that the request would be taken into consideration at that time.
Motion by Councilman Martin, seconded by Councilman
Heiner, and carried, that the Gilroy Union High School be
granted the use of the Auditorium on Thursday, December l8,19~
free of charge.
Motion by Councilman Heiner, seconded by Councilman

Martin, and carried, that Councilman James B.Thomas be
appointed a member of the Board of Trustees of the Calif-
ornia Mission Trails Association. The Deputy City Clerk
was instructed to notify the Mission Trails Association of
the appointment of Gouncilman Thomas.
The recommendation of the Gilroy Planning Com-
mission regarding the conditions of annexation of uninhabited
territory bounded on the north by Hecker Pass Road, on the
west by Miller Avenue, on the south by Third street and on the
east by Princev~lle street was discussed. It was the unanimous
opinion of the Common Council that the engineer'S estimate
should include curbs and gutters as well as the other improve-
ments recommended by the Planning Commlssion before annexation
or at least that the property owners understand that they must
put them in and pay for them when directed to do so by the
Common Council.
A redraft of the original resolution for the
proposed annexation was handed to the City Attorney for suudy.
The Deputy City Clerk informs the Council that the
Gilroy Planning Commission had recommended the granting of a
use permit to Mrs.Gameros to conduct a morning school for
children of kindergarden age at her home at 50 North Eigelberry
street. Motion by Councilman Martin, seconded by Councilman
Heiner, and carried, that the use permlt b~ granted Mrs.
Gameros to conduct a school as set forth in her request, sub-
ject to the wlll and pleasure of the Common Council.
A notice inviting bidson comprehensive liability
insurance policy and fire, theft and collision insurance
was presented. After considerable discussion as to what the
policy would cover in the way of the City'S liabillty it was
moved by Councilman Wentworth, seconded by Councilman Mason,
and carried, that the call for the bids be published.
Mayor Milias stated that he instructed the officers
to enforce the law on double parking and that he had contacted
the Merchants Association and that the merchants were in
favor of hav&ng this law enforced. He stated that Officer
Sturla had suggested that the alleys in the back of the
stores on Monterey street be made one way alleys so that
trucks could have better access to stores in the rear.

It was unanimously agreed that the alley on the west side
of Monterey street between 4th Street and 7th street be made
a one way alley for north to south traffic and that the alley
on the east side of Monterey Street, Between Old Gilroy and
Lewis streets, be made a one way alley for south to north
traffic. The City Attorney informed the Council that it would
be necessary for the Council to adopt a resolution making these
one way alleys. City Attorney Byers was directed to draft a
resolution and present it at the next meeting of the Common
Council on Wednesday December 3,1947 at 1 P.M.
It was unanimously agreed to place an unloading
zone in front of Chaffee's store on North Monterey street.
Councilman Martin was directed to see that the

lot on Old Gilroy street, which is to be used for recreation
purposes b.~' leveled.
Mr.Ed Hanna appeared before the Council and stated
that the funds of the Chamber of Commerce were low due to the
purchase of Christmas street decorations and asked that the

City pay for putting up the Christmas lights on Monterey
Street. Motion by Councilman Heiner, seconded by Councilman
Martin, and carried, that the City allow the Chamber of
Commerce $350.00 for putting up the lights on Monterey street
and for lights for the two Christmas trees.
City Attorney Byers states that the redraft of the
resolution proposlng to annex uninhablted territory does not
include all the conditions recommended by the Gilroy Planning
Commission and the City Council. Mr.Ed Hanna presents a third
resolution. After discussion it was unanimously agreed that
the City Attorney prepare a resolution to be presented at the

next meeting of the Common Council on Wednesday, December 3,

Mayor Milias states that due to the fact that the
Gilroy Volunteer Flre Department had not held its regular
meeting the names to be presented to the Council for considera-
tion in the appointment of the fire chief and a full time flre-
man could not be submitted at this meeting.
The Deputy City Clerk was instructed to notify the
insurance company of the lnjury suffered by a pedestrian while
crossing the intersection at 5th and Monterey Streets due to

a bad spot in the crosswalk and to ask that their representa-
tive be sent down immediately to look at the spot before it
is repaired, also to have the representative contact the
City Clerk's office after he has investigated so that the
bad spot can be repaired.
Reports of the Clty Officers were presented and
read. Motion by Councilman stevens, seconded by Councilman
Thomas, and carried, that the reports be accepted as read.
Motion by Councilman Heiner, seconded by Councilman
Martin, and carried, that the bills as presented be allowed
and warrants ordered drawn on the Treasury for their respec-
tive amounts.
