Minutes 1948/01/07 968 Gilroy, California. January 7, 1948. .' This regular adjourned meeting of the Common Council was oalled to order by his Honor, Mayor George C. Milias. Councilmen Present: J. H. Wentworth, Ray L. Stevens, J. B. Thomas, Geo. Iil1. IvIason and Nat Heiner. Absent Councilman: George A. Martin. Mr. G. A. Filice, 1~. John Perrelli and M~ Frank Perrelli were present to disouss with the Common Council the sewage problem ot the local Filice & Perrelli Canning Campany~ 9GB 1myor Milias stated that the City sewage tank would not digest the particles of fruit coming from the cannery and that the large volume of water going into the sewer line ~ _.~ from the oannery washed solids through the digester tank at the sewage plant before these solids could be digested. Mayor 1-Hlias asked if it would be possible to run clean water ri into the ditch behind the cannery and ~~. Filice stated that it ~ would be apt to be a breeding ground for mosquitos. He stated that machinery was now available to screen all particles out of th~ water before it goes into the sewer and that before the next oanning season sfarted the best machinery for that purpose would be installed and that part of the problem would be eliminated. 1~. Filice said that all the canning companies on the coast were faced with the problem of water disposal and that the problem would grow worse as the industry expanded. Re stated that the local cannery planned to grow in the future and that the water disposal problem would increase rather than decrease, that a larger sewer line would be necessary and some method necessary - I to dispose of the water at the sewage plant. Mr. Filice was asked if he had investigated methods of cool- ....... ing and reusing the clean water used in cooling cans. He replied that there was no satisfactory method, that the water does not get cold enough. He stated also that the water used in cooling cans was a very small amount of the total water used,.that by far the greater amount was used for the washing of fruit and machinery. It was agreed that Gilroy needs the ca~ery and that if it was found that an addition to the sewer plant and a larger sewer line were necessary to take care of the water from the cannery that the City would do it's part. Mayor Milias stated that there was approximately $30,000.00 available in funds due the City from the State that could be used by the City on a matching basis for I~ sewage disposal purposes. i i - City Attorney Byers asked Mr. Filice if he could submit plans to the City on any contemplated expansion of the cannery in the immediate future so that the City might plan accordingly concerning water disposal. 1~. Filice replied that he could, but suggested that it would be well to wait and see what. the results 'Would be from the proper screening of the water. l~. John Perrelli inquired how large particles the sewer system would take without interfering with it's proper function. 9'70 1~. Ed Hanna was instructed to contact the engineer of the State Health Department for his advise on the proper size mesh in the SC.r~~Jl to be used by the cannery. r~. Hanna stated that about two million gallons of water per day goes through the sewer plant at the heighth o~ the canning season. Mr. Filice stated that the officials of the Filice & Perrelli canning company were anxious to cooperate with the City Council in every way possible on the matter of sewage disposal. A letter from W. J. Hanna, City Engineer was presented, in which he recommended a progress payment of ~~1531.61 on the balance of $4928.70 owing to the Granite Construction Company for the installation of curbs and gutters, according to the terms of the contract. Motion by Councilman Stevens, second by Councilman Heiner and carried that the progress payment of $1531.61 be made to the Granite Construction Company, according to the terms of the contract. On motion of Councilman Mason, seconded by Councilman Heiner and carried, permission was given to Chesbro r~ Eustice to establish a new average rate for fire insurance and extended coverage indorse- ment, based on present replacement values of City buildings and contents and authorizing the Deputy City Clerk to sign the statement of values used in establishing an average rate. Motion by Councilman Heiner, second by Councilman Wentworth and carried that $200.00 be donated the Gilroy Community Welfare Ass'n. Councilman r~ason, Chairman of the Finance Committee, stated that he and City Attorney Byers had studied the bids on Comprehen- sive Liability, Fire, Theft and Collision Insurance policies and that they had tound the bids of the company represented by Chesbro and Eustice, totaling $1268.45, to he low. Councilman Mason announced that a policy on the Gymkhana could be included for an additional premium of $IOO.OO, it so desired. Motion by .Councilman Mason, second by Councilman Stevens and carried that the bids of the Pacific Indemnity Company, represented by Chesbro & Eustice, including the bid on the policy for the Gymkhana, for the total sum of $1368.45, be accepted. Mr. Ed Ranna announced that work on the traffic signals would be started the following day; that the City would pay the electri- cians out of the money held for that purpose on the first of each month and that he would bill the State at once for the anticipated ~ .... .... .... ~ .... amount of the job.
