This regular adjourned meeting ot the Common Council was called
to order by his Honor George C. Milias.
Present Councilmen: Nat Heiner, J. B. Thomas, George M. Mason,
George A. Martin and Ray L. Stevens.
Absent Councilman: J. H. Wentworth.

The Mayor stated that the meeting had been called for t~e pur-

pose of establishing the method of collection for curbs and gutters
recently installed, the time that interest is to start on those
balances which remain unpaid and the rate of interest to be charged
on those balances.
After discussion it was mooved by Counc ilman !clason, seconded by
Councilman IEartin and carried that the following notice should be
placed on all bills sent to owners of property where curbs and
gutters were installed:"This bill is due and payable at once and if
not paid from and after April 15, 1948, the smue shall bear inter-
est at 10% per annum and be subject to the same penalties as your
regular tax bill and shall be and become a lien against the real
property where the improvement was heretofore done~ --
The matter of the purchase of a pump for the new city well was .....
discussed.
rJotion by Councilman Martin, second by Councilman Stevens and
carried that the matter of preparing the notice and advertising for
bids for a pump for the new city well be placed in the hands of the
'iiJa ter Committee with pOYler to act.
An application for an on sale beer and wine liscense from
Angelina Cotarello, dated October 23, 1947, was discussed. The
liscense had not been granted to date because of complaints and a
resulting police problem. It was requested by a representative of
the State Board of Equilization that the Common Council recommend
that it not be granted.

Motion by Councilman 1mrtin, second by Councilman Heiner and

carried that the Cormaon Council reconwend that the application of
Angelina Cotarello for an on sale beer and wine liscense be not
granted.
The Deputy City Clerk was instructed to write to the State
Board of Equalization and inform theTa of the action taken and the
reason for so doing.
Councilman Thomas stated that Rubino's Garbage Service is paying

high rental on equipment and is anxious to bid on a new franchise
so that their firm might determine expenditures on new equipment.
IJotinn by Councilman Stevens, second by Councilman Thomas and
carried that Councilman Thomas, ohairman of the Public Health and
Safety Committee and the City Attorney prepare the notice and
advertise for bids on the garbage francise.
City Attorney Byers informed the Council that Mr. Long, Supt.
of Schools, had requested him to take the necessary steps to close
certain streets and alleys running through the Jordan School
property.
Motion by Councilman rdartin, second by Councilman Stevens and
carried that the City Attorney be empowered to enter into negotia-
tions with the District Attorneyfs office necessary to the closing
of certain streets and alleys running throught the Jordan School
property and that the legal expense, cost of advertising and other
costs be bourn by the Sohool District.
A bid was presented of 19.4~:per gallon, less Oli, by the
Seaside Oil Company for the gasoline requirements of the City of
Gilroy for the period, January 15, 1948 to January 15, 1949. This
bid corrected their bid of 17.6~ per gallon which was considered
and accepted by the Common Council as the lowest bid at its regular
meeting on January 5, 1948.
After discussion the two bids were placed in the hands of the
City Attorney to ascertain if the first bid of 17.6 per gallon was
a posted tank wagon price bid, subject to change, or a flat bid for
the gasoline requirements for the year.
