This regular adjourned meeting of the Commo. 80uncll is called to
order by 'His Honor Mayor George 0.Milias.
Present:Councilmen George A.Martin,Beorge M.Mason,Nat Heiner,J.H.
Wentworth,Ray L.Stevens,James B.Thomas. Absent:Councilmen None.
The Mayor n~ calls upon several local plumbers present to discuss
their ideas on changing of the present ordinance for plumbers-local
.' plumbers expressing dissatisfact ion with the l.ak 0 f protect ion under

the presen t ordinance ~ainst outside plumbers. The plumbers suggest.
that the annual license fee for plumbers be set at $100.00; that the
applicant for a plumbing license be required to present his state
contractor's license before a city license is issued; that a board of
local plumbers meetbrg with the City BUilding Inspector to discuss
provis ions of the Plumbing Code and to assist him in all1 way possible.
The Clerk is ins tructecJ. to secure a copy 0 f the plumbing Ii cense
ordinance of San Jo sa and sample plumbing Ii cense ord inances from the
League of California Cities and to advise the Building Inspector that
all plumbers must comply in every respect with the Plumbing Code.
Mr. Jerane' n.Chappell,chairman f1 the Parks and Recreation Commission
now appears before the Council to discuss the commission's program
particularly in regard to the playground to be estab lished on South

Forest Street, stating that it would be necessary to have abGut $2500.00
more than is in the Parks & Recreation Fund at present. to complete the'
work as planned.
Mot ion by Counc ilman Stevens, sec onded by Counc ilma n Thomas and carri ed
that the Parks and Recreation Commission be given permission to proceed
with their plans to complete the fencing,placing or necessary facilities
and oonstruction of a building to house tocl,etc. ,olf the South Forest "'''-
Street playgrounds and that the board 1'avors the granting the s'im of .'fMrtIIIII
.2500.00 as requested by the chairman; the commission ~o draw up
the necessary spefioications for the fencing and present same to the
Counoil.
Councilman Wentworth disousses the condition of the main sewer line

Officer Harold Sturla be granted two weeks vacation,eommencing May

oarried tha"t all departments of the city make their requests for
vaoations and present their vacation schedule to the Council for

Motion by Councilman Thomas,seoonded by Councilman Martin and
carried that Assistant Superintendent of Streets and S8.e~s Mike
Martin's salary be inoreased from $235.00 per month to $258.00 per
month,effective May 1s.t.
Motion by Councilman Thomas,seconded by Councilman Stevens and
carried that Anthony Martin be hired to work in the Stteet and Sewer
departments to be employed as long as he does his work satisfaotorily,
his salary to be $230.00 per month.
This being the time specified by law to canVass the ballot of the
General Municipal election held Monday,May 3,l948 the Mayor now
appoints Councilmen Thomas and Wentworth,Clerks; and CounncllmaB
Mason and Martin,lJudges and instructs the Clerk to prooeed with the
