WHEREAS, the State of California,through it Depart-
ment of Public WorksmDivision of Highways,has presented a first
supplementa 1 memorandum 0 f cg reement in acccr dance with a project
statement submitted by the City for' expenditure of 1/4 cent Gas
Tax far t he fiscal year 1948 allocated for State highways in the
Ci ty cC Gilroy; and
WHEREAS, the City Council has heard read said agreement
in full and is familiar with thecontents thereof;
THEREFORE,be is resolved by the City Council ot the
City o~ Gilroy that said agreement for expenditure of the 1/4 cent
gas taz allocated for State highways be and the same is hereby
approved and the Mayor and the City Clerk are directed to sign the
same on behalf of said Cit y.

of Gilroy has reported,found and re~mended that certain districts
of city be changed from one zone to another as follows:
That the following described premises be changed from Zone "E" to
Zone "A",to wit:
All that certaimi: district bounded on the North by the South line
of Sixt h Street, West by theV'lest car porate limit line 0 f the City of
Gilroy,Sputh by the North line 0 f Seventh Street projected westerly
to the West corporate limit line of the City of Gilroy,East to the
,West line of Dowdy Street;
and the following described district of said City 0 f Gilroy be
changed from Zone "E" to Zone "B", to wit:
Commencing at a point in the South line of Seventh Street 150
feet West of the West line of Hanna Street,thence West along the
South line of Seventh Street projected westerly to the West corporate

The City Attorney now reports that he has examined all bids as pre-

sented and it has been determined that the Granite Construction Company,
Watsonville,California has presented the lowest bid.
Mot ion by Counc ilman Stout ,sec onded by Counc ilman Wentworth and

carried that the Granite Construction Company of Watsonville,Calit-
ornia be awarded the contract to resufface Camme1 Street from First
Street to Fifth Street <ion their bid or $6,277.00 and resurface
~igelberry Street from Seventh Street to Ninth Street and Ninth Street
from Eigelberry Stteet to Monterey Street on their bid or $ll,971.61;
their bids being the lowest and best bids and that the City Clerk be

instructed to return mhecks and cash to unsuccess:ful bidders as soon
as the contracts with Granite Construction Company have been executed.
Mr.Ernest Pavese now appears before the Council as spokeman for
the local plumbers and asks that the Council have a special meeting
to discuss with them the plumbing ordinance and plumbing license.
The Mayor states that a meeting will be held as requested and

all local plumbers will be notified of the date.
A ~etition to the Common Council of the City of Gilroy to Initiate
Proceedings to Annex Certain Territory as Uninhabited, signed by
San Martin Sales Company,a partnership,by M.J.Filice, is presented
and read and referred to the Gilroy City Planning Commission.

WHEREAS,a memorandum of agreement has been presented to be
entered into with the State of California in accordance with a
Jorject statement submitted by the City of Gilroy for expenditure
or the gas tax allocation to cities for the fiscal year 1949,and
WHEREAS,the city council has beard read said agreement in
:full and is familiar with the contents thereot;
THEREFORE,be it resolved by the city douncil of the City of
Gilroy that said project statement be and is hereby adopted as the
budget of proposed expenditures of gas tax allocation to cities,
and aSid'agreement be and the same is hereby approved and the Mayor
and the City Clerk are directed to sign the same on behalf of said

Councilman Stout now presents six agreements between the city and
Henry Weymouth for the painting of port ions of the Gilroy Gymkhana
Grounds.
Motion by Councilman Stout,seconded by Councilman Stevens and
carried that the bid of Renry Weymouth in the amount of $2,l89.04
for painting,with first grade oil paint,portions of Gilroy Gym-
khana Grounds, accepted.
The City Marshal now apIE ars be fore the Couna.il to recommend that
a new car be purchased for the Police Department. This matter is
referred to the Finance Committee for investigation and report.
The matter of experimenting with a road mix type of surfacing on
certain streets is discussed the City Engineers office statingthat
they should get a good idea of cost on the basis of four blocks.
The matter of improving of Forest Street from Martin Street north
to Leavesley Road is discussed and the Clerk is instructed to write
a letter to the Board of Trustees of the Gilroy Union Righ School
D'strict to ascertain what progress they have made on re-routing
Forest Street around the school property north of Odd Fellows Avenue.
Counc11m~n Stout discusses the fee charged for Building Permits.
The Clerk now reads a letter from the League of California Cities
in answer to a letter written by the Clen requesting information on
the procees other cities use in arriving at building premit fees.
Motion by Councilman Stout,seconded by Councilman Thomas and carried
follow ing bas is:
that building permit fees computed on tba.tC'-:;~: $7.00 per square foot
for dwellings; $5.00 per square foot for commercial buildings and
$2.00 to $2.50 per square foot for garages and accessory buildings.
The CleEk is instructed to obtain from other municipally water
departments in the vicinity the charge they make for installation of
wa ter meters.

Feed & Seed Store on Martin Street is discussed and the matter is turned
over to the Street Committee for investigation.
Motion by Councilman Stevens, seconded by Councilman Stout and. carried
that the Golden State F&reworks Manufacturing Company be granted a
permit to put on a fireworks display Saturday night,July 17,1948 on
vacant property adjoining the west city limits just south of Sixth
StiTeet.
The matter of experimental work~ on streets is discussed and it is

determined that Church Street from Sixth to Seventh and Rosanna
Street from Sixth to Seventh street and Forest Street from Martin
Street to Odd Fellows Avenue b:ec,thti designated streets all work to
be done on a day labor basis.

The Mayor announces that he recommends/the following be named to
the Gilroy City Planning Commission: Carroll Wentz to serve until
Jan.l,1952, A.W.Brown to serve until Jan.15.l95l and Elmer Weymouth
to serve until Jan.15.l951.
Motion by Councilman Thomas,seconded by Councilman Mason and
carried that Carroll Wentz be appointed to membership on the
Gilroy City Planning Commission to January 1,1952;that A.W.Brown
be appointed to membership on the Gilroy City Planning Commission ~
to January 15,1951 and that Elmer Weymouth be appointed to member- .....J
ship on the Gilroy City Planning Commission to January 15,195l.
Motion by Councilman Stevens,seconded by Councilman Wentwo~th
and carried that Harold Crow be appointed chairman 0 f the Forestry
Board and Carroll Wentz and Kirby McAtee.::members of the Forestry
Boord for the ensuing two years.

carried that the reports of city officers be accepted as read and

Motion by Councilman Stout, seconded by Councilman Mason and carried
that the bills as presented be allowed and warrants ordered drawn on
the Treasurer.
