August 23, 1948.
This regular adjourned meeting of the Common Council was called to
order by His Honor George C. Milias.
Councilmen Present: J. H. Wentworth, Ray L. Stevens, James B. Thomas
Dale D. Daniels, George M. Mason and David" S~out.
Mr. E. E. Eustioe appeared before the Counoil and presented a
8c'hedule of new insurable values on City property. He stated that the
premium on a new five year oontraot would be $2393.92 for insuring one
I I hundred peroent to value.
Motion by Councilman Wentworth, second by Councilman Stout and oarried
that the power to negotiate the insurance contraot and place the insur-
anoe with the various agents be placed in the hands of the Finance
Committee and that the Committee report to the Common Counoil the ratio
of insurance placed with each agent.
Motion by Councilman Stout, second by Counoilman Daniels and oarried
that the City Clerk be authorized to sign the application for a new
average rate based on the sohedule of new values.
Motion by Councilman Stout, seoond by Councilman Steven. 'and oarried
that Chappell Pump Company be paid the sum of $2769.57, the amount due
on the contract for the pump at the new city well.
SheriftHornbuokle appeared before the Common Council asking for
office spaoe in Gilroy to house eight Deputies from the sheriffs office.

He stated that the purpose of the office was to give better service to
the people in the southern end of the County. The possibilities of
oftice space in the court room in the City Hall was discussed.
Motion by Councilman Mason, second by Councilman Dan1el~ and carried
that the Committee on Buildings and Grounds meet with Sheriff Hornbuckle

This being the time specetied in legal notice for opening of bids tor

the bids reoeived were opened and read. George C. Renz Construotion
Company bid $5725.71 for the work and Granite Construction Company
bid $5243.10. The lowest bid being higher than the estimate it was
mooved by Counoilman stout, seconded by Councilman Mason and oarried
that after the approval of the Division of Highways of the oontraot

price and subject to the approval of the City Engineer and the City
attorney of the oontract the City enter into a contraot with the ~
Granite Construction Company for the work on Forest Street for the ..J
sum of $5243.10.
This being the time specified in legal notice for the opening of
bids for a pump house at the new city well two bids received were
opened and read. A bid from the George C. Renz Construction Co. for
$l37S.00 and a bid from John Riksheim for $ll40.00 were received.
Both bids were referred to the Water Committee, the City Engineer and
the City Attorney for study.

Motion by Councilman Stout, second by Councilman Daniels that
Resolution No. 203 be adopted.

AGREEMENT FOR MAINTENANCE OF STATE HIGHWAY IN THE CITY OF GILROY.

VrnEREAS, the State of California, through its Department of Public
Works, Division ot Highways, has presented an Agreement for Maintenance
of State Highway in the City of Gilroy for the period July, 1948 to
June 30, 1949.
WHEREAS, the City Council has heard read said agreement in full and
is familiar with oontents thereof;
THEREFORE, be it resolved by the City Council of the City of Gilroy
that said Agreement tor Maintenanoe of the State Highway in the City is
hereby approved and the Mayor and City Clerk are directed to sign the
same on behalf of said City.
ADOPTED this 23rd day of August, 1948.

'l'UBE OF GAS TAX ALLOCATION FOR MAJOR CITY STREETS.

with a project statement submitted by the City of Gilroy for expendi-
ture of gas tax allooation to cities for the fisoal yea~ 1949, and
WHlREAS, the City Council has heard read said agreement in full and
is familiar with the contents thereof;
THEREFORE, be it resolved by the City Counoil of the City of Gilroy
that ~ said project statement be and it is hereby adopted as the
bUdget of proposed expenditures of the gas tax allooation to cities,
and said agreement be and the same is hereby approved and the Mayor
and the City Clerk are directed to sign the same on behalf of said
City, said agreement to be binding upon the City upon its execution
by the authorized officials of the State.

~ WREREAS the City Planning Commission of the City of Gilroy has
reported, found and recommended that the folloWing described districts
of said City be changed from Zone A to Zone B, to-wit:
PARCEL l. Commencing at a point on the Westerly line of Ohurch
Street distant thereon l75 feet Southerly of the Southwest corner of
First and Churoh Streets; thence running Southerly along the West line
of Churoh Street to its intersection with the Northerly line of Second
Street; thenoe Westerly along the Northerly line of Second Street to
the Easterly line of the alley extending in a general Northerly and
Southerly direction through Block 5 North of Range 4 West of the City
of Gilroy; thence Northerly along the Easterly line of said alley to a

Mayor Milias related the results of a meeting with Mr. J. H. Skeggs,
Distriot Highway Engineer of the Division of Highways on the matter of
widening State Highway 101 through Gilroy. He stated that Mr. Skeggs
was in favor of oonstructing a new, wider, divided highway if the City
would pay for the cutting down of the sidewalks and new curbing.
After discussion by the members of the Council the Deputy City Clerk
was instructed to write to the presidents of the various service clubs
of Gilroy and invite them to meet with the Common Counoil on Monday,
September 13th. to discuss the pro~r~.
Mayor Milias then adjourned the meeting but upon request of City
Marshal Goodrioh the Councilmen were called back in session. Mr.
Goodrioh requested from the Cmmnon Council in a foroeful and profane
manner the power of hiring and firing the officers in the polioe
Department, he objected to a branch of the sheriffs offioe being
established in Gilroy and requested money for modernizing the Police

Department.

After considerable discussion it was unanimously agreed by
members of the Council that it was the duty of the Common Council
to give the people of Gilroy a coordinated Police Department and a
Connnittee
private meeting of the Polioe - was called for Monday, August
30th for that purpose.
