A communication from Gilroy Home Furinshers relative to charges
made by Rubino's Gilroy Garbage Disposal, for hauli~~ refuse, is
refe'rred to the Ordinance Committee for investigation.
A COL1,'llunicat ion is read from the Gilroy I.Iotor Car Dealers a
Assmciation requesting the the license ordinance be amended to
provide a different license for used car dealers. This matter is
referred to the Ordinance Oor~aittee for action.
A camnunication is read from the League af California Oities
relative to a false endorsement given to certain propositions on
the Novemb er ballot. Oorl.lYlUJb.icat ion is 0 rdered fi led.
A conTIlunication is read from the corn~ittee appointed to recormnend
waJ~ and means of financing the proposed widening of Monterey Street.
'rhe IJayor announces that a meet ing of the Counc il will be held
November 15,1948, to discuss this report.
A cal.lYilunication is read from the Superintendent of Schools rel-
ative to the parking of cars on the south side of I.O.O.F.Avenue
in front of the I.O.O.F.Childrens Home. This matter is referred
to the StreGt Committee for investigation and report.
A communication is read froIl the State Department of Public Health
stating that they would send men into the ci ty to investigate and
make recommendations on rat control.
A comnunicat ion is read from the Gilroy Ohamber of Oommerce rec-
ommending that space in the rear of the city hall be ~)laced in
condition to be used for parking of city cars. This matter is
referred to the Buildings and Grounds Oommittee for invastigation
and repo rt.
A camuunication is read from Mrs.Leola Br~vnell asking for a re-
newal of her lease on 47 acres of Sewer Farm lard. This matter is
referred to the Buildings and Grounds Corilluittee for investigation
and report.
A communication is read from L)gan and Frazer, city auditors,
stating that they had completed the audit of the city's books amd
records for the quarter endmdg September 30,1948, and had found
everJ~hing in good order. This letter is ordered filed.
An application for posit ion of Traffic Officer is presented and
read and ordered placed on file.

A report 0 l' water samples taken October 4,1948 by the Santa Clara
County Health Department is presented and read and ordered placed on
file.
A ttSurvey of' Gilroy Police Department ','prepared by J .H. Jamison

Service along with suggested rules and regulations are now presented
and read.
Hr.J.H.3amison now appears before the Council,at the invitation
of the lvlayor, to discuss the r~port.
Counc ilman Stout suggests that the word "individual" appe aring
on page 5 in line 6 of the report, be stricken out. This sugcestions:
is unanimously concurred in by the Council.
Mr.William Werner now appears before the Council to discuss the
report and Mr. Firman Voorhies al$o asks the question on what pro-
ceedure would be followed in sett ing up the recomme mat ions contained
in the report.
Motion by Councilman Danials,seconded by Councilman Stout and carried ~
that the City Clerk be instructed to write a letter to the City Marshal

requesting him the attend all regular meetings of the Council unless
sickness or otherwise pre_ents him from so doing, all in accordance
with the urovisions of the charter.

and rules and regulations for the Gilroy Police Department as
presented by the 3.H.Jartison Service be accepted as read.

The Mayor announces that the Council will meet as the Police Comrni ttee

Monday,November 8th, 8 o'clock p.m..in the Council Chambers and the

Clerk __ instructed to notify the City Marshal of the meeting and
to request him to be present.
Councilman Thomas discusses the purchase of a High Pressure fire
fighting unit from Food l'Iachinery Corporat ion.
Motion by Councilman Thomas,seconded by Councilman Stout and carried
that the city purchase from the lTood Machinery Corporation, one
high pressure fog unit at their quoted price of ~~3,360.00.

that the chairman of the }I'ire Comni ttee secure prices on chassis upon

VllIERRA.S, the said equipment has been loeated in the said
building and operated by Gilroy Telephone Company exchange
operators under an oral agreement between the said telephone
COmp81I1Y and the City of Gilroy, and it is necessary that a
wri t ten agreement covering the opBlUat ion 0 f the said radio
station be entered into with the said Gilroy Telephone Company
and the City Attorney of the said City of Gilroy has submitted
to the Council a written agreement relating to the matter;

be entered into by the City of' Gilroy with the said Gilroy
Telephone Company covering the operation and maintenance of the
said radio station ami: that the proper off'icers of the City of
Gilroy be and they are hereby authDrized to execute the said
agreement as submitted by the City Attorney.

Councilman Mason discusses the moving of the Water Department supply
roam and office to malce room for the Santa Clara County Sheriff's
office sub-station.
Motion by Councilman Stevens,seconded by Councilman Thomas and carried
that a survey be made of t he cost of putting the grounds at the Old
Septic Tank property into condition for use as a city cmrporation yard.
Mrs.I\larie Mead,representing the St.llary's Mothers Cllib, now appears
before the Council to request that a cross walk be painted across First
Street at I:lonterey Street to protect the children attend ing the convent.
It is unanimously agreed that the Division of Highways be consulted on
this matter.
'Mr.Vic Jensen now appears before the Council to request that the curb
on t he Third Street side of his property be lo'wered to eliminate the
low spot which gathers water duri~s the rainy season. This matter ms
referred to the Street Committee for action.
Mr.Sydney 30hnson,representing the Gilroy Golf Club,now presents
plans for improvement of Owsley Park with city participation to the
amount of $2,000.00.

Mr. V!illiam i,'lerner now appears before t he Council to oppose the spend-
ing 0 f ci ty mOll" on the proposed improvements at Owsley Park.
Councilman Stout advocates placing the golf course under the juris-
diction 0 f the city and operating it as a municipal golf course.

carried that the matLer of city participation in proposed expenditures
at Owsley Park be discussed at a later date.
