Minutes 1948/11/15 T 1042 Gilroy,Californ1a November 15,1948. This regu~ar adjourned meeting of the Common Council is called to order by His Honor Mayor George C.'Nlilias. Present: Counc ilmen George Ij:.Mason,3 .H. 'Hen two rth ,Ray L.Stevens, James B.Thomas, David V.Stout, Dale D.Daniels. The l,1ayor states that the purpose of this meeting is to discuss the proposed widening of Monterey Street. A corh'11unication is read from from the Committee on 'clays and :Means of Financing the Widening of Monterey Street stating that the majority of the members of the committee voted for a Sales Tax to finance the proposed project. A petition signed by 35 Monterey Street merchams oppos ing the Street at this time proposed widening o~ :Monterey/whene the cost will be borne in whol1e or in part by the property ovmers on tlonterey Street, is presented and read. The Mayor now asks for a general discussion on the proposed $ project. Motion by Councilman Stout,seconded by Councilman Daniels and carried that the Council endorse the widening of rJonterey Street and that the city is in position to meet the expense with a Sales Tax and that the City Attorney be instructed to invest~gate the legal aspects of a Sales Tax. 1043 Lr Victor 3ensen now appears bfore the Council to suggest that tl:.e for Sales Tax be cont inued aft er the am.ount ne cessary I:) vlidening 1,Ionterey Street has been realized the money to be used to purchase and maintain park sites and parl~. Hrs.Margaret Jensen now ~ppears before the Council to report trnt the Gilroy Blitsiness and Professional '.vomens Club had endorsed the Sales Tax as the method to finance the proposed widening of Monterey Street. The I:1ayor now atates that the group. of' 30 people present have come to protest against the a building to be used for duplex ~partments being erected at the Northeast corner of Eighth and Hosam1a streets on property of Mrs.Lillian Radin. The Mayor now calls upon the Buildil~ Inspector to appearx before tthe Council and several quextions are asked by members of the Council. M:r.Ralph Pillman,representing the group, protesting aga i.nst the erection of the building at the Northeast corner of Eighth and Ros- anna St~eets, now appears before the Council and states that he understood the Building Inspector had ordered construction work on the building stmpped on Saturday but that work had been going on all day ITonday; that no ulans for the building had been submitted in ac:.;ordance with the terms of Ordinance No.445 and he states that the building will be a detriment to the entire neighborhood. The City Attorney now reads Ordinance No.445 applying to the con- struction 0 f shacks. TiIr.1'!illiam Werner no w appears befo re t he Council and stresses the need for submitting with every application for a building permit the front and rear elevat ions and speci ficat ions 1'0 r the propo sed building. Motion by Counc ilman Stout, seconded by Counc ilman Stevens and carried that the Building Inspector order construction stopped on the building being erected at the Northeast corner of Eighth and Rosanna streets until the builders comply \7ith all ordinances pertaining to building in the City of' Gilroy.
