This regular monthly meeting of the Common Council is called to
order by the City Clerk,Mayor George C.Milias being absent.

Present: Councilmen George M.Mason,J.H.Wentworth,Bay L.Stevens,
James B.Thomas,David V.Stout. Absent:Counoilman Dale' D.Dan1els.
Motion by Couneilman Stout,seoonded by Councilman Wentworth .and
carried that Councilman George ,M.Mason be Mayor .Pro-tam.
Minutes ot the regular monthly meeting or August 1st and regular
adjourned meetings of August 17th and August 19th are read and app-
roved.

A communication is read from the GIlroy Chamber of Commerce relative
to\,the timing of the traffio signals on Monterey Street.
A communication is read from the Division of Highways stating that
a representative of the department would be in Gilroy within the next
rew days to check the timing of the traffic signals and make any
adjustments found necessary. This commu~ication is ordered filed.
", A communicatian is read from the Pieters-Wheeler Seed Company rel-
ative to the installation by the Cook's Oil Company of additional

tankage on their proper~y. As Cook's Oil Company has made no applica-
tionto instal additional tankage this letter is ordred filed for future
reference.

A communication is read from the County of Santa Clara Health Depart-
ment relative to three houses on Maple Street,namely,118,168 and 170
Maple Street no being connected with the city sewer and using privies
and recommending that theK owners of these houses be required to connect
with the city sewer or the houses ordered vacated as not fit for human
habitation.
Motion by Councilman Stevens,seconded by Councilman Stout and carried
that the owners of the properties at 118,168 and 170 Maple Street be
notified by registered mail to connect their pDu~est~ith the eity sewer
within the next thirty days and the inspector be notified to check these
addresses within thirty days to ascertain if this work has been done.
A communication is read from the State 0 f California,Department of
Public Health advising that the application of the city,dated July 5,
1949, for a p ermi t to make certain add i ti ons and al te rations to the
sewage disposal plant is approved, with oertain provisions.
A communication is read from Mr.R.C.Stookman,consulting engineer,
advising the Council that the State Department of Publio Health has
issued the permit for the reconstruction of the sewage disposal plant
completing the 1'1rst phase of his contract. Mr. Stockman rec crnmends that
the second phase of the contract now be entered into,namely,the drawing
up of plans and specifications for the proposed additions and aletrations
~.~ to the sea~ disposal plant for submission to the State Department of
Public Health for t heir approval and the drawing up of the necessary
documents to call for bids for this work.
Motion by Councilman Stevens,seconded by Councilman Stout and carried
that Mr.R.C.Stockman,consulting engineer, be instructed to proceed at
once with the second phasa of his contramt-drawing up the necessary
plans and specifications for the additions and alterations to the sewage

disposal plant for submission to the State Department o~ Public Health
far approval and the drawing up of the necessary documents in preparation
for calling for bids for the proposed work.
The report and accounts of the City of Gilroy for the fiscal year
ended June 30,1949, by Logan and Frazer,certi~ied public accountants is
presented and read.
Motion by Counoilman Stevens,seconded by Councilman Stout and
carried that the report and accounts o~ the City of Gilroy for the
fiscal year ended June 30,1949, spbmitted by Logan and Frazer,cert-
ified public accountants, be accepted as read and ordred placed on
~ile.
A communication is read from Logan and Frazer,certified public
accountants, offering to audit the city's books and accounts ~or
the fiscal year 1949-1950 for the sum of $300.00.
Motion by Councilman Stout,seconded by Councilman Wentworth ani
carried that Logan and Frazer,certified public accountants, be
retained to audit the city's booksand accounts for the fiscal year
1949-1950 for the sum of $3oo.00;aut1ts to be made quarterly and a
final audit report to be submitted at the end of the fiscal year.
A communication is read from the Division of Highways advising
that the Agreement for Maintenanoe af Highways fort;t..he(:tl$cal year:,

RESOLUTION NO. 226 is presented and read.
Motion by Councilman Wentworth,seconded by Counoilman Thomas that

RESOLUTION BY THE COMMON COUNCIL OF THE CITY OF
GILROY APPROVING AGREEMENT FOR MA.INTENANCE OF STATE
HIGHWAY IN THE CIrY OF GILROY.
WHEREAS, the State of California, through its Department of
Public Works, Division of Highways, ahs presented an Agreement for
Maintenance of the State Highwats in the City of Gilroy for the
period July 1,1949 to June 30,1950.
WHEREAS, the Common Council has heard read said agreement
in full and is familiar with the contents thereo~;
THEREFORE, be it resolved by the Common Council of the City
o~ Gilroy that said Agreement for Maintenance of the State Highway
in the City is hereby approved and the Mayor and the City Clerk are
di rected to sign the same on behalf of the city.
ADOPTED AND PASSED this 6th day of Se ptember, 1949 by the

anization signs in one gro~p at city entrances.Flbr installation of
signs at the north and south entrances to the city and using the
city signs Mr.Voorhies is advised to camnun1cate with the Electrical
Products Corporation, owner of the signs.
An ordinance dealing with the storage of inflammable liquids in the
city is presented and read.
After considerable discussion this proposed ordinance is referred
to the Ordinance Committee for further study.
ORDINANCE NO.474 is presented and read.
It is unanimously agreed that the first parageaph of Section 8 of
this ordinance be eliminated.
After this unanimous agreement a motion is made by Councilman Went-
worth,seconded by Councilman Stout that ORDINANCE NO.474 be adopted.

AN ORDINANCE TO CONTROL THE INSTALLATION OF CURB,GU'rFER,
SIDEWALK, AND MISCELLANEOUS CONCRETE WORK WITHIN THE PUBLIC
STREETS OR THOROUGHFARES OF THE CITY OF GILROY.

The Clerk presents a request from Manuel Espinosa for use o~ Vfueeler
Auditorium for an invitational dance and wedding party,Sunday,September
11,1949. (This request is made due to the fact that the Mexican Funeral
Socleiy is holding a public dance in I.D.E.S.Hal1 on this same night.)
It is unanimously agreed that Manuel Espinosa be granted a permit to
use Wheeler Auditorium on Sunday,September 11 ,l,949, fo r an invitational
dance and wedding party.
Traffio Officer James Sturla now appears before the Council to request
IB rmission to change his blue uniform for a ligb.tkrgrade of material
for the summer months stating that the City Marshal had given his consent.
No aotion is taken as the City ~furshal was not present to oonfirm the

the Traffic Officers statement.
Councilman-Mayor pro-tem-Mason discusses the need ~or overhauling the
water pump at city well number 1. It is unanimously agreed that the pump
be pulled to ascertain the trouble.
Councilman Stevens discusses the dumping o~ garbage by the local
cannery at the garbage disposal pit. The Clerk advises that the County
Health Department is expecting a letter from the State Department of
Public Hea~th on this matter.
The matter of a new motorcycle for the Police Department is dis-
cussed. It is unanimously agreed to discuss this ~tter further at
a later da te.
Councilman Stout discusses the bene~its the city would reveive
from becoming affiliated with the Northern California Purchasing
Agents Association and advocates that the city pay the necessary
fee to the association in order the Purchasing Agent G.B. Carr have
the advantage of an affiliation. This matter is laid over for further
discussion.
Motion by Councilman Stevens,seconded by Councilman Stout and carried
that bills as presented be allowed and warrants orde~ddrawn on the
Treasurer.
Reports of the City Officer are presented and read.
Motion by Councilman Stout,secanded by Councilman Thomas and carried
that the reports of city ofricers be accepted as read and placed on
file.
