This regular monthly meeting 01' the Common Council is called to
order by His Honr Mayor George C.Milias.
Present: Counci lmen Ge orge Ll.Mason,IT.H. 'dentworth, Ray L. Stevens,
James B.Thomas,David V.Stout,Dale D.Damiels.
Minutes of the regular monthly meeting of November 7th and regular
adjourned meetings of November lOth,14th and 21st,1949 a~e read and
approved.
A cormaunication is read from J.N.Hedberg relative to the siren
he installed at the Bouthwest corner of Fifth and Monterey streets
as a warning signal to be used by the fire department,on a trial
b as is .
The Clerk reports that the Division 0 f Highways representative
had investigated the siren and recmmnended the installation of a gong
at this intersection and the chairrrran of the Fire Committee reported
that the siren had not been satisfactory due to the fact that the
operating switch was so located that the fire truck driver did not
haye time to throw the switch when answering an alarm and that the
siren and the siren on the fire truck both operating at the same
time tended to confuse traffic on Monterey street.
Llotion by Councilman Thomas, seconded by Councilman Wentworth and
crarried that the fire siren sent to the city on a trial basis by
J.N.Hedberg be returned as the Division of Highways does not favor
this type of signa 1.
A cOllliTIunication from the Building Inspector of the City of Santa
Cruz relative to provision of their building code is presented and
read and ordered placed on file.

A cOLuilunication is read from the Gilroy Community Concert Associa-
tion requesting the use of \'Vb.eeler Auditorium on January 20th,Feb-
ruary 17th and IJarch 31st for concerts is presented and read~
I.:otion by Councilman Daniels, Seconded by Councilman Stout am
carried that the (Elroy Communi ty Concert Association be granted use
of Wheeler Auditorium on the dates requested on their cormmnication
the rent to be the srune as last year,namely, ;~15.00 per night. I

requestint; permission to add another taxicab to their service making
a total of three.

that Jessie and 'i'filliam Silacci (Bill's Taxi) be granted permission to
add one more cab to their service providing that the insurance require-
ments of the taxicab ordinanee are complied with and that the color
of cabs be filed with the City Clerk.

A communication is read from Assemblyman John F.Thompson stating
that, he contacted the Dena="tm,ent of r.:otor Vehicles relative to
esta blishing a full time office of the Departllent in Gilroy and
that he will do all in his power to have an office established
in Gilroy. Irllis cormunica tion is ordered filed.

accountants, stating that they hatlte examined to the city books 0 f
account and record for the quarter ended September 30,1949 and
have found everything in order.

'i/IEREAS, the State of California, under Shapter 20,Statutes of 1946,
(First Extra Session) , as amended, has appropriated funds for allotment
to provide for financial assistance to Local Agencies,defined therein
as counties, cities and counties,cities and counties,or cities,so"that
they may engage in a large public works construction progrma in order
to prevent and alleviate unenrployment; and
",HEREAS, the City 0 f Gilroy hereinafter designated "Local Agency"
desires to apply for an allotment of State aid for the construction
of a public works project under said Act; and
WHEREAS,an application to the State Director of Finance for such an
allotment has been prepared arili presented to this Legislative Body
for consideration;and
~}mREAS, Local Agency has made provisions for paying that portion
of the cost of the project not required as an allotment from the State;
NOW TEErmFORE BE IT RESOLVED, that Local Agency submi t the aforesaid
ap1?lication for State aid for construction of a public works project to
, tlle Director of Finance ,requesting an allotment of Thirty Two Thousand
One Hundred Eight Dollars and Sixty-Four Cents U~32, 108.64), or an
allotment of such amount as may be alloted by the State Allocation
Board;

total estimate of cost to be paid for the construction of Selvage
Treatment Plant and Appurtenant Works for which Local Agency is making

to pay the State's share of the total actual cost of construction of
the project for which Local Agency is making apulication for aid;

Chief Executive Officer,Gilroy,California,be and he hereby is,designated
as the authDrized agent of Local Agency,and is hereby authorized and

of Finance to provide financial assistance to Local Agencies defined
therein as counties,cities or cities and counties for defraying not to
exceed one-half of the cost of preparing enGineering field surveys,
engineering or architectural desiGns, am working and detailed drawings
and specifications (here inaft er called "Plans II) required for postwar
public works projects described as "specific projects" in said Act;and
