Minutes 1950/04/03 ~ 1153 Gilroy, California April 3,1950 This regular monthly~eeting of the Common Council is called to order by His Honor Mayor George C.Milias. Present:Councilmen George M.Mason,J.H.Wentworth,Ray L.Stevens, ~ames B.Thomas,David V.Stout,Dale D.Daniels. Minutes of the regular mpnthly meeting of March 6th and regular adjourned meetings of March 13th and 20th,1950 are read and approved. Mr.Walter Hanna Jr. presents a map and a request for water service for Chas.G.Stoops for a proposed subdivision located on the south 115 . 4 side of Hecker Pass Road near Morey Avenue. lvlotion by Councilman Stout, seconded by Councilman Mason and carried that the request of Chas.G.Stoops for city water service for his pro- posed subdivision located on the south side of Hecker Pass Road near Morey Avenue, be denied. A petition by George C.Renz for annexation to the city of his property adjoining the corporate limits of the city on the west, northwest and northeast is presented with a map showing the pe~pitory ~ ! ...J for which annexation is being requested. By unanimous consent the petition for annexation is referred to the Gilroy City Planning Commission and the petition is ordered filed. Results of water samples taken by the Santa Clara County Health Department on liIarch 14,1950 are presented and read. The report showing all samples taken as satisfactory the report i~ ordered filed. A comr1unication is read from the I.F.D.E.S. requesting permission to hold their annual fiesta parade on July 23,1950. Motion by Councilman Stout,seconded by Councilman Stevens and carried that the I.F.D.E.S. be granted permission to hold a parade ;~ I from their hall on Old Gilroy Street to the Catholic Church and return on Sunday,July 23,1950. """'" A cOIDrilunication is read from the Junior Chamber of Commerce requesting permission to hold their annual pet parade on April 8th, 1950. Motion by Councilman Stout ,seconded by Councilman Stevens and carried that permission be granted to the Junior Chamber of Comm- erce to hold their annual pet parade on April 8th ,1950, the parade to start at Fourth and LIonterey streets to proceed south to Sixth Street thence west on Sixth Street to rfueeler Auditorium. A cO~uunication ~s read from the Division of Highways relative to an investigation of location of signs and spped limit markings i.., I -- on Old Gilroy Street in the vicinity of the Eliot School stating that according to the code the signs as located at present complied with the code. The Mayor calls on the City Marshal who states that he has been patrolling Old Gilroy Street. It is unanimously agreed that the City Marshal notify all officers that the Council requests the officers to patrol Old Gilroy Street and that every effort be made to stop excessive speed on this street. 1155 A cornrrunication is read from H.B.Long, District Superintendent of Schools, stating that parents of children attending the Eliot School on Old Gilroy Street have been complaining to him about the fast traffic on Old Gilroy Street in the vicinity of the school. The Clerk is instructed to ask Mr.Long to attend a meeting of the the Council on April 6th to discuss the matter of speeding on Old Gilroy Street. r"'Jl, I ...",.. The Clerk is instructed to forward a copy of the letter from the Division of Highways relative to speed limit signs and markings on Old Gilroy Street to Hr. George Porcella and to advise I:Ir.Porcella that the police officers have been instructed to patrol Old Gilroy . Street for the purpose of stopping fast traffic on this street. A letter from the State Compensation Insurance Fund advising of a refund on the prer,limll 0 f the previous year and commending the city for its accident record, is presented and read and ordered placed on file. An ordinance pertaining to the installation of sewer and water lines in newly annexed territory is presented and read. Councilman Stout discusses the constructing of a sidewalk in front of the Catholic parish house on F'irst Street and asks that permission be granted to construct a seven foot sidewalk measured from the inside line of the curb. It is unar~Bously agreed to grant the request that the sidewalk in front of the Catholic parish house and in front of the entrance to the recreation building be seven feet in width measured from the inside line of the curb. 1156 The L.1la tter of a building permit granted to Lawrence Cullen residing on the east side of Churhh Street between 5th and 6th streets is dis- cussed with reference to changing the original permit and the effect of this change upon the necessary set back along the rear line of the property. The Building Inspector is called upon by the Mayor to explain the violation and the sug@9sted cure for the violation by the owner acquiring additional property. It is unanimously agreed that when Mr.Cullen consumates the deal for the additional property necessary ~ to comply with the ordinance with respect to set-back line that the Building Inspector grant the permit. ....J The Building Inspector also presents a request from Rmmeo Pagan- ucci to insta~ a window in the front of his bumlding at 45 Old Gilroy Street and a similar request of the Sterling Lumber Company to change the front of their building at 202 S.r~onterey Street. No action is taken. The Heport of the Building Inspector for the month of March,1950 is presented and read and ordered placed on file. Councilman Stout calls attention to an error in the minutes of the March 13th meeting,page 1151,which read "that the: signs as shown on the sketch would cost the city ~~40. 50 per month". The cost per month should read $60.50 per month. 11 ....t It unanimously agreed that figures be obtained on the cost of a sign of more simple design. The matter of a "No Parking of Trucks" sign in front of Be...Ge Mfg.Company office on N.Monterey Street is discussed. It is det- ermined that this matter comes under the jurisdiction of the Div- ision of Highways. Reports of the city 0 fficers are p resented and read. Mot ion by Counci Iman St out, seconded by Councilman Stevens and carried that the reports of the city officers be accepted as read and placed on file. The r1ayor reports on the proposed improvement of Miller Avenue by improvement.
