In the absence of His Honor Mayor George C.Milias the City
Clerk calls this regular monthly meeting o.f th~ Common Council
to order.
Present : Councilmen Carl W . Pate ,CourtlandM.Rush,Charles Gallo,
George W.White,Jack W.Ronald.Absent.:Councilman J.Hughes Kennedy.
The Clerk now calls ftor nominations for the office of Mayor
Pro-tam.
Motion by Councilman Rush,seconded by Councilman Gallo and
carried that Councilman Carl W..Pate be Mayor Pro-tern.
Minutes of the regular mont.hly meet.iog o;tFebruary 2nd and the
regular adjourned meeting of February 2Ot.h,1953 are read and approved.
A commu~cation is read from Logan and Frazer,city auditors,stating

that they had completed the audit of the city's book's of account. an~
record for t he quarter ending December 31,1952 and had found everything
in good order. This commtlnication is ordered filed.
A communication is read from W..J,.Hanna"City Engineer,calling to the
attention of the Council the approaching canning season and 'the fact
that fifty or more dwellings will be added to the sewer line serving
the cannery and these ,new dwellings casuing additional difficulty
'~ in the swer lines on Lewis and Forest streets. It is unanimously
agreed to iiacusSi:i:.t.laia::;Jl1it1;t:er at a future time when the Mayor will be
present.
A communication is read from W.J.Hanna,City ~ineer,recommending
that the city take steps this summer to i~prove the drainage across
the rlilJtOad yards in the southern part of the city,and requesting
authority to complete. design surveys and cost estimates and negotiations
with the Division of Highw~s as to the terms of a cooperative financing
agreement.
Motion by Councilman White,seconded by Councilman Gallo and carried
that the City Engineer be given the authcU.'ity to draw plans and spec-
ifications for a new storm drain on South Monterey Street, to prepare
\-.. cost estimates and to confer with the Division of Highw~s in the matter
of a cooperative financing agreement.
A communication is read from the City of Monrovia with reference to
the City of Petalumavs.Pacific Telephone and Telegraph Company now
on appeal in the Dis trict Court of Appeal concerning the paym~nt of
franchise tax to the city. The City Attorney advises that this city
is not concerned in this case because of this city's charter. It is
unanimously agreed that the Clerk advise the City of Monrovi~.
A communication is read from the Gilroy Public Schools requesting
use of Wheeler AUditoriU{j for graduation exer.cises in June.
Motion by Councilman Rush, seconded by Councilman Ronald and carried
that the Gilroy Public Schools be granted free use of Wheeler Auditorium
for graduation exercises Tuesday,June 16th and WeDnesd~ June l7th,and

to use the auditorium for practice on the Frid~and Monday before
graduation.
The City Engineer requests a meeting with the Sewer and Street
Committees. It is unanimously agreed to meet with the City Engineer
on Mond~,March 9th.
The matter of the request from city employees for an increase in
salaries is discussed. It is unanimously agreed that such a request

should not. be considered in the middle of the f'iscaJ. year but should
be considered at t.he time the 1953-54 budget is being discussed.
Councilman Pate discusses the matter of an increase in pay for
Special901ice officers.
Motion by Councilman Ronald,seconded by Councilman White and carried
that Special Police Officers be paid $11.25 per day for their services.
Councilman White reports on his investigation of -De request made
by the Delano Chamber of Commerce to adopt a resolution with reference
to increasing school costs .

RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF GILROY ENDORSING
THE ESTABLISHMENT OF A DIVISION OF ARCHITECTURE IN THE STATE
DEPARTMENT OF EDUCATION.
WHEREAS,the Public School System of the State of California
is faced with the problem of building thousands of classrooms
and other schoGl buildings to meet. its Uuaediate needs, and said
construction will cost the taxpayers hundreds of millions of
dollars; and
WHEREAS,asubstant.ial portion of such school construction costs
consists of two major items ,namely, architects ' fees in the prep-
aration of plans and specifications,and inspectors' fees and charges ~
in actual construction work; and
WHEREAS, the State of California has heretofore established a ..
Division of ArChitecture in the State Department of Public Works
to draw all plans and specifications for highways, bridges and
other fonstruction work handled by said Department-thereby estab-
lishing a precedent;and
WHEREAS, there is no sound logical reason why the State Depart-
ment of Education should not have it.s own Division of Architecture
for t he preparation of plans and specifications for all school
construction work;and
WHEREAS, there is every reason why the State Department of
Education should have its own Division of Architecture for ihe
purposes aforesaid;and
WHEREAS, the suggested Division of Architecture in the State
School System could and should prepare model plans and specifi-
cations for various types of school 8onstruction projects to
meet the needs and requirements of every school district in its
individual construction projects, and t hereby completely eliminate
the need for individual and,in fact,unique plans and specifica-
tions for each and every school construction project;and
WHEREAS, the aforesaid sets of plans and specifications prepared
by a Division of Architecture could be so varied and numerous as
t.o meet. t.je needs,wishes, and de,sires of every school district
provided said school district was reasonable in the matter and was ~
sincerely interested in saving the taxpayers' money;and 11
WHEREAS, the establishment of a central source of school plans .J
and specifications at. the State level would save millions upon
millions of dollars in school construction costs and it therefore
of vital interest to every school district and every taxpayer.
in the entire State of California.
NON, THEREFORE, BE IT RESOLVED:
1. That. a Division of Architecture be es.tabl:t.ah:ed 1_n the State
Department of Education;
2. That said Division of Architecture,so created,have the
responsibility of furnishing all plans and specifications for
school construction 'preje'cts,and that a pool of school plans be
established to meet the basic needs of every school district;
3. That the State Legislature be and it is hereby petitioned
to enact the necessary laws for said State-wide project;

4. That t he State Assemblyman and Senator representing this district
and all other st-ate and local officials interested in this problem be
urged to give this plan militant support.

Building Inspector ~ron Brown reports an the complaint of Mr.Corchero
relative to the keeping of livestoc~ at the Gymkhana grounds stables
next to the property upon which he intends to build a home. The Building
Inspector states that Mr.Corchero has withdrawn his complaint and is
going ahead with plans to build the home.
First Lieutenant Borena of the local NationalGuard Company ap~ ars
before the Council to discuss the matter o~ erecting a fence upon a
portion of the auditorium property. After some discussion it is unan-
imously agreed to postpone action on this matter until March 9th.
Councilman Pate discusses the matter of job classification survey
by the State Personnel Board Cooperative Services. It is agreed that
a representative of this State agency appear before the Council to
answer questions with reference to such a survey.
Councilman Ronald states that he has had a verbal request from the
owners of the Hecker Pass Drive-In Theatre f~ water service. It is
agreed that no action be taken until a written request is presented.
The City Attorney presents an ordinance used by the County Health
Department. governing resStaurants and places where food is served to
the public. This ordinance is ;:ref'erred to the Ordinance Committee
for study and recommendation.
County Sanitarian Vincent Cancilla appears before the Council to
discuss the ordinance.
The City Attorney discusses a request from the ownera oof the property
over which a ditCh used to drain water from the reservoir,passes with
reference to closing the ditch. It is agreed to leave this matter over
for later discussion when the Mayor is present.
The City Attorney discusses the matter of condemnation of certain
build ings on the west side of south Monterey Street between 6th and
7th streets. The reports on these properties presented by the Division

. ~'of Immigration and Housing in 1951 are presented and read. The
City Attorney advises on proceedure that can be fol~owed in con-
demnation proceedings against these properties.
Attorney Ernest Rusconi,representing the owners of the properties
under discussion, now appears before the Council to discuss the
matter of condemnation. It is unanimmusly agreedtthat this matter
be laid over for future discussion.
Motion by Councilman Ronald,seconded by Councilman Rush and carried
that the sum of $368.95 be transferred from the General Fund to the
Special Gas Tax Fund.
The matter of a new motorcycle for t he Police Department is dis-
cussed and it unanimously agreed to discuss this matter fUrther at

Motion by Councilman Ronald,seconded by Councilman Rush and carried
that the sum of $925.66 be transferred from Bond Fund No.3 to the
General Fund.
The Clerk is instructed to contact. the State Personnel Board

before the Council to discuss jobelassification.
Reports of city officers are presented and read.
Motion by Councilman Ronald,seconded by Councilman White and
carried t hat reports of city officers be accepted as read and
placed on file.

carried that bills as pre'sented be allowed and warrants ordered
drawn on the Treasurer.
