In the absence of His Honor Mayor George C.Mi1ias the City Clerk
call this megular monthly meeting of the Common COWlcil to order.
Present:CoWlcilmen Carl W.Pate,Courtland M.Rush,J.Hughes Kennedy,
Charles Gallo,George W.1fhite,Jack W.Ronald.
Motion by Councilman Gallo,seconded by COWlcilman Kennedy and
carried that Councilman Carl W.Pate be M~or pro-tern.
Minutes of the regular monthly meeting of April 6th and the reg-
ular adjourned meetings of April 27th and May lst,1953 are Eead and
approved.
A communication is read from Renz & Renz requesting acceptance of
certain streets in Wayland Lane Tract NO.97l.
Motion by Councilman White,seconded by Cowlcilman Rush and carried

that the following streets in Wayland Lane Tract No.9?1 be accepted -
by the city for maintenance-El Cerrito Way,El Toro Way,Wayland Lane
and La Sierra Way.
A cOli1munication is read from Horace Willard requesting a Use Permit
to establish a warehouse and cabinet shop on the west side of Swanston
Lane between the property of Mary Doherty,et a1 and property upon
which the Gymkhana stables are located. This communication is referred
to the Gilroy City Planning Commission.
A communication is read from the League of California Cities,Peninsula
Division requesting the sum of $5.00 to be placed in the treasury for
ineidental expenses.

Motion by Co~cilman Kenned,y,seconded by Councilman Ronald and aarried
that the sum of $5.00 be given to the League of California Cities,
Peninsula Division,to be used for incidental expenses.
A communication is read from California Mission Trails Association,
Ltd.requesting an appropriation of $100.00 for the associations's
advertising and publicity ~und. It is unanimously agreed to table this
request.
A communication is read from the Gilroy New Car Dealers Association
requesting that Eigelberry Street between ~th and 6th streets be
closed June 18,19 and 20 for the purpose of exhbiting new cars and
farming equipment.
Motion by Councilman Rush,seconded by Councilman Gallo and carried
that the request of the Gilroy New Car Dealers Association be granted
and that Eigelberry Str'eet betvleen Fifth and Sixth streets be cloased
from noon Friday,June 19th until 8 o'clock P.M.,Saturday,June 20th,1953.
Arcommunication is read from the Music Organization of Gilroy High
School requesting free use of i7heeler Auditorium on May 28th for the
purpose of presenting a music program;proceeds from the admission
charge to be used for pictures in the school annual and payment on
choir robes.
Motion by Councilman Kennedy,seconded b y Councilman White and
carried that the Music Organization of the Gilroy High School be
granted free use of Wbeeler Auditorium on May 28,1953 for the purpose
of presenting a music program.
A communication is read from the Mayor of Turlock suggesting that
all Council meetings be opened with prayer. It is unanimously agreed
to table this matter.

A cowilunication signed by Dale Conne11,President,Board of Trustees
Gilroy Union High School District, requesting the Council to endorse
the bond issue to be voted on May 26th,is presented and read by
Mayor pro-tem Pate.
Councilman White suggests that a board member appear before the
Council.
Trustee Stuart Fletcher,member of the Board of Trustees of the
Gilroy Union High School District,responds to an invitation by the
chair to address the meeting.
Trustee Fletcher states that the letter that_wasT'readwas,no:t
from the Board of Trustees as such. Several Councilmen ask questions
and a general discussion follows.
Motion by Councilman Kennedy,seconded by Councilman White and
carried that no further discussion be had on the matter of endor-
sing or rejecting the proposed bond issue for the Gilroy Union
High School District.
Two bids are now presented for painting the outside of the City
Hall building and the Fire Station.-Michael Scalmanini $1820;
Henry Weymouth $960.00.
Motion by Councilman Ronald,seconded by Councilman Wnite and
carried that the bid of Henry Weymouth in the amount of $960.00
for painting the outside of the City Hall Building and Fire
Station be accepted as the lowest and best bid.
Mr.Robert Head,resident of Fifth Street,now appears before the
Council to protest the manner in which the trees on Fifth Street
between Princevalle Street and Miller Avenue,are being trimmed.
The Clerk is instructed to advise Davey Tree Surgeons to stop
the work and notify the Forestry Board to check over the trees
and recommend the amount of trimming that should be done.
Mr. Junior Wilson, representing Ross & Ross,owners of property
on the west side of Railroad Street between Martin and Lewis
Streets,now appears before the Council to discuss the changing
of certain windows and steps at the present building, stating
that the Pillsbury Feeds want to rent the building for store
purposes.
The Building Inspector is called upon to discuss the proposed
changes,stating the building is in the fire zone.
Motion by Councilman Kennedy,seconded by Councilman Ronald and
carried that Ross and Ross be permitted to change the windows in
the building located at the southwest corner of Railroad and

Lewis streets with the understanding that the platform attached
to the building on the Railroad Street side be removed and the
roof overhang on Railroad Street be removed, all subject to inspection
by the Building Inspector.
Mr.Jas.Mercer,resident of Fifth Street,now appears before the
Council to discuss the manner in which the trees on Fifth Street
are being tri~ned. Mr.Mercer is informed that this matter was disposed
of earlier in the meeting.

Mayar'pr,oi Pate discusses the matter of an outing for the school
traffic patrol and Traffic Officer Rex Owens is called upon the dis-
cuss plans for the proposed outing stating that he would like to
make this outing to San Francisco a Police Depar~nent function.It is
unanimously agreed that the Police Department be permitted to carry
out the plan of taking the 18 boys of the school traffic patrol to
San Francisco for an outing the cost to be approximately $30.00.
Mayor pro-tern Pate discusses the matter of the city renting
its police cars.
Motion by Councilman Rush,seconded by Councilman Kennedy and carried
that the Finance Committee proceed with asking for bids for rent of
two police cars according to specifications presented by the Finance
Committee.
Mayor pro-tern Pate states that the City Marshal has requested the
appointment of Robert Goold to be a Patrolman on the Gilroy Po~ice
Department.
Motion by Councilman White,seconded by Councilman Ronald and carried
that the recommendation of City Marshal Sturla be accepted and that
Robert Goold be appointed a regular Patrolman on the police force,
to serve at the will and pleasure of the Council, the appointment to

be effective May 1,1953 and his salary to be $307.80 per month.
Deputy City Clerk Gtaydon Carr asks permission to have the City
Attorney institute proceedings against Merchants Advertising Service
for stopping payment on a check issued for a city license. It is
unanimously agreed that the City Attorney proceed to take the necessary
action against the Merchants Advertising Service.
Councilman Rush asks if a representative of the Division of Highways
will be present at the pUblic meeting to be held May 18th. The Clerk
advises that he has been informed that highwayax representatives will
be presentHax at the meeting.
Councilman White requests information on progress being made in the

matter of the proposed construction of a bridge across the Llagas
Creek on the city sewer farm property. The Clerk advises that he
has discussed the matter ,wi th the City Engineer and that he is in-
vestigating the possibility of constructing a more substantial
bridge than was originally proposed by using steel girders and leav-
out the piling that vvould be set in the middle of creek.
Councilman Kennedy inquires if Henry Allemand ,lessee of the city
sewer farm land, had been contacted with reference to an agreement
connected with the drilling for oil on the city property. The City
Attorney is not present but the Clerk states he will contact him
to ascertain what has been done wi th reference to Mr. Allemand 's
agreement.
Reports of the Poundmaster for the months of March and April,
1953 are presented and read and ordered filed.
The report of arrests and citations issued by the Gilroy Police
Department for the month of April,1953 is presented and read and
ordered filed.
The report of the Building Inspector for Ulerronth of April,1953
is presented and read and ordered filed.
The report of the County Controller on fines allocated to the
city for the month of March,1953 is presented and read and ordered
filed.
A report of water' samples ~ by the Santa Clara Coup.ty Health
Department for the month of April,1953 is presented.All samples
showed satisfactory.
An application for an On Sale Beer License by Amado Garcia and
Augustine Vasquez,d.b.a. El Farolito,149 S.Monterey Street and
a transfer of an On Sale General License from Robert Elia,Edward
Poli and Joseph Filice to Joseph Filice and Edward Poli,d.b.a.Green
rrut,2l N.Monterey Street,are presented. No objection is made.
The report of quarterly audit of Logan and Frazer,city auditors,
is presented and read ~ld ordered filed.
Reports of the city officers are presented and read.
Motion by Councilman Ronald,seconded by Councilman White and
carried that the reports ot city officers be accepted as read and
placed on file.
Motion by Councilman Ronald,seconded by Councilman Kennedy and
carried that bills as presented be allowed and wanaants ordered
drawon of the Treasurer.
