This regular monthly meeting of the Comnon Council is called to
order by His Honor Mayor George C.Milias.
Present:Councilmen Carl W.Pate,Courtland !vl.RUJsh,J.Hughes Kennedy,
Charles Gallo,George Vl.White,Jack W.Ronald.
Minutes of the regular monthly meeting of June 1st and regular
adjourned meetings of June 16th and 29th,1953 are read.
Councilma Kennedy suggested that the minutes of the June 29th
meeting,page l4l6,Book No.5,1953 be corrected to indicate that the
Mayor stated that would cast an AYE vote on COl.lncilman Pate's
motion. The correction is ordered.
The Mayor announces that the purpose of this meeting was to further
discuss the proposed widening of Monterey Street and asks if any of
the Councilmen have any statementsto make.Councilman Rush responds
stating the he is still opposed to the spending of the ~nount of
money set forth by the Division of Highways for the widening project
as the city has many more uses for the money.
There are approximately 75 people present at this meeting.
The Mayor now asks if anyone in the audience has anything to say
on the proposed project.
Mr. Richard Brooks,manager of the Safeway Store,responds and states
that the opposes!;the center the center strip.
Mr. Glen Cleveland recalls that at the last public meeting on this
matter the meeting closed with a vote leaving the entire matter to
the judgment of the Council.

Mr.Plymire of Twin Palms Motel,responds and states the he opposes
the center strip.
Mr.Justin Byers re~alls the letter from the State Highway''.'j~ngineer
with reference to the proposed project and the Mayor instructs the
Clerk to read the letter.
The Mayor now discusses the proposed project and gives a brief
history of the project to date.
Others who discuss the proposed project are Joe Elia,Mr.Mathers,
Irvin Hollister,William 8conomou,former Councilman David Stout.
Mr.Byers asks the Mayor 'whether or not he is for the proposed
center strip. The Mayor states that he f1will,.'go :,fo~:the~:project
without the center striprt.
Mr.Albert Gurries,chairman of the Committee appointed by the
Council when the matter of financing of the project was discussed
in 1948, discusses the proposed project.
Motion by Councilman Vfuite,seconded by Councilman Kennedy and
carried that the Resolution on the proposed widening of Monterey
Street,as prepared by the City Attorney,be read.
The CitJ Attorney proceeds to read the Resolution.
The Mayor now calls for a rising vote of those present who
favor the proposed widening of I.Ionterey Street as presented. The
count shows 31 in favor. The Mayor now calls on those who oppose
the proposed project as presented,to rise. The count shows 31
ppposed to the project.
Motion by Councilman Vrnite,seconded by Councilman Pate that
RESOLUTION NO.292 be adopted:

WHEREAS, there has been pending before the Common Council of
the City of Gilroy for two or three years the matter of improving
Monterey Street in the said City of Gilro7 by the widening thereof
in a joint undertaking by the City and the State of California,
Department of Public Works,Division of Highways;and
VrnEREAS, former councils have gone on record as favoring the
widening of the street and steps have been taken to provide for
the City of Gilroy the money necessary to defray the part of the
expenses which said City must bear;and
WHEREAS, the present Co~non Council of the City of Gilroy has
considered the matter of said improvement from time to time and
has caused to be held public meetings of the citizens and property
owners of the City to ascertain their opinions and desires thereof
regarding the said improvement,and it appears that a majority of 1m
the property owners and citizens favor making said improvement;and
WHEREAS, the Department of Public Works of the State of Calif-
ornia has indicated that it requires a definite c~nmitment on the
part of the City of Gilroy that it will participate in the said
improvement if it intends to do so and it is necessary that this
C~uncil announce ath this time its attitude thereon so that the
Department of Public Works can prepare the necessary forms of agree-
ment as well as the plans and sepcifications applying to the work
and suhnit the same to the City of Gilroy for consideration and
approval; and

WHEREAS,it has appeared heretofore that the share of the cost of
the said projec~ to borne by the City of Gilroy will not exceed the
swn of $150,000.00 and the Council desires to limit the obligation of
the City of Gilroy to that a~ount;and
WHEREAS, this Common Council has determined that the construction
of said improvement is in the public interest and should be undertaken.
N~l,THEREFORE,BE IT RESOLVED that this said Common Council go on
record as finally approving the said widening of Monterey Street and
other improvements which have been commonly connected therewith,
imeluding the drain~e,and the cutting dovm of sidewalks,and that the
City of Gilroy through its said Co~non Council intends to proceed with
the project in cooperation with the Division of Highways,if that part
of the cost thereof to be borne by the City of Gilroy will not exceed
the SJill of $150,000.00, and the plans and form of agreement relating to
the work submitted by the Division of Highways is approved by the
Council.
BE IT FUHTHEl.-=t RESOLVED that a copy of this Resmlution be submitted
to the Division of Highw~s,together with a request that a tentative
form of agreement covering the work be suhnitted to the Council by
the Division of Highways, for studJT and action.
PASSED AND ADOPTED this 6th day of July,1953, by the following
votes:
AYES: Councilmen Pate ,Kennedy, tIhite ,Ronald
NOES: Councilmen Rush,Gallo

that monthly salaries of city employees be paid.
Motion by Councilman Rush, seconded by Councilman Gallo and carried
that this meeting adjourn to Tuesday,July 7,1953 at 8 o'clock P.M.,
