Minutes 1953/08/19 1 ~ '3-,1 L~('-- .~ '- Bilroy,California August 19,1953. This regular adjourned meeting of the Common Council is called to order by His Honor Mayor George C.Milias. Present:Councilmen Carl W.Pate,J.Hughes Kennedy,Charles Gallo, George W.\Vhite,Jack W.Ronald. Absent:Councilman Courtland M.Rush. The Mayor alli10UnCes that the purpose of this meeting is to dis- discuss the budget and set the tax rate for the fiscal year 1953- 1954. Councilman Pate,chairman of the Finance Committee,now reports on budget figures agreed upon by the Finance Committee. Mr. Everett Wentworth,member of the Board of Directors of the Gilroj Golf Club, now appears before the Council to discuss the club's re- quest for $500.00 for blacktopping the barbecue area and $100.00 for new tables. Mr.Wentworth answers ~uestions asked by members of the Council relative to charges made for use of the barbecue area and the amount of money in the club treasury. Councilman Pate reports that his committee recommends that the tax rate for the fiscal year be set at $1.50 per $100.00 of assessed valuationt In order th accomplish this certain items would have to be deleted:$5500. from the Street Department;$2000. from the Buildings and Grounds for improvement of Renz Park; $1600. from the Buuldings and Grounds for repairs and painting at the Fire House; $500.from the Golf Club request,The Ch~ber of Commerce vequest cut to $1500. 1435 with an additional $500.to be granted when the chamber presents a plan satisfactory to the Council for Christmas decorations. Motion by Councilman Ronald,seconded by Councilman Pate and carried that the budget totalling $222,008.for the fiscal year 1953-54 as approved by the Finance Committee be accepted and the tax rate for the fiscal year 1953-1954 be $1.50 per $100. of assessed valuation, with the following rates to apply: General Fund Library Fund 1927 Bond Fund 1940 Bond Fund Park & Recreation Fund Outfall Sewer Fund Reserve Fund TOTAL $'.582 .116 .104 .034 .048 .096 ~ .1)20 mWQQ Councilman Kennedy calls for a roll call vote to adopt the budget as presented by the Finance Committee and set the tax rate at $1.50 per $lOO.of assessed valuation for the fiscal year 1953-54. Councilman Pate presents a request from St.Stephen's Guild to use the city property lying between the Bank of America building and the J.C.Penny Company store for a runmage sale on September 10,11 and 12, 1953 · Motion by Councilman V~ite,seconded by Councilman Ronald wld carried that St.Stephen's Guild be granted permission to hold a rwnmage sale sale September 10,11 and 12,1953 on city property located between the Bank of America building and the J.C.Penny Company store. Councilman Pate discusses a recent appraisal made by insuranca company engineers on city property and recommends that the valuations be increased $~1,000. to a total of $226,504.80 which calls for an total increase of premium for five years of $369.05. Motion by Councilman Kennedy,seconded by Councilman Pate and carried that valuation for insurance purposes on city properties be increased to $226,504.&0 with additional premiwn to be paid of $369.05 over a 5 year period. The matter of bids for two police cars is now discussed and bids re-read. 143G A cQmmun~cation is read from Byers Bros.,one of the bidders, stating that an error had been made in prenting their bid. Motion by Councilman White,seconded by Councilman Ronald and carried that the bid of Madonna Motors for two Plymoutll,Mo~el P24 automobiles for the sum of $2,745.00 including the two automobiles now used by the Police Department,be accepted and that the Clerk write a letter to Byers Bros. advising them that they have been relieved of any responsibility for delivery of the automobiles on their bid it being recognized that the figures presented were in I -.J error. The City Attorney now presents and reads ORDINMJCE NO.50B. Motion by Councilman Gallo,seconded by Councilman Kennedy that ORDINANCE NO.50B be adopted: ORDIN&~CE NO.50B AN ORDINANCE OF THE CITY OF GILROY M1IENDING SECTION 71 OF ORDINANCE NO.480 OF SAID CITYfRELATING TO THE REGULATION AND CONTROL OF TRAFFIC' UPON THE PUBLI C STREETS OF THE CITY OF GILROY BY PROVIDING FOR AN ADDITIONAL STOP INTERSECTION.
