Minutes 1956/03/26 ~ 1700 Gilroy,California March 26,1956. This regular adjourned meeting of the Common Council is called to order by His Honor Mayor George M.Mason. Present:Councilmen Carl W.Pate,Charles Gallo,Courtland M.Rush, . Kenneth L.Petersen,Segundo Sanchez. Absent:Councilman J.Hughes Kennedy. The Mayor states that this is the time designated for the public hearing on the proposed annexation of the "THIRD NORTHERN ADDITION". A communication is read from the City Planning Commission of the 1701 City of Gilroy recommending that the proposed "THIRD NORTHERN ADDITION" be annexed to the City of Gilroy. The Mayor now asks if there is anyone present who desires to speak against the proposed annexation. No person appears to speak against the proposed annexation. The City Attorney now presents and reads ORDINANCE NO.539. Motion by Councilman Rush,seconded by Councilman Pate that ORDINANCE No.539 be adopted. ORDINANCE NO.539 AN ORDINANCE PROVIDING FOR THE ALTERATIONS OF THE BOUNDARIES OF THE CITY OF GILROY BY THE ANNEXATION THERETO OF CERTAIN UNINHABITED TERRITORY,TO BE KNOWN AS "THIRD NORTHERN ADDITION 'TO THE CITY OF GILROY",AND FOR THE INCORPORATION OF SUCH ANNEXED TERRITORY IN AND AS A PART OF SUCH MUNICIPALITY FOR THE GOVERNMENT AND MUNICIPAL CONTROL OF SUCH ANNEXED TERRITORY. Mr.Jack DeBell, owner of the property included in the "THIRD NORTHERN ADDITION" now appears before the Council and presents a I .....',.. tentative map of a proposed subdivision to be known as "SHERWOOD PARK" . The tentative map of the proposed subdivision known as "SHERWOOD PARK" is ordered referred to the City Planning Commission of the City of Gilroy. Councilman Pate reports that the Ordinance Committee has discussed the repeal of ORDINANCE NO.4l8 and recommend that this ordinance be repealed. The City Attorney presents and reads ORDINANCE NO.540. ORDINANCE NO.540 AN ORDINANCE REPEALING ORDINANCE NO.4l8 OF THE CITY OF GILROY REGULATING THE HOURS OF BUSINESS WHEN,AND THE PLACE OF BUSINESS WHERE, UNCURED AND UNCOOKED MEATS ARE SOLD,OFFERED SALE,RECEIVED OR DELIVERED. The Mayor reports on the meeting attended by Councilmen Petersen, 1-0') . I. " ~a ~ Kennedy Sanchez,~nd himself with the Board of Supervisors at which meeting the matter of a county-wide sales tax was discussed. The Mayor reported that the cities offered the county 5% of sales tax collected within the cities with no strings attached and 10% if the money is used for flood control. Councilmen Petersen and Sanchez also dis- cuss their reaction ato the meeting. It is unanimously agreed to wait for further word from the Inter-City Council. Councilman Sanchez reports that he called at the P.M.A.office in San Jose and requested that forms be sent to the Clerk to make application for channel work on'the Llagas Creek at the city sewer ] farm. Councilman Petersen discusses the matter of obtaining property as a site for the proposed new armory and states that he understands that the Elementary School Board would be willing to discuss the sale of a portion of their Wren Avenue property for a possible armory site but that the board was not interested in disposing of any of the property on south Hanna Street between 8th and 9th streets. The Mayor reports that Senator Jack Thompson had called him on the telephone to advise him that the armory appropriation for Gilroy had been reported out of committee at Sacramento. It is unanimously ~ agreed that the Buildings and Grounds Committee and other members of the Council meet with the Elementary Board of Trustees to discuss the matter of an armory site further. The City Clerk reports that the firm of Higgins and Root,architects, have agreed to submit two sketches of the proposed new city hall building without charge to th~ city. Councilman Pate reports that he has discussed the matter of park- ing spaces in front of the Motor Vehicles office to be used by the examiner in giving driving tests and believes that a satisfactory agreement can be reached. Councilman Pate reports that "YIELD RIGHT OF WAY" sigDs have been installed at Martin and Railroad streets but he is seeking addit- ional information on the signs proposed to be erected at Forest ] and Lewis streets.
