This regular monthly meeting of the Common Council is called to
order by His Honor Mayor George M.Mason.
Present:Cpuncilmen Charles Gallo,J.Hughes Kennedy,Courtland M.Rush,
Kenneth L.Petersen,Segundo Sanchez. Absent:Councilman Carl W.Pate.
The Mayor now asks if all Councilmen have received a copy of the
minutes of the regular monthly meeting of March 5,1956, and the

regular adjourned meeting of March 12,1956.
All Councilmen answer in the affirmative.
The Mayor now asks if there are any errors or corrections to be made
in the minutes.
No errors being noted and no corrections to be made the Mayor now
declares the minutes of the regular monthly meeting of March 5,1956
and the regular adjourned meeting of March 12,1956, approved.
This being the time specified in notice calling for bids to furnish
a pump for the new water well located on South Forest Street, which were
mailed to various dealers, five bids are presented and read.:

It is unanimously agreed that all of the bids be referred to the
Water Committee for study and recommendation and that the committee
report to the Council within ten days.
Councilman Sanchez reports that the application to P.M.A. for work
on the Llagas Creek at the Sewer Farm has been referred to the Soil
Conservation Service and they will visit the site of the proposed
work to ascertain what the work will consist of.
City Attorney Johnson states that he has nothing further to report
on the proposed lighting district.

Councilman Rush,chairman of the Finance Committee, reports that
his committee met on March 30,1956 and discussed the request of the

Police Officers for an increase in salary. The committee recommends
that a clothing allowance of $5.00 per month be granted to each
officer and the sick lea~e provided for at present remain at two weeks
with a further recommendation that upon the recommendation of the City
Marshal a member of his department would be granted further sick leave
if he believed,after investigation, that further leave was justified.

Motion by Councilman Sanchez,seconded by Councilman Gallo and
carried that a clothing allowance of $5.00 per month be made to
all Police Officers and that sick leave be cumulative to four weeks
in a period of two years and if a longer period of sick leave is
necessary the Council will accept the recommendation of the depart-
ment head,the cumulative sick leave to apply to all city employees
and department heads.
Councilman Kennedy reports that the Elementary School board favors
the Wren Avenue site for the proposed armory building. It is unanim-
ously agreed that Councilman Kennedy arrange a meeting with the
Elementary School board to discuss the Wren Avenue property.
A communication is read from City Marshal Harold Sturla report-
ing to the Council conduct unbecaming an officer of his department-
Police Officer Filbert J.Lujan.
City Marshal Sturla now appears before the Council and presents
City of Gilroy Police Department-Supplementary Report with ref-
erence to Police Officer Filbert J.Lujan signed by the investigating
Police Officer Sergeant E.Piedmont and dated March 30,1956.
The Mayor now asks if the Councilmen would care to hear the
report of Sergeant E.Piedmont read. All answer in the negative
agreeing that they were fimiliar with the matter.
Motion by Councilman Petersen, seconded by Councilman Rush and
carried that the City Clerk write a letter to Mr.Filbert J.Lujan,
540 Welburn Avenue,Gilroy,California,advising him of the charges
that have been made against him, that under Section 37 of the City
Charter and provisions of Ordinance No.466 the Council is ordering
him suspended as a police officer of the City of Gilroy and that
he be advised of his rights in this matter.
A communication, accompanied by two sketches of a proposed City
Hall building, is read from Higgins and Root,architects.
It is unanimously agreed that the City Clerk write a letter to
the City Clerk of Paso Robles and ask him to send us,on lean, the
floor plan of their new City Hall building.
A communication signed by Bruce Jacobs for Italo Canepa,J.H.
Wentworth and Manso Nakagami,property owners on North Monterey
Road adjoin~ng the old North City Limits of the City requesting
the Council to initiate all necessary proceedings to require a
uniform twenty foot setback along the newly annexed area.

Mrs.:Phoebe Christopherson, tenant of the Canepa property,now appears
before the Council to discuss the request for a uniform setback and
and states that she understood there was an agreement between Mr.
Canepa and Mr.Victor LoBue,owner of the property adjoining the Canepa
. on the north, to observe a twenty foot setback for Mr.LoBue's build-
ing.
City Attorney Johnson advises the Council that building permits

can be held up when a zoning matter is being considered.
Councilman Kennedy volunteers to contact Mr.Victor LoBue and
arrange a meeting with him and members of the Council to discuss this
matter.
A communication is read from the Public Utilities Commission with
reference to a traffic count they have requested the Southern Pacific
Company to make at the Casey Street and Leavesley Road crossings.
A communication,addressed to Mayor Mason,from Senator John F.
Thompson,is read Senator Thompson advising the Mayor that he favors
allocation of money by the state for an armory building in Gilroy.
This communication is ordered filed.

A communication,with map attached, from Geo.C.Renz Construction Co.,

Inc.,is presented and read, requesting approval of the attached map.
This communication is referred to the City Planning Commission of
the City of Gilroy.
A resolution from the County Planning Commission requesting the
Legislature to establish a State Department of Planning, is presented
and read. It is unanimously agreed that more information be obtained
on this subject before any action is taken.
The street and alley maintenance program for the period June 1,1956
to October 31,1956 is discussed and the City Clerk presents a copy
of the bid form and instructions.

of the Council.
Councilman Rush reports that Councilman Pate has advised him that
he has nothing further to report on the proposed extension of

The Mayor now discusses the replacing of the bridge across Llagas
Creek at the City Sewer Farm.
It is unanimously agreed that the City Engineer be advised to
have plans and specifications for the bridge at the Sewer Farm ready
for Monday,April 9,1956 for the Coun.cil and that the necessary
arrangements be made to advertise for bids for the bridge bids to
be opened at the regular monthly meeting of the Council on Tuesday,

Building Inspector and County Controller are presented and read and
ordered filed.
Application for an Off Sale Beer and Wine license from Milton

Reports of the City officers are presented and read.
Motion by Councilman Sanchez,secpnded by Councilman Petersen

and carried that the reports of city off icers be accepted as
read and ordered filed.
The City Attorney presents a petition of the Pacific Greyhound
Lines through the Public Utilities Commission to discontinue
bus service between Gilroy and Watsonville via Hecker Pass High-
way. It is unanimously agreed that the City not appear to object
to the discontinuance of this service.
Motion by Councilman Rush,seconded by Councilman Sanchez that
bills as presented be allowed and warrants ordered drawn on the
Treasurer.
Motion by Councilman Kennedy,seconded by Councilman Sanchez and
carried that this meeting adjourn to Monday,April 9,1956 at 8
o'clock P.M.,Council chambers,City Hall,Gilroy,California.
