Minutes 1957/01/22 r I Ii 1 RO t ~-: I I Gilroy, California January 22,1957 As His Honor Mayor George C.Milias retires from the Council chambers to organize the Off-Street Parking Commission meeting in the auditorium . of the City Hall Building Councilman Carl W.Pate is designated to act temporarily in the capacity of Mayor and calls this regular adjourned meeting of the Common Council to order. Present:Councilman'Carl W.Pate,Sig Sanchez,Charles Gallo,Kanneth L. Petersen Courtland M.Rush Everett C.Wentworth. The acting Mayor now calls upon Rev.Ernest Tuft of the Presbyterian Church to give the invocation. Councilman Petersen states that he has no report on the Severance school property title. Councilman Sanchez reports that the Recreation Committee has met with the high school tr*stees to discuss the proposed agreement between the city and the school district with reference to the proposed swimming pool;that when the agreement has been completed and checked by the City Attorney it will be nresented to the Council at the next meetinp;. Mayor Milias is now present and occupies his seat at the Council table. , A communication is read from Stokely-~an Camp Company and ~a check in the amount of~150.00 is presented as rent for one year for a portion of the city sewer farm property occupied by their viner station. Motion by Councilman Rush, seconded by Counci lmart <\Nentworth and carried that a one year lease be granted to Stokely-Van Camp Company to use a ~,ortion of the sewer farm,' property for a viner station;the rent to be $150.00 for the period povember,1956 to November 1957. A communication is read from the Superintendent of Schools requesting definite information on the city's requirements for atstreet to be constructed by the school district as a substitute street when Forest Street is closed from I.O.O.F..Avenue to Swanston Lane,said new street to connect I.O.O.F.Avenue with Leavesley Road. It is unanimously agreed that the Street Committee prenare specif- ications for the street as requested by the Superintendent of Schools and present them to the Council. A group of members of the Jordan and Brownell Parent Teachers Associations now appear before the Council to discuss the establishing of a part time crossing guard at First and Hanna streets to protect the school children at this intersection.~ey request that the yellow cross walk in front of the Sparkle Market be eliminated so that all children will have to cross First street at Hanna Street. 180(), It is recommended that the Parent Teachers Associations write to Senator Jack Thompson and the Governor requesting that they invettigate this crossing and urge that actuated crossing signals be constructed at this intersection. Motion by Councilman Wentworth, seconded by Councilman Petersen and carried that a part time guard be provided at First and Hanna streets on a temporary basis and that the Police Committee be empowered to handle the employment of a guard. A communication is read from Purity Stores,Ltd.with reference to the closing of Bane Lane and advising that they will ~eep the Council advised on their future actions. 0 Motion by Councilman Petersen, seconded by Councilman Gallo and . carried that that the architects recommendation for payment to Gordon E.Farotte,contractor,for work on the Library Improvement project,be accepted and that Gordon E.Farotte be paid the sum of i~4,367 .47 for work completed during the month of December,1956. A communication is read from W.J.Hanna,Jr.recommending the accept- ance of the tentative map of "Eschenburg Park Unit No.l",as presented. A communication is read from W.J.Hanna,City Engineer,recommending that a bond of ~10,000.00 be posted by the subdi~iders of "Eschenb~rg Park Unit No.1" to cover estimated cost of all improvements. Motion by Councilman Pate, seconded by Councilman Gallo and carried that the map of "Eschenburg Park Unit Noll" as presented be accepted subject to the execution of an agreement by the subdividers and posting of a bond,to be approved by the City Attorney, in the amount of $lO,yOO.OO,as recommended by the City Engineer, to cover estimated cost of all improvements required by the City. Building Inspector Byron Brown presents a request from Hughes Construction Company for water service and sewer service in a tract located on the west side of Forest street between Swanston Lane and Leavesley Road. It is unanimously agreed that the City Engineer,the Water and Sewer committees of the Council draw up plans for servicing this tract with water and sewer and as soon as the plans are completed to meet with the property owners in the tract and discuss the matter of providing the services for the tract and later to report the results of this J me~~~~~iI~a~h~e~~~~~~l~iscusses the request of Stephen Brem for water : ,~ service at his home located at the south end of the extension of Alexander Street south of 9th Street. This matter is referred to the Water Committee for investigation. Councilman Petersen discusses the matter of the schools particip- ating in the cost of school crossing guards stating that the Peninsula Division of the League of California Cities endorsed this move at a recent meeting. The City Attorney is instructed to prepare a resolution endorsing the joint participation by school and city in the cost of hiring crossing guards,to be forwarded, after passage, to the chairman of the committee from the Peninsula Division of the League of California Cities. The City Attorney reports that he has a title company's report of a title search to determine ownershmp of the property upon which the Severance school is located. It is unanimously agreed that the City Attorney advise the Boards of Trustees of the local school districts, the County Counsel of Santa Clara County and the Superintendent of Schools of Santa Clara County of the title company's findings in the title search to determine the ownership of the Severance school property.
