This regular adjourned meeting of the Common
order by His Honor Mayor George C.Milias.
Present:Councilmen Carl W.Pate,Sig Sanchez, Charles Gallo,Kenneth
L.~etersen,Courtland M.Rush,Everett C.Wentworth.
, This being the time specified in a legal notice published in the
Gilroy Evening Dispatch calling a hearing on the application of the
Pacific Gas and Electric Company for gas and electric franchises the
Mayor now calls upon Councilman Pate, chairman of the Finance Committee
for a report.
Councilman Pate calls upon Mr.Roy O.Mead,local manager of the Pacific
Gas and Eiectric Company,who states that the proposed franchises are
in the hands of the City Attorney.
The Mayor relates the history of the previous franchises and reviews
what the Council expects in the new franchises.
The City Attorney presents and reads the proposed Gas franchise.
The City Attorney presents and reads the proposed Electric franchise.
Mr.Sproul of the legal department of Pacific Gas and Electric
Company is called upon the discuss the franchises~
Mr.Mead states that the total amount due the City over and above
the "pegged" amount paid to the City by the Company over the preceeding
three years will be paid to the City with 5% interest added from due
date to the effective date of the franchises.
The City Attorney presents and reads a letter from the Department of
Public Works, Division of Highways with reference to any future relocation
of poles and pipes of Pacific Gas and Eleztric Company. No action is
taken on this matter.
Motion by Coincilman Pate, seconded by Councilman Rush that ORDINANCE

ALL PURPOSES UNDER,ALONG,ACROSS OR UPON THE PUBLIC STREETS AND
PLACES AS THE SAME NOW OR MAY HEREAFTER EXIST WITHIN THE CITY OF
GILROY.

The Mayor now thanks the Company officials for their cooperation
in the franchise transactions and also thanks the Finance Committee
and members of the Council for their diligence in this matter.
Mr.Mead thanks the Council for for their courtesey during the
entire time the franchises were being discussed.
Councilman Rush,chairman of the Public Health and Safety Committee,
now reports on his committee's investigation of more safety at rail-
road crossings within the city limits;that crossing gates at seven
crossings within the city would cost the city approximately $35,000.00
with the state furnishing one-quarter of the cost,the city one-quarter
and the railroad company one-half of the cost.
The Public Health and Safety Committee recommend that arterial
"STOP" signs be placed. on both sides of all railrmad crossings in the
city;that permission be requested from the Division of Highways to
place "STOP" signs at the Old Gilroy Street crossing and that flexible
rubber traffic guides with the word "STOP" be placed in the center
of each lane of traffic on each side of all crossings.
Motion by Councilman Wentworth,seconded by Councilman Rush and
carried that the Ordinance Committee and the Public Health and Safety
Committee draft an ordinance to place arterial "STOP" signs on both
sides of all railroad crossings within the City limits;the flexible
rubber traffic guides with the word "STOP" imprinted thereon be placed
in the traffic lane on each side o~ all railroad crossings and that
permission be requested from the Division of Highways to place the
arterial "STOP" si~s on either side of the Old Gilroy Street cross-
ing.
It is unanimously agreed that the Public Health and Safety Committee
investigate the possibility ot securing state allocated tunds tor
defraying a portion of the cost of crossing gates.
Mrs.Hannah Costello,member of a committee formed to advocate greater
protection at railroad~crossings,appears before the Council and asks
to be briefed on what the Council has determined to do about the
crossings.The Mayor explains the action of the Council. on this matter
and Mr..Costello thanks the Council for their interest and the action
they have taken.
Councilman Sanchez discusses the matter of the accessory building
constructed by Wr.George White on his property at 300 N.Princevalle
Street and suggests that a directive be sent to Mr. White with ref-
erence to having his accessory building conform 1,<to'~ the Zoning
Ordinance ,provisions.
Motion by Councilman Sanchez,seconded by Councilman Pate and
carried that the City Attorney notify Mr. George White,300 North
Princevalle Street,in writing, that thirty days from this date
(May 13,1957)that the accessory building located on the rear of his
property must be made to conform with the provisions of Ordinance
No.422,commonly known at the Zoning Ordinance of the City of Gilroy.
The City Attorney discusses the matter of an easement for overhead
wires for electroliers in the Renz Addition stating that two ease-
ments must be obtained before the Pacific Gas and Electric Company
can proceed with the construction of the elctrolier system.
Councilman Gallo,chairman of the Lighting Committee,states that
he will discuss this matter with the two property owners concerned.
Councilman Wentworth,chairman of the Sewer Committee,states that
his committee and the Ordinance Committee will meet Thursday to
draw up an ordinance with reference to the payment of $100.00 per
lot by subdividers for drainage.
'Cpuncilman Petersea,chairman of the Buildings and Grounds Committee,
reports that the Recreation Commission recommends that the same plan
that was used last year to take care of the Little League baseball
grounds be used this year.
Motion by Councilman Petersen,seconded by Councilman Sanchez and
carried that Little League baseball park be taken care of the same
as last year,i.e.the school to mow the grass the city to furnish a
man to water the grass and take care of the playing field during
the season.

Councilman Petersen reports that the floor of the basement in the
library building is commencing to crack and suggests the floor be
- covered with asphalt tile at a cost of approximately $300.00.
It is unanimously agreed that the Buildings and Grounds Committee
secure a figure on the cost of asphalt tile and that a filler be
placed on the floor of the library basement before the tile is laid.
The chairman agrees to submit his cost figures at the meeting of May
20,1957.
Councilman Petersen reports that the planting of the lawn at the
First and Prmucevalle streets park has been completed.
Councilman Pate urges the Councilmen to start giving some thought
to budget figures for the coming fiscal year.
The Mayor discusses the possibility of leasing the Las Animas Hospital
~ Reservation site from Miller and Lux, Incorporated for a park and
playground.
Motion by Councilman Sanchez,seconded by Councilman Gallo and carried
that the City Clerk be instructed to write to Miller and Lux,Incorpor-
ated and request a meeting with the trustees of the corporation to
discuss the leasing, for a long per~od of time , the Las Animas Hospital
Reservation site for use as a park and playground by the City.
The Mayor suggests that the school crossing guard at First and
Hanna streets make a count of the number of school children using the
intersection to go to and come from school each day and the number of
vehicles passing through the intersection during an eight hour period.
It is unanimously agreed to withhold action on the contract between
promoters of a simulated bull fight and the city until the June
meeting.
Motion by Councilman Pate,seconded by Councilman Sanchez and carried
that this meeting adjourn to Monday,May 20,1957 at g o'clock p.m.,
Council chambers,City Hall,Gilroy,California.
