This re~ular adjourned meeting of the Common Council is called
to order by his Honor George C. Milias.
Present: Councilmen Carl W. Pate, Kenneth L. Petersen, Court-
land M. Rush, Si~ Sanchez, Everett C. W~ntworth, and Charles Gallo.
A communication from the California State Automobile Ass'n.
proposing a one day conference in January of representatives from
cities in California on a pedestrian program and inviting parti-
cipation by the City of Gilroy is read. Councilman Pate su~gests
that the Council support this program. Councilman Sanchez suggests
that this matter be turned over to the Public Health and Safety
Committee to make arrangements for participation by the City of
Gilroy.
The Mayor now suggests that the California State Automobile Ass'n.
make a survey of the numerous stop signs in the streets of the City
of Gilroy and eliminate stop si~ns which are no longer needed.
Motion by Councilman Rush second by Councilman Sanchez and
carried that the Street Committee confer with the California State
Automobile Ass'n. and request a survey of the stop signs in the
streets of the City of Gilroy.
A communication from Gentry Inc. is read, re~arding their hiring
of an engineer to make a study and to report on their sewage problem.
This letter is ordered placed on file until the time when Gentry
can come forth with findings based on their en~ineer's study.
A communication from the Public Utilities Commission is read
stating that November 20th at 10:30 A.M. has been set with the
Southern Pacific Company for a conference regarding the converting
of the railroad crossing signals on Lewis,Martin, Sixth and Old
Gilroy Streets from semi-automatic to fully automatic. ~e Mayor
states that representatives from the Council should be present at
this meeting. ' .
A communication from the Public Utilities Commission is read
stating that December 5th and 6th at 9:30 A.M. Das been set for a
hearing establishing a list of railroad crossings in need of grade
separations. This communication is tabled.
'A letter from Dr. H. B. Long, Superintendent of the Gilroy Pub-
lic Schools is read requesting the City to accept the new street
between Leavesley Road and I.O.O.F. Avenue for maintenance by the
City Street Department and that permission be granted to the Gil-
roy Union High School District to proceed with the closing of
Forest Street as the School District is ready at any time to purchase
the Drime oil for the new street.

Councilman Pate states that the City is hoping to forestall the
closing of Forest Street until spring because of the difficulty of
completing the new street due to uncertain weather. The City Engin-
eer states that the School Board has agreed to wait to close Forest
Street until next spring. This matter is referred to Councilman
Pate, Chairman of the Street Committee, to further discuss this
matter with the representatives of the Gilroy Union High School
District.
At this time lir. Edmond Bullard, Principal of Gilroy Union High
School states that government students from the S nior Class are
present hoping to learn more: about local government, which is part
of their present school program.
'E'1e hearing on the rezoning of a portion of the Howson Tract
has been set for this date.
The City Attorney presents and reads Ordinance No. 564.
The Mayor now asks if there are any protests or comments on the
proposed rezoning.
Motion by Councilman Rush, second by Councilman Pate that Ordin-
ance No. 564 be adopted.

The Mayor asks the City Attorney if there has been any progress
on the Miller Avenue annexation.
The City Attorney reports there has been no progress because the
description of the territory proposed to be annexed did not meet the
requirements of the Boundaries Commission. He states th~t he will
submit a new description.
Mr. W. C. Jordan asks if there is any thing that can be done to
expedite the proposed annexation. The City Attorney states that he
will call the Mayor when he finishes the new description, who in
turn can call a Special meeting to facilitate the action to be
taken fe~ the annexation.
Councilman W2ntworth reports that the members of the Sewer Com-
mittee have read the reuort from the League of California Cities con-
cerning various cities,'ordinances pertaining to sewer connections
out side the city limits. Councilman'!lentworth asks that this matter
be brought up at the next meeting after the Sewer Committee has had
a meeting on this matter.
The report of the proposed enlargement of the sewer plant is
tabled until the next meeting.
Councilman Petersen reports that the letter from Ben Levin states'
that he will lease the property on South l"10nterey Street for an off-
street parking lot and that the other property owners have given a
verbal agreement to lease the property to the City of Gilroy. Council-
man Petersen states that he will report back at the next meeting on
the progress.
Councilman Gallo states that the City should not go to a lot of
expense on a parking lot which is owned by someone else and which may
be sold at anytime.
The City Clerk is instructed to find out how much the City and
County taxes are on the properties under consideration as parking
lots.
Councilman Petersen reports on the progress concerning the moving
of the City offices to the vfueeler Auditorium. He states that the

remodeling itself will not be too expensive. The two main items
which are-'considered expensive are the Air-Conditioning and Heat-
ing System and the counters. Councilman Petersen also states that
he is not sure that the Councils' Chambers should be where the
kitchen is now. He also states that an estimated figure for the
counters has been obtained from Remington Rand and an estimated
figure of ~3500. has been obtained for the combination air-condi-
tioning and heating system. Councilman Petersen states that the
City Clerk and himself are going to visit the City offices in
Santa Cruz, Thursday at 10:00 A.M., and that anyone else who would
like to gO is welcome. He also states that he will renort back to
the Council when all estimates are complete. "
The Mayor states that the Council will meet over at the W''1eeler
Auditorium with the Buildings and Grounds Committee at the Com-
mittee's pleasure.
The Mayor now gives a renort on the meeting between the Mor-
gan Hill and Gilroy City Councils on the South County Plan and the
annexation problem between Morgan Hill and San Jose. He states
that it was requested that two members from the Council, two from
the Planning Commission, two from San Martin, and four from ~10rgan
Hill meet wi th the San ,Jose City Council. He states that it was
also suggested that the Gilroy Council pass a resolution which would
p;ive Horgan Hill moral support when meeting with the San Jose City
Council.
The Mayor states that r1r. Hammond, City Manager of San Jose.
stated that San' Jose is not interested in taking over Morgan Hill
or San Martin, but that they wish to go as far as Coyote as they
are the only ones who are able to handle the sewage problem in that
area. .
T'1e Mayor suggests that we endorse the orderly growth as nre-
scribed in the County Plan and go along with Morgan Hill in its
desire for an orderly growth.
Motion by Councilman Pate second by Councilman Sanchez and
carried that Morgan Hill be notified that the City of Gilroy is
in accord with the south county plan in general and with the idenity
of the cities of Gilroy and Morgan Hill remaining as they exist
today. . .
The Mayor and Councilman Sanchez are appointed as representa-
tives from the Common Council to meet with San Jose City Council.
The City Clerk is instructed to notify the Mayor of Morgan
Hill of the Motion passed and that reuresentatives from the Common
Council have been appointed to meet with San Jose.
There is some discussion at this time on the burrough system
and strip annexation.
Councilman Sanchez reports that there is a Police Commission
meeting tomorrow night and any Councilmen who would like to attend
would be welcome.
Cotincilman Rush reports that Dan Lemos and Mr. Woodard, Princi-
pal of Brownell School, are working on a General Safety Program of
Brownell School and that two members from the Council are requested
to be present at a meeting to be scheduled.
It is decided that the Fublic Health and Safety Committee
Chairman be present and one other member from the committee, who is
to be selected by Chairman Rush.
The City Clerk reports that the counters for the offices at the
Wheeler Auditorium can in all probability be financed from next
year's budget.
An application for an on-sale beer license for Old Bouth Cafe
~s read. All Councilmen have no objections to this application.
Reports on water samples taken by the Santa Clara County Health
Department during October are read. These reports are satisfactorI
and are ordered filed.
There being no further business this Council meeting is
adjourned.
