Present: Councilmen Carl W. Pate, Kenneth L. Petersen, Court-
land M. Rush, Sig )3anchez, Charles Gallo, and Everettifventworth.

The Mayor now asks if all Councilmen have received copies of
the minutes of the regular monthlv meetin~ of December 2nd and the
re~ular adjourned meeting of December 16th.
All Councilmen answer in the affirmative.

ciation is read stating that the Pedestrian Protection Conference

A notice is read setting January 9, 1958, for an Inter-City
Council Meeting and the City Administrator is ordered to find
out where the meeting will be held and to so notify each Council-
man.
A letter from the City Manager at Petaluma reO'ardino: steps
to eXDedite the National Guard Armory Building Program is read.
Motion by Councilman Petersen second by Councilman Rush and
carried that the City Administrator write Con~ressman.Charles
Gubser, regarding the lag in the National Guard Armory Constru-
ction Program and particularly to the appronriation of federal and
state funds for armory construction.
A letter from the City Manager of Palo Alto asking for sug-
gestions and comments on a proposed presentation of a plan for a
Statewide Freeway System is read and ordered filed.
A letter in answer to our request from Sheriff Hawley re-
garding excessive speed of a car from the Sheriff's department
on December 14, 1957, is read and ordered filed.
A letter from Dr. Warren L. Byers, Assittant CubcMaster of
Gilroy Cub Packlf95, is read, requesting permission to use the
~'1eeler Auditorium for their yearly Blue and Gold dinner on Feb-
ruary 26, 1958. Motion by Councilman Petersen second by Council- O'i. .
man Sanchez and carried that Gilroy Cub Pack 195 be given permis- , .
sion to use the W1eeler Auditorium on February 2h, 195q. T'1e
City Clerk is instructed to notify Dr. Warren Byers of the per-
mission ~rant.ed.
A letter from Walter J. Hanna Jr., City Engineer, is read
recommending a progress payment of $3864.80 be made to Geo. C.
-.-- Renz 'Construction Company for work done on the extension of
___M:exander Street from Ninth Street to Banes Lane. TJIotion by
Councilman Pate second by Councilman Wentworth and carried that
George C. Renz Construction Company be paid~3q64.80 for the ex-
tension of Alexander Street as recommended by the City Engineer.
The City Administrator now reads bids from L. J. Kroeger
and Associates, Associated Consultants, and California State
Cooperative Personnel Services regarding a possible salary survey
for the City of Gilroy. Councilman Pate suggests that the three
bids be held in abeyance until the Finance Committee and City
Administrator can communicate with these management consultants
and report to the Council after consultation. All Councilmen agree
on this suggestion.
A letter from the Division of Highways regarding an auto-
matic traffic signal at First and Hanna Streets is read, and this
matter is tabled.
A communication from L. R. Westwater, claims adjuster is read
regarding the settlement of a ~laim for fire loss at the Gvm-
khana Gro'unds statingthat~lh29.00 will be Daid. Motion by J.;
Councilman Petersen second by Councilman Pate and carried th~t '".
the ~1629.00 offered for fire damages at the Gymkhana Grounds be
accented and that a check for that amount from the insurance
companies be sent to the City of Gilroy for settlement.
A letter of resignation from Byron Brown, Building Inspector,
is read. Motion by Councilman Sanchez second by Councilman Pate
and carried tffit the Common Council accept Byron Brown's resigna-
tion with regret and that the City Clerk be instructed to write
a letter expressing the Council's gratitude for his many years of
faithful service.
A letter addressed to Councilman Pate r~arding the closing
of the Gilroy Purity warehouse on February 14, 1958, is read and
ordered filed.

A letter from the Gilroy Union High School Band Director,
A. A. Tulumello, is read~ requesting use of the ~'1eeler Auditorium
on February 19th and 20th, 1958, for the purpose of holding a
band concert and clinic, profits, if any, to go into the High
School Band Fund. Motion by Councilman Pate second by Council-
man Petersen and carried that the High School Band be granted
use of the Wheeler Auditorium without charge on February 19th
and 20th, 1958. The City Clerk is instructed to so notify
band director, Mr. A. A. Tulumello.
Tne City Clerk reports that the deeds for the extension of
the Alley between Seventh and Eighth Streets and Hanna and
Dowdy Streets are drawn. The City Attorney reports that the
deeds must be rewritten and will be ready for Mr. Jordan to ob-
tain the signatures of the various property owners in time for a
report at the next Council meeting.
The City Attorney renorts that the Miller Avenue annexation
description" is in or~er,-and presents Resolution No. 45~.
Motion by Councilman Sanchez second bv Councilman Pate that
Rasolution N~. 456 be adopted. -

CIRCULATE PETITION FOR THE ANNEXATION OF TERRITORY TO T1E
CITY OF GILROY AND APPROVING THE CIRCULATION OF SAID PETITION.

The City Administrator is instructed to publish the proner
notices for the election in the Miller Avenue annexation. _
The City Clerk rem rts that the amount of City taxes on lots------
proposed for the off-street parking are as follows: Peters ~ot
$71.70; Ciabattari :~26.75, and Paganucci ~26.25. This matter
is referred to committee for study.
Councilman Pate reports that the proposal for combining the
City's and the American Trusts Companys' off-street parking lots
will need further negotiation.
The City Administrator reports that he has not received the
bond on the Castlewood Park Unit No. 3. r~e City Attorney states
that the contract was given to Mr. Filice for si~nature and has
not as yet been returned to him.
Councilman Sanchez reports that he is waiting for additional
information from a Federal Agency which may be able to give us
financial aid on the proposed water line from the dam on Uvas
Creek.
Councilman Sanchez reports that Dr. Young informed him that
the County Planning Commission's growth and development plan for
the City of Gilroy is now ready for inspection and study by the
Council. He states that on January 20, 195~, the Board of Suner-
visors will give their approval or disapproval of the South
County Plan. He also states that if any Councilmen attend this
meeting they can at the same time discuss the City's growth and
develonment nlan with Dr. Young. Councilman Sanchez suo:gests
that the Planning Commission be informed of this meeting.
. Gouncilman Wentworth suggests that the City Clerk write a
letter to the Water Pollution Board to see if they will allow the
City to have the cannery wastes by-pass the sewer disposal plant
and run directly through the storm sewer line to filter beds.
The City Engineer states that this was done in Hollister and
worked out very satisfactory.

Councilman Pate reports that the repairs on La Coche Way are
completed and commends SUDt. of Streets, Mike Martin, on a very
satisfactory job.
The Mayor reports that the Division of Hir;hways no lon,\er
makes automobile checks for vehicles that are hazardous on the
highways. The Mayor suggests that the Gilroy Police Department
carry out such a survey. Councilman Sanchez states that he will
bring this matter up at the next Police meeting.
Reports of the Police Department, the Gilroy Volunteer Fire
DeDartment for 1957, and the Building Inspector are presented and
read.
Motion by Councilman Petersen second by Councilman Wentworth
and carried that these reports be accented as read.
Reports on water samples taken by'the Santa Clara County
Health Department on December 12th and 19th are read. T'1ese re-
ports are satisfactorv and are ordered filed.
Reports of City officers are presented and read. Motion bv
Councilman Rush second by Councilman Sanchez and carried that the
renorts of the City officers be accepted as read and nlaced on
file.
Motion by Councilman Pate second by Councilman Rush and
carried that bills as nresented be allowed and warrants ordered
drawn on the Treasurer~
The City Administrator reports that the old Sterling Lumber
Company property is creating a problem for the Police Denart-
mente The City Clerk sug~ests that a letter be written to the
Sterling Lumber Comnany requestin~ that the buildings be demolish-
ed. The City Clerk is directed to write the letter.
Councilman Rush reports that the license ordinance should be
revised particularly the service station license. This matter
is referred. to the Ordinance Committee.
Councilman Petersen reports that the plans for moving of the
city offices are progressing and the combination air conditionino:
and heating system bids will be oDened on January 20, 1958.
Motion by Councilman Sanchez second by Councilman Gallo and
carried that this meeting adjourn to Mondav, January 20, 1958,
at 8 o'clock p.m., Council Chambers, City Hall, Gilroy, California.
