Minutes 1959/01/19 ~1956. I ~ Gilroy, California January 19, 1959 This regular adjourned meeting of the Common Council is called to order by His Honor Sig Sanchez. Present: Councilmen Carl W. Pate Courtland M. Rush, Everett C. Wentworth, and Wilford E. jordan. Absent: Council- men Kenneth L. Petersen and Charles Gallo. A letter is read from Jordan P.T.A. requesting use of Wheeler Auditorium for a puppet show. Motion by Councilman Pate second by Councilman Rush and carried that Jordan P.T.A. be granted their request for use of Wheeler Auditorium free of charge and that City Clerk Carr arrange with them for a date for the puppet show. . An application for an On Sale liquor license from Thomas P. and Elsie vfuite is presented and read. The City Clerk is instructed to contact the City Marshal to see if this applica- tion is in order. A letter is read from the chairman of the Charter Commit- tee inviting the City Council to Charter Committee meetings. Mr. Bruce Jacobs, Chairman of the committee, comes before the Council stating that he is present to answer any questions that he is asked by the Council, which they might have con- cerning the committee. There are no questions. Councilman Petersen enters and takes his seat at the Council table. A letter is read from Howard Campen, County Executive, giving notice of a meeting on February 3, 1959, at which time De Leuw Cather Company will make their final traffic report. Director of Public Works Kludt suggests that an ordinance be adoptee controlling the planting of trees in the parking areas of the city. He also submits a suggested list of the trees to be allowed to be nlanted and the new tree removal permits. Councilman Pate ~ecommends that Max Kludt prepare an ordinance and bring it before the Council for approval. Councilman Pate reports that representatives from the Southern Pacific Company have been down recently to survey the property in back of Chappell Pump Company, Busy Bee, and others north of I.O.O.F. Avenue for a proposed alley. The Southern Pacific Company will notify the City within a few weeks if they will allow this alley on their property. Councilman Pate reports that the Assistant En~ineer from the Southern Pacific Company also discussed the Southern Pacific property north of Lewis Street in back of the Regal Service Station which the City proposes to rent for a park- ing lot. He also said that the company will ~ive their answer in a few weeks regarding this property. . Purchasing Agent Reinsch reports on parking meters for the city parking lot. He states that he has received infor- mation from four companies. Councilman Wentworth suggests that a survey of Monterey Street and the side streets be in- vestigated for proposed parking meters. Councilmen Pate and .. c "".,.. " '.... . fr-.' I I '\-J 1'157 the Mayor suggests that parking meters be tried on the lots first. Discussion is had on the matter. The Mayor requests that the Chamber of Commerce conduct a survey of the down- town merchants for parking meters from Seventh to Third Streets on ~lonterey Street and on the side streets between Eigleberry and Monterey Streets and Railroad and Monterey Streets, after which time the Parking Commission can study the survey. I;Ir. Kenneth f1urdoch from the Chamber of Commerce is present and states that he will conduct the survey. The Mayor instructs r~ax Kludt and Graydon Carr to decide on what streets the survey should be made for the installation of parking meters. The annuarl report of the Volunteer Fire Department is read. Discussion is had on the possibility of the purchase of an add- itional resuscitator to be on hand in case the present machine is in use elsewhere. Councilman Pate suggest s the Rural Fire Department may have an extra stand-by on hand. I~otion by Councilman Rush second bv Councilman Pate and carried that the report of the Bolunteer Fire Department be accepted as read and that a complimentary letter be written to Jack Ramazane, Fire Chief for submitting a full and complete report. Chief Administrative Carr requests a delay until February 2, 1959, for recommending the insurance company for the Employee Retirement Plan. The request is granted. The Mayor asks Councilman Jordan, Chairman of the Water Committee if he has any recommendation regarding the participa- tion by the City in the Feather River Project Association pro- gram. Councilman Jordan does not recommend participation in the program. Discussion is had on the matter. No action is taken. Councilman Petersen suggests that some sort of plan should be made for the further development of r'Uller Park. He states that some organizations may wish to plant trees in the park and a plan would be necessary. It is suggested that the local nurserymen be given the opportunity to develop plans for the park. The City Clerk requests that the Council read the auditor's second quarterly report. Chief administrative Officer Carr asks the Councilmen if any of them will be going to the League of California Cities dinner in Los Gatos on January 22nd. Councilmen Pate and Wentworth state that they will attend. The City Clerk also reports that the Sewer Committee will meet on January 28th at 10:00 a.m. with rjlr. Curlin of County Flood Control. Resolution No. 495 is presented by the City Attorney. Motion by Councilman Pate second by Councilman Rush that Resolution No. 495 be adopted.
