Minutes 1959/06/15 r Gilroy, California June 15, 1959 This regular adjourned meeting of the Common Council is called to order by His Honor Sig Sanchez. Present: Councilmen Carl W. Pate, Courtland M. Rush,_ 1983 1984 Everett C. Wentworth, Charles Gallo, and Wilford E. Jordan. Absent: Councilman Kenneth L. Petersen. A request is read for a 'transfer of an on sale liquor li- cense from Villafranca to Tognetti and Villafranca. Chief Ad- ministrative Officer Carr reports that this request has been re- ferred to the Police Department and there is no objection to the transfer. A request is read for a transfer of an on sale beer license from M. Robeson to James and Ruth McFarland. Chief Administra- tive Officer Carr reports that this request has also been refer- red to the Police Department and there is no objection to the transfer. A letter is read from the Planning Commission recommend- ing that the request of Rev. Ask for permits to establish a church at 71 North Church Street and the construction of a build- ing for a printing plant at the same address be denied. The let- ter also recommends that the City Errgineer be authorized to es- tablish plan lines on the Miller Slough Project. Secretary of the Planning Commission Kludt explains the reason for recommending denial of the church and printing plant permit. No official action is necessary as this request was only for information purposes. Motion by Councilman Pate second by Councilman Rush and carried that City Engineer Hanna Jr. be authorized to establish plan lines for the Miller Slough Project and submit them to the Planning Commission for study. At this time Bruce Jacobs, Chairman of the Charter Committee, submits the final report of the Committee. Mr. Jacobs thanks the Council for employing Mr. Allen Grimes to assist the Charter Com- mittee in preparing the proposed charter. The Mayor on behalf of all the Councilmen thanks the Charter Committee for the ef- ficient job they did in preparing tQe proposed charter. Councilman Pate suggests that complimentary letters be written to each individual member of the Charter~ Committee. Councilman Petersen arrives and takes his seat at the Coun- cil table. Chief Administrative Officer Carr is instructed to write these letters to each of the Charter members. Resolution No. 514 is presented by the City Attorney. Motion by Councilman Wentworth second by Councilman Petersen that Resolution No. 515 be adopted. ~ , RESOLUTION NO. 515 RESOLUTION APPROVING PROPOSED AGREEMENT BETWEEN THE CITY OF GILROY AND FRANK SERAFIN AND CAMILLE SERAFIN RELATING TO EASE- MENT FOR PIPELINE. He also reports that the agreement has 1985 r-: u not been signed as Mr. Gurries is out of town. The Mayor asks the City Attorney to hold the resolution until Mr. Gurries signs the agreement. Ordinance No. 605 is presented and read by the City At- torney. Chief Administrative Officer Carr reports that he has the signed agreement of Paul and Batricia Bowling, and Ernest and Ann R. Filice. Motion by Councilman Rush second by Coun- cilman Gallo that Ordinance No. 605 be adopted. ORDINANCE NO. 605 AN ORDINANCE AMENDING ORDINANCE NO. 594 OF THE CITY OF GILROY BY SUBSTITUTING THE DESCRIPTION OF A PUBLIC UTILITY EASEMENT IN THE PLACE OF THE EASEMENT DESCRIBED IN THE SAID ORDINANCE. Councilman Wentworth, Chairman of the Sewer Committee, recommends that the Council act immediately upon the resolution. Tne Mayor states that Mr. Mike Filice from Filice & Perrelli Cannery is present. Mr. Filice reports , that the Filice & Perrelli Canning Company has no objections to the proposed sewer rates as long as the City keeps these same rates as presented. 1986 Motion by Councilman Wentworth second by Councilman Rush that Resolution No. 518 be adopted. ^ , RESOLUTION NO. 518 A RESOLUTION RESOLVED BY THE COMMON COUNCIL OF THE CITY OF GILROY, FOR THE PURPOSES OF ESTABLISHING RATES FOR INDUSTRIAL SEWER SER- VICE CHARGES. AYES: COUNCILMEN: Pate,Rush, Petersen,Wentworth,Gallo,Jordan NOES: COUNCILMEN:None ABSENT:COUNCILMEN:None A letter is read from the Division of Highways regarding "No Left Hand Turn" signs on Monterey Street during heavy traffic. The Division of Highways reports that no permission is required by t~e City to place these signs on Monterey Street during heavy traffic. A letter is read from the Associated Consul~nts~~~9.ting a~~. price of $45.00 for preparing examinations for ~~t ~~!B -- and $85.00 for preparing and assisting in the examinations for police patrolmen. Chief Administrative Officer Carr reports that he contacted the California State Personnel Board for a price from them and that they do not supervise in examinations. Motion by Council- man Rush second by Councilman Pate and carried that the City ac- cept the quotation of $85.00 of the Associated Consultants. ' A letter is read from the Howard Campen, County Executive of the Board of Supervisors, regarding the South County Building Program which states that the County has no immediate building plans. Discussion is had.. on the matter. The Mayor instructs Chief Administrative Officer Carr to contact Mr. Campen and request a meeting with the Council con- cerning the South County Building Program. ^ A letter is read announcing the election of Mayor Sig San- chez as Vice-President of Santa Clara Inter-City Council. Coun- cilman Rush commends Mayor Sanchez on his appointment and re- quests that he attend every meeting of the Santa Clara Inter- City Council. A letter is read from the Board of Supervisors regarding a meeting on June 29th to coordinate water agencies. This matter is tabled. A letter is read from the Concrete Pipe Products Company, regarding the specifications on pipe for the industrial sewer line. Mr. Russell Kretz from Concrete Pipe Products Company comes before the Council and reports that as stated in his let- ter the poured in place pipe is not as satisfactory as factory made pipe. He requests that additional specifications be sent out requesting the bidders to bid on factory made pipe wi~hout the reinforced steel. Discussion is had on the matter. The Mayor and Council instruct the City Engineer to prepare addi- tional specifications to be sent to bidders which requests a bid for manufactured pipe without reinforced steel. Mr. Kretz reports that he will prepare specifications for manufactured unreinforced pipe. Chief Administrative Officer Carr gives a report on a meet- ing on highway matters with Mr. O'Shea, Traffic Engineer of the Di vision of Highways. ~. Councilman Rush leaves the Council room. sOI.+h.7. Further discussion is had on a left turn lane ~ of the Pentecostal Church. Mr. Carr reports that the Division of High- ways has agreed to make a traffic count at this area to see if they will allow a left turn traffic lane. Mr. Carr also reports that the Division of Highways will make a traffic count at Welburn Avenue and Monterey Street to see if the City would be qualified, to have an automatic t~af- fie signal at that intersection. The total cost for the City would be approximately $9,000.00. - Water samples taken by the Santa Clara County Health Depart- ment on May ,20th and 21st are read and are satisfactory. Councilman Pate recommends that a ;'one (.1) hour parking li- mit sign be placed on 4th, 5th, and 6th Streets between Eigle- berry and Monterey Streets on the east and west sides. Councilman Pate also recommends that stop signs be placed ~ .. ~ ~ ..., I .J 1987 .. .' on Miller Avenue at Fourth Street and al?o on Fifth Street at Princevalle Street. Motion by Councilman Pate second by Councilman Jordan and carried that one hour parking be established on Fourth, Fifth, and Sixth Streets between Eigleberry and Monterey Streets and between Lewis and Monterey Streets. Councilman Pate requests that Director of Public Works Kludt check out the proposed stop signs on Miller A~enue and on Fifth Street and report back to the Council. Director of Public 'Works Kludt is instructed to find ou'b the cost of radar equipment stands. , Councilman W~ntworth reports that the Methodist Church has offered their parking lot to the City during the week if the City will oil the lot. Councilman Wentworth is instructed to study this matter with the Chamber of Commerce. Councilman Jordan asks if the City haq heard from Stub- nitz Greene Corp. Chief Administrative Officer Carr reports that he has written to Stubnitz Greene Corp. requesting the deed to the Gymkhana Grounds but has not received an answer from them as of this date. _ Chief Administrative Officer Carr suggests that the Coun- cil start thinking what can be done about greater water pressure in the City as there has been several complaints on poor water pressure in certain sections of the City. Discussion is had on the matter. City Engineer Hanna Jr. is instructed to make a ~~ survey on water storage supply and pressure in the City. Director of Public Works Kludt reports on the short school for sewer operators that he and Anthony Martin, S~wer Foreman, attended in San Luis Obispo.
