This regular monthly meeting of the Common Council is cal-
led to order by His Honor Sig Sanchez.
Present: Councilmen Carl W. Pate, Courtland M. Rush,
Kenneth L. Petersen, Everett C. Wentworth, Charles Gallo, and
Wilford E. Jordan.
~1e Mayor now asks if all Councilmen have received copies
of the minutes of the ~egular monthly meeting of June 1st, the
regular adjourned meeting of June 22nd, and the adjourned meet-
ing June 22nd, and the adjourned meeting of June 29th. All
Councilmen answer in the affirmative. The Mayor now asks if
there are any errors or omissions in the minutes as presented.
No errors or omissions are noted. The Mayor now declares the
minutes of the regular monthly meeting of June 1st, the regular
adjourned meeting of June 22nd. and the adjourned meeting of
June 29, 1959 apnroved.
The Mayor now asks if there are any public hearings.
Representatives from I.O.O.F. Avenue property owners are present.
Bruce Jacobs, who is representing the group, requests the City
to improve I.O.O.F. Avenue from Forest Street to Murrpy Avenue
because of the rough condition oJ the street and of the dust pro-
blem created by the heavy traffic. The Mayor states that the
City is aware of the problem. Chief Administrative Officer Carr
reports that the school board is in favor oS widening the street,
because of the congestion of traffic. The Mayor refers Mr. Jacobs
to the High School Board as it will be necessary for the school
to install curbs and gutters before the City can improve ~he
street. Mr. Jacobs requests that a letter be written to the
school board requesting that they install curbs and gutters at
the earliest possible date. Motion by Councilman Pate second by
Councilman Rush and carried that Chief Administrative. Officer
Carr be instructed to notify the Board of Trustees that the City
will pave the street as soon as they will install curbs and gutters.
A letter is read from August Piedmont requesting a permit
to post signs on a fence on Wayland Lane and to erect one sign at
Wayland lane and First Street to advertise Sherwood Park Subdivi-

and carried that request of August Piedmont to post signs on
Wayland Lane and to erect one sign at Wayland Lane and First
Street, be granted.
An apnlication is read for aD off-sale beer and wine
license from the Super Save Food Stores. There is no objec-
tion to the annlication.
The City Clerk requests the appointment of precinct
officers for the special Charter Election.
Motion by Councilman Rush second by Councilman Jor-
dan and that Notice of Election, Election Officers and Polling
Places, as follows, be published in the Gilroy Evening Dispatch
on July 7, 1959 -
Notice is hereby given that a Special Municipal Elec-
tion will be held in the City of Gilroy, County of Santa Clara,
State of California on Tuesday, the 18th day of August, 1959,
at which election there will be submitted to the qualified elec-
tors of said City the following proposition, to wit:
"Shall the proposed city charter of the City of Gilroy,
which was filed in the office of the City Clerk of the City of
Gilroy on June 15, 1959, be ratified and adopted?"
There will be four voting precincts for the purpose of
holding the election consisting of a consolidation of the regu-
lar precincts for holding State and County elections, as fol-
lows:
Consolidated voting precinct "A", comprising State and
County regular election precinct numbers 3951, 3953, 3954 and
3964, and the polling place thereof shall be Jordan School.,
located at 301 North Hanna Street: consolidated voting precinct
fiB", comprising State and County regular election precinct num-
bers 3957, 3958, 3959, 3960 and 3965, and the polling place there-
of shall be the Glenview School located at 600 West Eighth Street.
consolidated voting precinct "C", comprising; State and County
regular election precinct numbers 3952, 3955 and 395A, and the
polling place thereof shall be the Fire House located on the
north side of Fifth Street between Monterey and Eigleberry Streets:
consolidated voting precinct ITD", comprising State and County
regular election precinct numbers 3961, 3962 and 3963, and the
polling place thereof shall be the office in the Old City Hall
Building, located at 3 East Sixth Street.
Notice is also hereby further given that at said elec-
tion the polls will be open from the hour of 7:00 o'clock A.M.,
to the hour of 7:00 o'clock P.M., on the day thereof; that dur-
ing said hours said election will be held and conducted at the
legally designated polling places in each election precinct in
said City of Gilroy, as hereinafter set forth; and that the pol-
ling places in the several election precincts and the names of
the several persons who have been appointed to serve as election
officers for the conduct of said election in their respective
election precincts, as named, selected and designated by the
Common Council of said City of Gilroy, as provided by law, are
as follows, to wit:

A letter is read from the Division of Highways reporting on
the traffic count on North Monterey Street at "A" Street inter-
section stating that a left turn lane will not be possible at this
time because there are not a sufficient number of cars making left
hand turns at this intersection. After discussion the matter is
tabled.
rne City Attorney presents and reads an ordinance providing
for one hour parking on Fourth, Fifth, and Sixth Streets between
Eigleberry and Monterey and on Lewis, Martin, and Sixth Streets bet-
ween Railroad and Monterey Streets. Councilman Gallo requests that
a survey be made among the merchants asking their preference concern-
ing one hour parking on these streets. Councilman Pate suggests
that the Chamber of Commerce conduct this survey. Mr. Kenneth Mur-
dock, Secretary of the Chamber of Commerce, requests that a letter
be written on this matter to aid him in conducting the survey.
Resolution No. 519 is presented and read by the City Attorney.
Motion by Councilman Pate second by Councilman Jordan that Resolu-
tion No. 519 be adopted.

RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF GILROY PROVIDING
FOR THE EXCHANGE OF PROPERTY OWNED BY THE CITY OF GILROY FOR CER-
TAIN PREMISES OWNED BY ALBERT GURRIES IN ORDER TO PERMIT THE CON-
STRUCTION OF A BRANCH STREET OR EXTENSION OF WELBURN AVENUE.

Councilmen: None
Councilman Wentworth asks if the City has ever paved a street
before the curbs and gutters have been installed. Councilman Pate
states that the City has oiled and graveled streets but has never
put plant mix on them before the curbs and gutters have been instal-
led.
Councilman Petersen reports that there is an unsightly build-
ing on Welburn Avenue. Max Kludt is instructed to check on this
building.
A letter is read from the County Department of Public Works
giving notification of termination of lease for the judge's quarters
on August 31, 1959.
A letter of resignation is read from Roy Mead, a member of the
Planning Commission. Motion by Councilman Gallo second by Council-
man Pate and carried that Roy Mead's resignation be accepted with
regret and that Mr. Mead be invited to attend the next Council Meeting~
A letter is read from an attorney for Stubnitz Greene Corp. in-
closing a quit claim deed for the Gymkhana property. City Attorney ~
Johnson reports that he has contacted the attorney for Stubnitz Greene
Corp. requesting a grant deed. I ~
A letter is read from the Southern Pacific Company denying a
request for an easement on their property between I.O.O.F. Avenue and
the Labor Department Office. This matter is tabled.
A letter is read from Marshal Sturla recommending the advance-
ment of Jack Doherty to the next step in the pay scale. Motion by
Councilman Rush second by Councilman Wentworth and carried that Jack
Doherty be advanced to the next step in the salary schedule.
A letter is read from the County Water Advisory Committee asking
for the appointment of a member of the Council to serve on the Water
Cooperation Committee. Motion by Councilman Jordan second by Coucil-
man Rush and carried that Mayor Sanchez be appointed to serve on the
Water Cooperation Committee. Mayor Sanchez accepts the appointment .

Resolution No. 520 be adopted.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ADOPTING
BUDGET AND APPROVING MEMORANDill4 OF AGREEMENT FOR EXPENDITURE
OF GAS TAX ALLOCATION FOR MAJOR CITY STREETS.
ADOPTED this 6th day of July, 1959 by the following vote:

Purchasing Agent Reinsch requests approval for the purchase
of twelve 1" meters for ,~780.00. Motion by Councilman Rush
second by Councilman Petersen and carried that the requests for
purchase of twelve 1" meters be granted.
Chief Administrative Officer Carr requests a meeting with
the Finance Committee on the budget. This meeting is set for
July 13th at 8:00 p.m.
Reports of the Building Inspector, Police Department,
Poundmaster, and City Officers-are presented and read. Motion
by Councilman Petersen second by Councilman Wentworth and carried
that these reports be accepted as read. .
Director of Public Works Kludt reports on the request for
additional lighting on North Monterey Street. He reports that
one pole will have to be erected in the parkway of Gilroy Motors,
and one light on the telephone pole in front of North Side Mar-
ket, and one on the power pole at the North City Limits.
Director of Public Works Kludt reports that the Police Depart-
ment have checked out the request for stop signs on Miller Avenue
at Fourth Street and on Fifth Street at Princevalle Street and
find that stop signs at these locations would be useless.
Councilman Gallo instructs Max Kludt to check on the stop
sign on Eighth and Eigleberry Streets, he reports that the view
of the stop sign is obstructed.
Director of Public Works Kludt reports that the proposed
radar stands are ~28.00 each and that the Police Department is
no longer in favor of purchasing them.
Max Kludt also reports that Davey's Tree Surgery will prune
and renair the oak trees in Miller Park for $260.00. Motion bv
Councilman Petersen second by Councilman Wentworth and carried"
that~the Davey Tree Surgery prune the oak trees in Miller Park
for :;p260. 00.
Councilman Petersen reports that Mr. Hyde has made sketches
of proposed landscaping at Miller Park and will develop a plan
for $150.00. Motion by Councilman Petersen second by Council-
man Petersen second by Councilman Pate and carried that Mr. Hyde
be hired for $150.00 to draw a proposed landscaping plan for
Miller Park. City Engineer Hanna Jr. renorts that Dr. Elmer
Chesbro suggested that a small grove of Redwood Trees be planted
in the park and that Dr. Chesbro is considering donating the trees.
Motion by Councilman Pate second by Councilman Wentworth
and carried that bills as nresented be allowed and warranta
ordered drawn on the Treasurer.
Councilman Wentworth congratulates the Chairman of the
Lighting Committee for the painting of the electroliers.
Councilman Gallo instructs Max Kludt to have the school
water the large pile of dirt at the Glenview School which has
been creating a dust problem.
The Mayor reports th:lt there will be a committee meeting
of the whole on July 7th at 3:00 p.m. in the Council,Chambers
with Howard Campen and Howard Weichert on the Couth County
building.
He-also reports that there will be a meeting on July 5th
at 7:30 p.m. in the San Jose Council Chambers of the Santa Clara
County Traffic-ways Governing Committee and also on July 16th,
at 7:30 p.m. in San Jose a League Dinner Meeting.
Motion by Councilman Pate second by Councilman Gallo and
carried that this meeting be adjourned to Monday, July 20,1959
at 8:00 plm., Council Chambers, City Hall, Gilroy, California.
