Minutes 1959/07/20 1982 Gilroy, California July 20, 1959 This regular adjourned meeting of the Common Council is called to order by His Honor Mayor Sig Sanchez. Present: Councilmen Carl W. Pate, Courtland M. Rush, Everett C. Wentworth, and Charles Gallo. Absent: Councilmen Kenneth L. Petersen and WilforoE. Jordan; A report from Kenneth Murdock, Chamber of Commerce Secretary, is read on his survey of the opinion of merchants for the proposed change in the parking time limit on Fourth, Fifth, and Sixth Street between Eigleberry and Monterey Streets and on Lewis, Martin and Sixth Streets between Railroad Street and Monterey Street. Thirty- five merchants want the parking time limit to remain two hour parking and six merchants want the proposed change to I-hour park- ing. The Mayor asks Kenneth Murdock if he has anything to add to the survey. Mr. Murdock has no further comment. Councilman Pate recommends that the proposed change in the parking time limit be tabled. Chief Administrative Officer Carr requests anproval of the Council for the hiring of Mrs. Cecille Kirk as Account Clerk. Mo- tion by Councilman Wentworth second by Councilman Rush and carried that Mrs. Cecille Kirk be hired as Account Clerk for $243.00. A letter of resignation is read from Dale Connell, Annexation Director. Motion by Councilman Rush second by Councilman Pate and carried that D~le Connell's resignation be accepted with regret and that a letter be written to him thanking him for his services. A letter is read from the California State Legislature accom- panied by Assembly Concurrent Resolution No. 105 requesting that Chartered Cities refrain from imposing inheritance or death taxes. The letter and resolution are ordered to be filed. At this time the Mayor asks Roy Mead to step forward and pre- sents him with a certificate of service for his many years service on the Planning Commission. Chief Administrative Officer Carr requests authorization to purchase twelve 1" water meters in the amount of )780.00 for Pur- chasing A~ent Reinsch who is on vacation at this time. Reports of water samples taken by the Santa Clara County Health Department on June 30th are read. The samples are satis- factory and are ordered filed. Motion by Councilman Pate second by Councilman Rush and car- ried that the Finance Committee after study and review of the 1959-60 preliminary budget recommends that it be adopted as chanq- ed by the Committee and also that that Chief Administrative Offi- cer Carr and his office staff be complimented on their fine work in preparing it. . Councilman Wentworth reports that the Gilroy Golf and Country Club Board of Directors is not in favor of developing the area opposite No. 7 fairway for a picnic grounds but suggests that the present barbecue area be enlarged. Councilman Pate suggests that this item of expenditure remain in the budget to be used at the Council's discretion. Councilman Pate reports on a meeting of the Santa Clara County Traffic Ways Committee in San Jose. Chief Administrative Officer Carr reports that he has received from the Water Rights Board a notice of an anplication for a water right on a tributary to Uvas Creek from private parties. Chief Administrative Officer Carr renorts that he has a stan- dard agreement with Pacific Gas and Electric Company for the Light~ ing District in the Renz Tract. The Mayor asks the City Attorney to study the contract. Motion by Councilman Wentworth second by Councilman Pate and carried that the proper person be authorized to sign the lighting agreement. Chief Administrative Officer Carr reports that he made two reservations for the League of California Cities convention in San Francisco. Mayor Sanchez submits the name of Dr. James Neilson as a re- placement for Roy Mead on the Planning Commission. Motion by Councilman Wentworth second by Councilman Pate and carried that Dr. James Neilson be appointed to replace Roy Mead on the Planning Commission. The Mayor reports that the Council met with Mr. Weichert and Mr. Campen concerning the court. Motion by Councilman Pate second by Councilman Wentworth and carried that the Mayor be authorized to sign the letter to the Board of Supervisors. The City Attorney sug~ests that a good representation from the Council should be nresent at the Board of Supervisors' meetin~ when the City's letter is read. Motion by Councilman Rush second by Councilman Pate and carried that this meeting be adjourned to August 3rd at 8:00 n.m. in the Council Chambers, ~neeler Auditorium, Gilroy, California.
