This regular monthly meeting of the Common Council is called to
order by His Honor Sig Sanchez.
Present: Councilmen Carl W. Pate, Courtland M. Rush, Kenneth L.
Petersen, Everett C. Wentworth and Wilford E. Jordan.
Absent: Councilman Charles Gallo.
The Mayor now asks if all Councilmen have received copies of the
minutes of the regular monthly meeting of July 6th and the regular ad-
journed meeting of July 20th. All Councilmen answer in the affirmative.
The Mayor now asks if there are any errors or omissions in the minutes
as presented. No errors or omissions are noted. The Mayor now declares
the minutes of the regular monthly meeting of July 6th and the regular
adjourned meeting of July 20, 1959, approved.
The Mayor now asks if there are any public hearings.
A hearing is held on the proposed annexation of Ousley Park. No
one is present to protest the annexation.
Ordinance No. 607 is presented and read by the City Attorney. Motion
by Councilman Petersen, second by Councilman Rush that Ordinance 607 be
adopted.

AN ORDINANCE PROVIDING FOR THE ALTERATIONS OF THE BOUNDARIES OF THE CITY
OF GILROY BY THE ANNEXATION THERETO OF CERTAIN UNINHABITED TERRITORY OWNED
BY THE CITY OF GILROY, DESIGNATED AS "OUSLEY PARK ADDITION" UNDER THE
ANNEXATION OF UNINHABITED TERRITORY ACT OF 1939, AND FOR THE INCORPORATION
OF SUCH TERRITORY IN AND AS A PART OF SUCH MUNICIPALITY FOR THE GOVERNMENT
AND MUNICIPAL CONTROL OF SUCH ANNEXED TERRITORY.

An application is read for on sale alcoholic beverage license from
Ben Ostoya, 33 North Monterey Street. There is no objection to the appli-
cation.
The City Clerk reads the annual report of the Gilroy Public Library.
Motion by Councilman Rush, second by Councilman Wentworth and carried
that the annual report of the Gilroy Public Library be approved.
A letter from Pacific Mutual, accompanied by a contract, is read
regarding the City Retirement Plan. The City Attorney presents and reads
Resolution No. 521. Motion by Councilman Pate, second by Councilman Rush
that Resolution No. 521 be adopted.

EXECUTION OF GROUP ANNUITY CONTRACT NUMBER G 5449 OF PACIFIC MUTUAL LIFE
1994
INSURANCE COMPANY, AS A PART OF THE RETIREMENT PROGRAM FOR THE EMPLOYEES OF
THE CITY OF GILROY.

A letter is read from Mr. Fred C. Kindo1, Mobile, Alabama, commending
the Rasca1*s Car Club. The Mayor instructs the City Clerk to send the Ras-
cals a letter of commendation.
A letter is read from the Regional Water Pollution Board acknowledging
the attendance of Max Kludt and Anthony Martin at School for Sewage Plant
Operators. The letter is ordered to be filed.
A letter is read from The League of California Cities regarding a pro-
posed Constitutional Amendment to reapportion the State Senate. The letter
is ordered to be filed.
A letter is read from the Gilroy Chamber of Commerce requesting the con-
sideration of the Council on the advisability of removing present structures
from the Gymkhana Grounds. William Hall, who was present, protests the re-
moval of the structures and the use of the grounds as an industrial site. Mr.
Baldwin, High School Agricultural Instructor, asks if one of the barns could
be left for the use of the agricultural class, or if it was to be torn down
if the City would allow the agricultural class to remove it.
The Council is informed of a request from the High School District to
use the ground this football season. After discussion it is agreed that the
structures will remain so that the high school may use the field during the
football season. The Clerk is instructed to notify the high school that they
may have use of the Gymkhana Grounds during the next football season with
the understanding that the school will undertake the improvements and take care
of the insurance.
No decision was made as to future action concerning the Gymkhana Grounds.
A letter is read from Mr. William Filice inquiring if the lot south of
the Corporation Yard facing Old Gilroy Street is for sale. No decision was
made on the matter.
A letter is read regarding a proposed tax sale by the County of certain
described property on Third Street. No objection is voiced by the Council.
A report on the result of the examinations to establish a reserve list
for Police Patrolman is given by Cecil Reinsch, Personnel Director.
The adequacy of the examination was discussed by Councilman Rush and
the Personnel Director.
The reports of the Building Inspector, Police Department, Poundmaster,
and City Officers are presented and read. Motion by Councilman Rush, second
by Councilman Wentworth and carried that these reports be accepted as read.
Motion by Councilman Pate, second by Councilman Rush and carried that
bills as presented b~ allowed and warrants ordered drawn on the Treasurer.
Councilman Jordan reports on a Water Advisory Committee Meeting held in
San Jose.
Mayor Sanchez reads a letter from the Chairman of the Committee for
Children and Youth. Motion by Councilman Jordan, second by Councilman Peter-
sen and carried that the City contribute $25.00 to the Committee for Children
and Youth.
,The City Clerk requests permission to place $100,000. on time deposit
for 90 days. Motion by Councilman Pate second by Councilman Jordan and ap-
proved that the City Clerk be granted permission to place $100,000. on time
deposit for 90 days.
Cecil Reinsch, Administrative Assistant reports that the lock on the
east entrance to the Gymkhana Grounds needs fixing. It is agreed that the
City should fix the lock.
The City Attorney calls attention to a rumor that one of the tenants of
the Hirasaki property would prohibit going through property on which he has
a lease with the industrial sewer line and also indicated that condemnation
procedures could begin if necessary.
Motion by Councilman Pate, second by Councilman Rush and carried that this
meeting be adjourned to Monday, August 17, 1959, at 8:00 p.m., Council Chambers,
City Hall, Gilroy, California.
