Minutes 1959/08/17 1995 Gilroy, California Au'!,ust 17, 1959 - This regular adjourned meeting of the Common Council is called to order by His Honor Sig Sanchez. Present: Councilmen Carl W. Pate, Courtland M. Rush, Everett C. Wentworth, and Charles Gallo. Absent: Councilman Kenneth L. Petersen. Chief Administrative Officer Carr reports that he has an application for a transfer of "off-sale beer and wine license" to Edward H. and Marietta Scagliotti at Gilroy Food Market, 144 Lewis Street. All Councilmen have no objection to this application. The Mayor presents and reads nominees to the County Water Cooperation Committee requesting the Council's preference for a nominee. Motion by Councilman Jordan second by Councilman Pate and carried that the City of Gilroy's choice for nominee to the Water Cooperation Committee be Mark Thomas. Chief Administrative Officer Carr reports that the Muscu- lar Dystrophy Ass'n. has requested to place cannisters for do- nations in Gilroy and to make door to door solicitation. Mo- tion by Councilman Rush second by Councilman Wentworth and carried that the Muscular Dystrophy Association's request be '!,ranted. City Clerk Carr reads a notification from the California Association of Airport Executives of the City's eligibility for federal aid for an airport. This letter is ordered to be filed for future reference. A letter is read from the League of California Cities re- garding proposed elimination of cities from the Interstate Highway System. The Mayor with the Council's consent ~ives Chief Administrative Officer Carr the authority to send out the necessary letter protesting the elimination. Councilman Petersen arrives and takes his seat at the Council table. Chief Administrative Officer Carr gives an explanation of the proposed tax rates for the 1959-60 fiscal year. Coun- cilman Pate recommends that the tax rate for 1959-60 fiscal year be set at ~1.50 for the old City and $1.48 for the new City. He also commends Chief Administrative Officer Carr and his staff for all of the budget information they have given the Council. Ordinance No. 608 is presented and read by the City At- torney. Director of Public Works Kludt requests the Councils' approval to advertise for bids for the street and alley main- tenance work as set forth in the budget. Motion by Councilman Pate second by Councilman Wentworth and carried that Director of Public Works Kludt be given authority to advertise for bids for street and alley maintenance as set forth in the bud- get. Reports of water samples taken by the Santa Clara County Health Department on July 27th are read, are satisfactory and are ordered filed. Discussion is had on proposed annexation of the sewer farm and proposed annexation in general. Councilman Jordan commends Mayor Sanchez for the way in which he handled the settlement of the site for the proposed 19 ~) f) new County building. Discussion is had on the matter. The May- or su~gests that the City meet with Morgan Hill City Council for agreement on location of court facilities near Fitzgerald Avenue. All Councilmen suggest that the City wait for Mr. Belcher's sug- gested location before meeting with Morgan Hill. Councilman Rush requests the reopening of Forest Street through the High School property. He requests that Councilman Pate, Chairman of the Street Committee, investigate the matter. The Mayor suggests that the Street Committee meet with the School Board to discuss the matter. Councilman Rush suggests that the chutes and cattle pens at the Gymkhana Grounds be cleared for parking facilities for foot- ball games. Motion by Councilman Rush second by Councilman Jor- dan and carried th8t bids be advertised for clearing of the cat- tle pens at the Gymkhana Grounds. Councilman Pate give~ a report of the Traffic Committee meet- in~ he recently attended. Councilman Petersen reports that he recently attended a Chamber of Commerce meeting on Highway proposals. The Mayor suggests that the City should have a representa- tive at all City and County meetings. He gives a report on a meeting he attended today in San Jose on the redistricting of supervisorial districts. City Clerk Carr asks the City Attorney about the deed to the Gymkhana Grounds. Mr. Johnson reports that he has contacted Stubnitz Greene's Attorney requesting title insurance. Chief Administrative Carr states that we still have a water pressure problem in certain areas of the City. City Engineer, Walt J. Hanna Jr., reports that he is investigating the price of reservoir tanks. City Engineer Hanna ,Jr. reports that the County Flood Con- trol District has five projects ready for public hearing. He reports that the Princevalle Street Storm Drain will not be approved as it does not qualify under the Small Water Sheds Act. The Mayor instructs Chief Administrative Carr to write a letter to Mr. Curlin requesting the public hearing be gotten underway and that a copy of the letter be sent to Dr. Elmer J. Chesbro. Motion by Councilman Pate second by Councilman Wentworth and carried that this meeting be adjourned to Monday, August 24, 1959, at 8:00 plm., Council Chambers, City Hall, Gilroy, California for the purpose of canvassing the ballots of the August 19th Special Municipal Election. , ~~(1/2~ City Clerk
