This regular monthly meeting of the Common Council is called
to order by His Honor Sig Sanchez.
Present: Councilmen Carl W. Pate, Courtland M. Rush, Kenneth
L. Petersen, Everett C. Wentworth, and Wilford E. Jordan. Absent:
Councilman Charles Gallo.
The Mayor now asks if all Councilmen have received copies of
the minutes of the regular monthly meeting of December 7th and
the regular adjourned meeting of December 21st. All Councilmen
answer in the affirmative. The Mayor now declares the minutes
of the regular monthly meeting of December 7th, and the regular
adjourned meeting of December 21, 1959 approved.
A letter is read from the Gilroy Union High School requesting
permission to salvage piping used to hold up awnings in the grand-
'stands at the Gymkhana Grounds. Chief Administrative Officer Carr
states that two representatives from the school are present in the
audience. Mr. Floyd Emerson states that he and Mr. Dan Woodard
are present to answer any questions which might arise concernin~
the high school's request. Discussion is had on the matter. Mo-
tion by Councilman Jordan second by Councilman Wentworth and car-
ried that the request of Gilroy Union High School to remove the
pipe be granted, that the School use care not to damage the grand-
stand and that the School assume all liability for any damage
that might arise in the process of removal. Mr. Floyd Emerson
thanks the Council for granting the high school permission to use
the piping.
A letter is read from the Gilroy Public Schools requesting
use of Wheeler Auditorium in June 1960 for graduation exercises.
Motion by Councilman Rush second by Councilman Pate and carried
that the Gilroy Public Schools be granted permission to use Wneeler
Auditorium from June 13th through 16th,1960 for graduation exercises.
A letter is read from Edith Ayer O'Neil requesting action of
the Council to stop speeding on Second Street. Chief Administra-
tive Officer Carr reports that he notified the Police Department
about this matter. Discussion is had concerning speeding on City
streets. Councilman Petersen states that the City is short of
police man-power and that we should have parking meters in order
to have more patrolman to control speeding. The Mayor suggests
that~he letter from Edith O'Neil be referred to the Police Com-
mission for study. Councilman Rush reports that this situation
has been discussed several times and due to numerous complaints
the City needs an additional patrolman to take care of the back
street traffic.
Chief Administrative Officer Carr requests that a date be
set for a joint meeting of the City Council, Planning Commission,
and Representative from the County Planning Department to discuss
augmenting the County Plan for Gilroy. All Councilmen agree that
January 25th is a satisfactory date.
Chief Administrative Officer Carr recommends that Mrs. Cecille
K. Kirk be advanced to the next step in the salary range as she
has completed six months employment with the City. Motion by
Councilman Pate second by Councilman Rush and carried that Mrs.
Cecille K. Kirk be advanced to the next step in the salary range.
A letter is read from Marshal Sturla recommending that Gus
Steele be advanced to the next step in the salary range. Motion
by Councilman Rush second by Councilman Pate and carried that Gus
Steele be advanced to the next step in the salary range. .
A letter is read from the State Department of Justice regard-
ing attendance of City Police Chiefs at peace officers zone meet-
ings. No action is taken and this matter is tabled.
A letter is read from the Santa Clara County Flood Control
and Water Conservation District with a proposed resolution to amend
the Flood Control and Water Conservation Act. Discussion is had on
the matter. The Mayor recommends that the City accept this pro-
posal. Motion by Councilman Pate second by Councilman Wentworth
and carried that the City notify the Santa Clara County Flood
Control and Water Conservation District that we are interested in
the amendment.
Water Samples taken by the Santa Clara County Health Depart-
ment on December 12tp are read and are satisfactory.
Reports of the Police Department, Poundmaster and City Off-
icers are presented and read. City Clerk Carr states that the

Building Inspector being on vacation has not submitted his report,
but that he will submit two reports at the next regular monthly
meeting. Motion by Councilman Petersen second by Councilman Rush
and carried that these reports be accepted as read.
Councilman:Pate, Chairman of the Finance Committee, reports
that the Finance Committee recommends that the bid for general
liability and auto insurance be awarded to Zurich Insurance Com-
pany. Motion by Councilman Pate second by Councilman Wentworth
and carried that the bid for general liability and auto insurance
be awarded to Zurich Insurance Company, in the amount of $3911.

Motion by Councilman Pate second by Councilman Rush and
carried that the bills as presented be accepted and warrants
drawn on the Treasurer.
Purchasing Agent Reinsch requests approval to purchase re-
flectorized street signs for the amount of $19.80 per sign against
$9.80 for signs which are not reflectorized for night visibility.
Discussion is had on the matter. Motion by Councilman Pate second
by Councilman Jordan and carried that the Purchasing Agent be
authorized to purchase street signs that are not reflectorized.
The City Attorney reports that the charter will be filed
with the Secretary of State in the next few days.
The Mayor reports that there will be an Inter-City Council
Meeting on January 7th and an Ordinance Committee meeting on
January 5th.
Motion by Councilman Wentworth second by Councilman Pate
and carried that this meeting adjourn to January 18, 1960, at
8:00 p.m., Council Chambers, City Hall, Gilroy, California.
