Minutes 1960/02/01 'Jor) 0 _ *,-,1 () Gilroy, California February], 1960 This regular monthly meeting of the Common Council is called to order by His Honor Sig Sanchez. Present: Councilmen Carl W. Pate, Courtland M. Rush, Ken- neth L. Petersen, Everett C. Wentworth, Charles Gallo, and Wil- ford E. 'Jordan. The Mayor asks if all Councilmen have received copies of 200n " ~;1 "..."," the minutes of the regular monthly meeting of January 4th and the regular adjourned meeting of January 18th. All Councilmen answer in the affirmative. The Mayor now declares the minutes of the regular monthly meeting of January 4th, and the regular adjourned meeting of January 18, 1960 approved. The Mayor now asks for the opening of bids for removal of structures on the Gymkhana Grounds. Director of Public Works Kludt opens the bids and they read as follows: Renz Construction Company - Alternate No. 1 which includes the two bleachers ~4,200.00, Alternate No.2 which does not include the two bleachers $3,400.00; Forsyth and Carr - Alt.#l - $445.00, Alt. 1/2 - $995.00. Discussion is had on the bids. Mr. Edmund Bullard reports that the school would like to have the bleachers. He also states that the school's intention was to save the City money by re- moving the bleachers if the City intended to pay for demolish- ing them. He states that the City should proceed with the most favorable bid. The Mayor suggests that the City hold the bids in abeyance, contact the schools to see if they will pay $520.00 for the bleachers, and have a Special Meeting February 3rd at 1:00 p.m. for awarding of the bids. Motion by Councilman Pate second by Councilman Jordan and carried that the bids for re- moval of structures at the Gymkhana Grounds be held in abeyance and that the Council hold a special meeting on February 3rd in order to have time to discuss this matter with the school. A proposal is read from the Associated Consultants to as- sist in preparing the City's Administrative Code and further development of the Personnel Ordinance. This proposal is ex- plained by Chief Administrative Officer Carr. Motion by Council- man Pate second by Councilman Wentworth and carried that Chief Administrative Officer Carr be authorized to negotiate with Associated Consultants. Chief Administrative Officer Carr states that Mr. Shean from the Associated Consultants' will now present his recom- mendation for the classification and salary plan. Mr. Shean discusses his recommendation and states that he will be working with Mr. Carr on the Administrative Ordinance, and will be available if any member of the Council wishes to discuss his recommendation on salaries. A letter is read from the County Flood Control District requesting the Council to approve Resolution 59-1 and Ordinances 59-1 and 59-2 pertainin~ to control of water courses and fees for drainage facilities. Chief Administrative Officer Carr ex- plains the resolution and ordinance which were given to the Council at the last meeting for study. The Mayor reports that he and Chief Administrative Officer Carr attended a meeting concerning the Princevalle Street Storm Drain which is scheduled to start in June after a hearing in April. He states that he requested Mr. Curlin to prepare a con- tract for this project and present it to the Council. City Engineer Hanna Jr. reports that his only argument with the County Flood Control District's request for approval of the resolution and ordinances is the fees for drainage facilities and that he has no other objection. Motion by Councilman Pate second by Councilman Jordan and carried that the Common Council of the City of Gilroy approve the County Flood Control District's plan in general. A reply from the County Planning Department is read regard- ing the City's request to set a plan line on the extension of Wayland. Lane. Discussion is had on the matter. Director of Public works Kludt states that this request automatically takes care of itself. A letter is read from Republic Powdered Metals, Inc. re- garding the Pacific Gas and Electric Company easement on the por- tion of the Gymkhana Grounds which they have contracted to purchase. Chief Administrative Officer Carr reads a letter which he has prepared for Republic Powdered Metals, Inc. and he requests the Council's approval of the letter before mailing. Motion by Councilman Jordan second by Councilman Gallo and carried that Chief Administrative Officer Carr's letter to Republic Powdered Metals, InC. be approved. Motion by Councilman Petersen second by Councilman Wentworth and carried that City Engineer Hanna Jr. be authorized to prepare [ ...., '", ') 0 ~3 0 a description for the City Attorney of two acres of the Gymkhana Grounds proposed to be sold to Republic Powdered Metals, Inc. retaining the Pacific Gas and Electric Company easement for City ownership. A recommendation from the City Marshal is read requesting that Patrolman Eugene Jewell be advanced to the next step in the salary range. Motion by Councilman Rush second by Councilman Wentworth and carried that Patrolman Eugene Jewell be advanced to the next step in the salary range. . p A letter is read from the County Planning Commission announcing the date of hearings on the County General Plan. ] A letter is read from A. P. Hamann, City Mana~er of San Jose, regarding a meeting of City Officials to propose changes . .~ in annexation laws. Reports of the Building Inspector, and Police Department are presented and read. Motion by Councilman Petersen second by Councilman Rush and carried that these reports be accepted as read. Water samples taken by the Santa Clara County Health Department are presented and read. Reports of the City Officers are presented and read. MQ- tion by Councilman Rush second by Councilman Wentworth and carried that these reports be accepted as read. Motion by Councilman Rush second by Councilman Wentworth and carried that bills as presented be accepted and warrants drawn on the Treasurer. The Mayor asks if anyone in the audience would like to address the Council. Mr. Pasquale Filice requests permission to erect a sign advertising his business on the Richmond-Chase property. Dis- cussion is had on the matter. Motion by Councilman Jordan second by Councilman Rush and carried that Director of Public Works Kludt ~ be authorized to proceed with the permit for Mr. Filice to erect a sign on the Richmond-Chase property according to ordinance and if he has any questions to report back at the next meeting. Councilman Wentworth asks Chief Administrative Officer .. Carr if both labor camp payments have been received. Mr. Carr reports that one payment has been received in full and the other .. has made only partial payment. He also reads a copy of a letter which he had sent to the labor camp which has not paid in full and he requests the Council's approval of the recommendation made therein. The Mayor suggests that another letter be sent registered mail demanding payment under the conditions set forth in the first letter. Motion by Councilman Pate second by Councilman Jordan and carried that Chief Administrative Officer Carr be authorized to proceed with another letter demanding payment under the conditions set forth in the first letter. Councilman Rush states that Councilman Pate and Mayor San- chez should be complimented by the City of Gilroy for work on the drive for donations for the proposed New ~fueeler Hospital build- ing, and that a letter or scroll be prepared for them. The Mayor suggests that a letter be sent to the Hospital Board commending their work in successfully promoting donations and pledges for the New Wheeler Hospital. Motion by Councilman Rush second by Councilman Jordan and carried that a letter be prepared commend- ing the H spital Board on their successful drive. Councilman Rush reports on the accident today involving one of the City'S fire trucks. Th@ Mayor reports that he tentatively set up a meeting with the Morgan Hill City Council to discuss the South County building on February 8th. The Mayor instructs Chief Administra- .. tive Officer Carr to write a letter to the Mayor and Common Council of Gilroy on February 8th at 8:00 p.m. to discuss the ~ proposed South County building. Councilman Gallo states that anyone in the audience who wishes to address the Council should be invited to come forward before any business is taken up. Chief Administrative Officer Carr reports that there will be no inter City Council meeting in February. Director of Public Works Kludt reports that he, Dr. E. Chesbro and Mr. Carr recently attended the Tri City Council meet- ing and he gives a report on the meeting. Purchasing Agent Reinsch reports that Louis Scolari has 20Q1 , ()-l. resigned from the City of Gilroy and since he has been employed with the City for fourteen years and two months he recommends that Mr. Scolari be presented with something on behalf of the City showing their appreciation. The Mayor states that this personnel matter will be taken up at a separate meeting. Mr. Reinsch recommends that the Council set a policy for other organizations using the Council Chambers for meetings. Discussion is had on the matter. Motion by Councilman Rush second by Councilman Pate and carried that a policy be set to allow only City of Gilroy boards, commissions, and organiza- tions connected with the City government, such as Civil Defense be allowed to use the Council Chambers for meetings. The Mayor instructs Purchasing A~ent Reinsch to investi- gate the possibility of installing an exhaust fan in the Library basement so that outside organizations will be able to use it for meetings which will enable them to smoke.
