This special executive meeting of the Council is called to
order by His Honor Sig Sanchez.
Present: Councilmen Norman B. Goodrich, Wilford E. Jordan,
Courtland M. Rush, and Everett Wentworth.
Absent: Councilmen Carl W. Pate and Kenneth L. Petersen.
The Mayor states that this meeting is called to discuss and
to consider a verbal request from the acting Chief of Police,
Harold Sturla, that he be relieved of the pressures of his of-
fice and be appointed to the rank of Sergeant In the Police De-
partment.
A letter from the City Administrator is read relating two
conversations he had had with Mr. Sturla on this matter. '
After discussion by the Council the following decisions
were mad~ concerning his request.
Tnat the Council wished to recognize the years of service
that Mr. Sturla has rendered the City, both as a Police Officer
and in the elective office of City Marshal, by makin~ it possible
for him to continue on with the City in order that he may not be
deprived of his benefits under the City's retirement plan;
That the Council believes that the City would benefit by
his years of experience in police work and that they are confi-
dent that because of this experience he will be of value in the
Department;
That; because a Chief of Police is to be appointed according
to the merit system and when appointed should not be hampered in
such organization or reorganization of the Police Department as
he may deem necessary, the Council does not wish to assign rank
to any officer or employee within the Department. The Council
believes it is the prerogative of the appointed Chief, who ever
he may be, to assign rank according to merit;
'That the Council will approve his appointment as patrolman
and that he continue to act as Chief of Police until his sucessor
is appointed;
That, when there is an unfilled position in the Department
requiring the rank of Sergeant, the Council will approve the City
Administrator's recommendation that he be appointed to that posi-
tion if the Chief of Police so recommends to the City Administra-
tor;
That if he desires an appointment as patrolman that he write
a letter of resignation stating that he wishes to be relieved of
the pressures of the office of Chief of Police, that he desires
appointment to the office of patrolman and that the letter be
in the hands of the City Clerk before 5:00 o'clock p.m., Monday,
June 20, 1960, so that the Council may officially act upon it at
the regular meeting of that date;
That the Council in no way wishes to influence his decision
on the matter, that should he wish not to accept this appointment
as patrolman that his application for the position of 6hief of
Police now on file in the City Clerk's office will receive the
same consideration as those of other applicants for the position.
Motion by Councilman Goodrich second by Councilman Nordan
and carried that this meeting adjourn.
