Minutes 1960/06/20 2063 Gilroy, California June 20, 1960 This regul~r meetihg of the Council is called to order by His Honor Sig Sanchez. Present: Council Members: Norman B. Goodrich, Wilford E. Jordan, Carl W. Pate, Kenneth L. Petersen, Courtland M. 'Rush, Everett C. Wentworth, and Sig Sanchez. The Mayor states that this is the time and place for the Public Hearing on the 1960-61 budget. He asks if anyone in the audience has any questions regarding the 1960-61 budget. There are no questions. The Mayor asks the Councilmen if they have anything to discuss concerning the budget. All Councilmen do not have anything to discuss concerning the budget. ~ City Administrator Carr reports that Purchasing Agent Reinsch has in- vestigated the cost of a proposed house for custodian at the golf course that was discussed at a previous budget work meeting and was successful in obtai~ 2064 ing only one price in the amount of $~OOO.OO, which does not include founda- tion, plumbing, wiring, or painting. Discussion is had on this matter. It is decided to budget $]0,000.00 for the house and to work out the de- tails at a later date. City Administrator Carr also reports that the City wi]] be confronted with extension of a water line on the "Jung Eastern Addition" and that this matter should be considered in the ]960-61 budget. The Mayor asks Mr. Kenneth Murdoch, Secretary of the Chamber of Commerce, if he has any questions concerning the budget. Mr. Murdoch has no questions. Motion by Councilman Rush second by Councilman Petersen and carried that the public hearing for the 1960-6] budget be closed. The Mayor instructs the City Attorney to prepare a resolution adopting the 1960-61 budget. Motion by Coun- ci]man Jordan second by Councilman Pate that Ordinance No. 628 be adopted. ~ .....J ORDINANCE NO. 628 AN ORDINANCE PROVIDING FOR THE ALTERATIONS OF THE BOUNDARIES OF THE CITY OF GILROY BY THE ANNEXATION THERETO OF CERTAIN UNINHABITED TERRITORY, TO BE KNOWN AS "JUNG EASTERN ADDITION" TO THE CITY OF GILROY, AND FOR THE INCOR- PORATION OF SUCH ANNEXED TERRITORY IN AND AS A PART OF SUCH MUNICIPALITY FOR THE GOVERNMENT AND MUNICIPAL CONTROL OF SUCH ANNEXED TERRITORY. AYES: COUNCIL MEMBERS: Goodrich,Jordan,Pate,Petersen,Rush,Wentworth, and Sanchez. NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None An application for liOn Sale Beer and Wine Licensell from Benjamin Diaz for Happy Days Cafe at 227 North Monterey Street is read. City Administrator Carr reports that the Police Department has no objection to this application. No action is taken against this application. The Mayor states that further discussion on the proposed annexation po- licy shall be taken up at a later time at this meeting. All Councilmen agree. City Administrator Carr requests a decision of the Council on City of Gilroy membership in the Association of Bay Area Governments. He estimates the cost for City membership to be from $50.00 to $100.00 and states that the purpose of the Association is to recommend policies to cities and counties in the bay area on common problems. Motion by Councilman Goodrich second by Councilman Wentworth and carried that this matter be tabled. City Administrator Carr presents and reads Resolution No. 573. Motion by Councilman P~te second by Councilman Petersen that Resolution No. 573 be adop- ted. ~ ~ RESOLUTION NO. 573 RESOLUTION DESIGNATING CERTAIN STREETS AS MAJOR CITY STREETS AND REQUESTING APPROVAL THEREOF BY THE STATE OF CALIFORNIA, THE DEPARTMENT OF PUBLIC WORKS. AYES: COUNCIL MEMBERS: Goodrich,Jordan,Pate,Petersen,Rush,Wentworth, and Sanchez. COUNCIL MEMBERS: None COUNCIL MEMBERS: None NOES: ABSENT: Letters giving notice of a Public Meeting in Morgan Hill on July 14th at 10:00 a.m. on proposed Freeway Routes are read. A letter commending the Rascals' Car Club is read. The Mayor requests a ......,~ copy of this letter be sent to the Rascals' Car Club and requests the Gi]roy Evening Dispatch to give the Rascals' Car Club some publicity. .., A letter from the Gilroy Chapter of the Future Farmers of America is read requesting requesting salvage material from the two, barns at the Gymkhana Grounds. . Discussion is ~ad on the matter. Motion by Councilman Pate second by Councilman Wentworth and carried that the Gilroy Chapter of the Future Farmers of America's request for sal'vage ma- terial from the two barns at the Gymkhana Grounds be granted and that the City Administrator be authorized to work out the details of the time for removing the salvage material. City Administrator Carr informs the Council that the cannon at the pump- ing plant was painted by the Future Farmers of Gilroy. Councilman Petersen states that a letter should be sent to the Future Farmers thanking them for ~heir services. City Administrator Carr states that this letter has already been ma i 1 ed . Water samples taken by the Santa Clara County Health Department on June 2065 w 9th are read and are satisfactory. Councilman Wentworth states that a prospective property owner has men- tioned to him that he is intending to build a motel at the north end of the City and that is why he had formerly brought up the matter of further exten- of Church Street which would be of benefit to this property owner. Discussion is had on this matter. Discussion is had on a master street plan. Further discussion is had on the proposed annexation policy. The Mayor reports that he just received a telephone call from George C. Milias requesting the Chamber of Commerce and the City of Gilroy to spon- ser Miss Kay O'Connell as queen in the Salinas Rodeo Golden Jubilee. Motion by Councilman Petersen second by Councilman Wentworth and car- ried that the City of Gilroy in cooperation with the Gilroy Chamber of Com- merce sponsor Miss Kay O'Connell as queen in the Salinas Rodeo for their Gol~ en Jubilee. Councilman Jordan asks about a queen to represent the City of Gilroy at the Santa Clara County Fair. The Mayor recommends that Councilmen Petersen and Jordan confer with Mr. Kenneth Murdock in regard to the appointment of a queen to represent the City of Gilroy at the Santa Clara County Fair. Further discussion is had on the proposed annexation policy. Motion by Councilman Jordan second by Councilman Wentworth and carried that the proposed annexation policy as presented be approved,that the City Attorney be Instructed to prepare a resolution for the adoption of the annex- ation policy. City Administrator Carr reports that there is a meeting with the Cham- ber of Commerce Parking Committee tomorrow June 21st at 8:00 p.m. Councilman Goodrich requests permission to leave the country. The City Attorney states that no action is necessary on this matter. Councilman Goodrich suggests that a letter of "greeting" from the Mayor be sent back to the Mayor of Belgium where he will be visiting. All Council- men agree. Councilman Jordan states that Dr. H. B. Long would like the City to take action on his resignation from the Recreation Commission. The Mayor states that he believes that the appropriate time to give Dr. Long his certificate of service would be at the testimonial dinner to be given In his honor. Motion by Councilman Pate second by Councilman Jordan and carried that Councilman Goodrich be granted permission to leave the country. The City Attorney reports that Ordinance No. 628 is not in order because Resolution No. 567 introducing the June Eastern Addition has embodied In it the incorrect description of the property. He states that a new resolu- tion containing the correct description as submitted to the Boundary Commis- sion must be adopted and readvertised with the hearing set for July 18th. The Mayor states that before this matter Is readvertised to check to see exactly what description of the property was advertised. At this time the Mayor declares a five minute recess. After a recess the Mayor calls this meeting to order. The City Attorney states that the description of the Jung Eastern Addition was incorrectly advertised. The City Attorney presents Resolution No. 574. Motion by Councilman Pate second by Councilman Jordan that Resolution No. 574 be adopted.
