This regular monthly meeting of the City Council Is called to order
by His Honor Sig Sanchez. ' '. .
The M~yor relays apologies fro~ Counc~l.an Duffin for his abserice
from this Counci I Meeting due to his obligations to ~h~ Naval Reserve.

The Mayor asks if all Councilmen' have received copies of the re~ula~
monthly meetings of Apri I 3rd and April 17th, 1961 and the regular adjourned
meeting of April 18,1961. All Councilmen answer in the affirmative. The
Mayor now asks if there are any errors or omissions in the minutes as pre-
sented. No errors or omissions are noted. The Mayor now declares the
minutes of the regular monthly meetings of April 3rd and April 17th, 1961
and the regular adjourned meeting of April 18, 1961 approved. '
The Mayor states that this Is the time and place for opening of
bids for construction of new pavement on Eigleberry Street between Ninth

Director of Publ ic Works Kludt opens the bids and they read as follows:
1. George C. Renz Construction Company - $7,289.16; 2. Granite Construction
Company - $8,128.20. Director of Public Works Kludt reports that $5,500.00
was budgeted for this project.
Director of Publ ic Works Kludt now opens the bids for repairing of streets
In the 1960-61 paving program and they read as follows: I. Leo F. Piazza Conr
pany - $6.97 per ton, total $13,333.61; 2. Granite Construction' Company - $7.08
per ton, total $13,544.04; 3. L. C. Smith Paving Company - $7.48 per ton, total
$14,309.24. Director of Public Works Kludt reports that $14,880.00 was budgeted
for this project.
-Discussion is had.
Motion by Councilman Goodrich second by Councilman Petersen and carried
that the low bid of George C. Renz Construction Company for paving of Elgleberry
Street in the amount of $7,289.16 be tabled until it can be discussed by the
City Engineer and George C. Renz Construction Company.
Motion by Councilman Wentworth second by Councilman Petersen and carried
that the low bid of Leo F. ~iazza Company in the amount of $13,333.61 be awarded
for repairing of streets in the 1960-61 paving program.
The Mayor thanks the other bidders for submitting bids on these projects.
A letter is read from the I .F.D.E.S. Organization requesting permission
to hold a parade on June 18, 1961 and approved by Chief of Police Laizure.
Motion by Councilman Petersen second by Counci Iman Goodrich and carried
that the I.F .D.E.S. Organization be allowed to hold a parade on June 18, 196i.
A letter is read from the National Guard for use of <the auditorium for
a dance on May 27, 1961. Motion by Counci lman Petersen second by Councilman
Wentworth and carried that the National Guard be allowed free use of the audi-
torium for a dance on May 27, 1961.
A letter is read from the Gi Iroy Taxi Company requesting a change in lo-
cation of a taxi stand. Discussion is had.
Motion by Counci lman Goodrich second by Counci 1 man Petersen and carried
that the Gi Iroy Taxi Company be allowed to change the location of the taxi
stand from 221 North Monterey Street to 226 North Monterey Street, Gilroy.
,A report of the Personnel Commission is read recommending certain admi~
istrative salary changes for the 1961-62 budget year. Discussion is had.
Motion by Councilman Jordan second by Councilman Petersen that the recom-
mendation of the Personnel CommissiDh be approved.
Further discussion is had. Councilman Goodrich inquires about the salary
for custodian at the Clerk1s Office.
The Mayor instructs Assistant City Administrator Reinsch to bring the
matter of custodian salaries before the Personnel Commission.
The Mayor states that the motion approving the recommendation of the
Personnel Commission is out of order because a resolution has been prepared
approving the change in administrative salaries.
City Administrat~r Carr presents and reads Resolution No. 617. Motion
by Councilman Goodrich second by Councilman Jordan that Resolution No. 617 be

A letter Is read from the Planning Commission recommending the granting
of a Use Permit for addition to the Glad Tidings Temple at Sixth and Hanna
Streets and intorming the Council on action taken on ~fficial plan line~ on
Miller Slough and official plan lines on Tenth Street from Monterey Street to
East City limits.
Director'of Public Works Kludt explains the request for the Use Permit.
Motion by Councilman Jordan second by Councilman Quartiroli that the
Use Permit be granted to the Glad Tidings Temple.
. The City Attorney states that he has prepared a resolution, approving
the granting of the use permft. He reads Res01ution No. 618. Motion by
Councilman Jordan second by Councilman Quartiroli that Resolution No. 618 be
adopted.

TING OF USE PERMIT TO GLAD TIDINGS TEMPLE TO USE PREMISES AT THE NORTH-WEST CORNER
OF 6TH AND HANNA STREETS FOR CONSTRUCTING AN ADDITION TO THE CHURCH BUILDING.

Director of Public Works Kludt explains the proposed subdivision in
Castlewood Park Annexation, Unit No.4.
Discussion is had on the possibility of having Fourth Street a through
street and having the school rearrange their plans.
The Mayor instructs City Administrator Carr to arrange a meeting with
the school authorities and the Council to discuss the possibility of having
Fourth Street a through street.
The City Attorney presents and reads Resolution No. 619. Motion by
Counci Iman Petersen second by Counci lman Jordan that Resolution No. 619 be
adopted.

FIRE PROTECTION DISTRICT CERTAIN TERRITORY DESCRIBED AS "CASTLEWOOD PARK ANNEXA-
TION, UNIT NO. 3" HERETOFORE LOCATED THEREIN WHICH HAS BEEN ANNEXED TO THE CITY
OF GILROY.

The City Attorney reports that he has no objection to the proposed res~
lution endorsing Assembly Bill 2048 relating to establishing County Highways
within cities. .
The City Attorney presents Resolution No. 620. Motion by Counci lman
Petersen second by Councilman Goodrich that Resolution No. 620 be adopted.

RESOLUTION OF THE CITY OF GILROY ENDORSING ASSEMBLY BILL 2048 RELATING TO ESTAB-
LISHING COUNTY HIGHWAYS WITHIN CITIES AND REQUESTING THE STATE LEGISLATURE AND
THE GOVERNOR OF THE STATE OF CALIFORNIA TO ENACT SAID BILL INTO LAW.
PASSED AND ADOPTED by the City Council of the City of Gilroy, County of Santa
Clara, State of California, on May 1, 1961, by the following vote:

Director of Public Works Kludt reports that Mr. Carl Blackledge is pre-
sent in the audience and requests that he explain his request to erect signs on
South Monterey Street.
Mr. Blackledge comes forward and explains his request stating that the
requested signs will be of a permanent nature.
The Mayor states that the Counci 1 would appreciate Mr. Blackledge's co-
operation in erecting attractive signs.
Motion by Councilman Wentworth second by Councilman Petersen and carried
that Mr. Blackledge be allowed to erect six permanent signs on South Monterey
Street to advertise his business. .
A letter is read from Chief of Police Laizure and Fire Chief Ramezane

recommending advancement to the next step in their respective salary ranges,
James Calvino - Range 19, $395.00 to $415.00 and Vernon M. Naughton - Range 17,
$395.00 to $415.00, effective May 1, 1961. City Administrator Carr approves
the recommendatrons.
Motion by Counci lman Goodrich second by Counci lman Quatti rol i and car-
ried that James Calvino and Vernoh Naughton be advanced to the'riext step in
their salary ranges, effective May 1, 1961.1
The City Attorney presents, explains, and reads Resolution No. 621.
Mayor Sanchez leaves the Counci I Chambers and Mayor ~ro-temporary
Petersen takes his place at the Council table. Discussionis had on the re-
quired heighth of weeds to be embodied in the resolution. It is decided that
a minimum of four inches should be required for helghth of weeds.
The Mayor enters and takes his seat at the Council table.
Motion by Councilman Goodrich second by Councilman Wentworth that
Resolution No. 621 be adopted.

TION BY PUBLICATION THEREOF.

represent the Council on the Trafficways Committee taking the place of retired
Councilman Pate~ Discussion is had. This matter Is tabled for appointment at

property on South Monterey Street to provide for extension of Old Gilroy Street
to Seventh Street.
Discussion is had.
Motion by Counci lman Jordan second by Councilman Petersen and carried
that the'Mayor be authorized to sign the proposed agreement for purchase of
property on South Monterey Street to provide for extension of Old Gilroy Street
to Seventh Street.
The Mayor instructs City Administrator Carr to r~ferthe laying of
plan lines on this property to the Planning Commission.'
A letter is read from Mrs. George Doan thanktng the City for alleviating
the drainage problem in the alley in the rear of her property.
A letter is read from Judge Klarich asking to be relieved from his
duties on the Recreation Commission.
Motion by Councilman Wentworth second by Councilman Goodrich and carried
that Judge Klarich's request be accepted with regrets and that City Administra-
tor Carr be authorized to prepare a certificate of service and a letter thanking
Judge Klarich for serving on the Recreation Commission.
A letter is read from the Southern Pacific thanking the Council for the
resolution endorsing the proposed Southern Pacific Control of Western Pacific.
A letter is read from the City of Berkeley requesting consideration of
Senate Bill 853 regarding the proposed Golden Gate Transportation District.
Motion by Councilman Good;rich second by Councilman Petersen and carried
that the City of Gi Iroy concur with the City of Berkeley1s request. .
The Mayor asks Mr. David Coryell if he has anything to discuss before
the Council .Mr. Coryell has no comment.
Councilman Wentworth requests permission to be excused from the Council
meeting. The Mayor excuses Councilman Wentworth.
The reports of the Police Department, Poundmaster, and Building Inspec-
tor are submitted to each Council member.
Reports of receipts of City Officers are presented and read.
Motion by Councilman Petersen second by Councilman Jordan and carried
that all reports be accepted as read and submitted.
The Mayor asks if Well No.4 Is now is use. Director of Public Works
Kludt reports that water samples of this well were taken and then the well
was shut down again pending results of the water samples. The Mayor instructs
Director of Public Works Kludt to work with Councilman Quartiroli on obtaining
information on chlorination of this well before putting it into operation.
City Administrator Carr reports on the water table.
Assistant Civil Defense Director Reinsch reports that the local Civil
Defense Council conducted a successful Civil Defense exercise on April 8th.
City Administrator Carr reports that the municipal code is now com-
pleted. The Mayor instructs the City Attorney to prepare an ordinance adopting
the code.

The Mayor reports that the Board o'f Supervl sors have recommended tha~
the proposed South County bui Iding be built on Highland Aven~e and Monterey
Highway and that court facilities be built in Morgan Hi II and in Gilroy on
sites offerred by both cities.
